The Regular Meeting of the Mayor and Council of the Borough of COUNCIL MEETING
Carteret was called to order by Mayor Daniel J. Reiman at
approximately 6:00 p.m. on Thursday, October 28, 2021, remotely, via
telephone call -in.
Upon individual roll call, the following were noted present: ROLL CALL

Also noted present were Carmela Pogorzelski, Municipal Clerk and
The meeting was opened with a moment of silent prayer and the PRAYER, PLEDGE
Pledge of Allegiance led by Councilmember Krum. OF ALLEGIANCE
The 2021 Annual Notice was mailed to The Home News Tribune, The
Star Ledger and posted on the bulletin board and the doors of the STATEMENT OF
Memorial Municipal Building on January 6, 2021. Notice was MEETING NOTICE
published in The Home News Tribune and The Star Ledger on January
11, 2021. All items being voted on tonight were posted on the
Borough's website, www.carteret.net prior to tonight's meeting.
Upon MMS &C, by Councilmembers Krum and Bellino and APPROVAL OF
unanimous affirmative vote of the fill membership present, the MINUTES
minutes of October 14, 2021 were approved as transcribed and
engrossed by the Clerk.
ORDINANCE 421 -21 was introduced and adopted on First Reading ORDINANCE #21 -21
and the Clerk authorized and directed to advertise same for Public CONVEYANCE

OFFICIAL TAX MAP OF THE BOROUGH OF CARTERET TO
THE COUNTY OF MIDDLESEX OR ITS DESIGNEE"
ORDINANCE #21 -22 ORDINANCE #21 -22 was introduced and adopted on First Reading
TIME RESTRICTED and the Clerk authorized and directed to advertise same for Public
PARKING, ARTS Hearing, upon MMS &C, by Councilmembers Naples and Diaz. Upon
DISTRICT individual roll call vote, Councilmembers Bellino, Diaz, DiMascio,
Johal, Krum and Naples voted in the affirmative.
ORDINANCE #21 -22
"TIME RESTRICTED/RESIDENTIAL PARKING
RE: ARTS DISTRICT"
ORDINANCE #21 -23 ORDINANCE #21 -23 was introduced and adopted on First Reading
AMENDING and the Clerk authorized and directed to advertise same for Public
CHAPTER 38 -5 Hearing, upon MMS &C, by Councilmembers Krum and Diaz. Upon
PERSONNEL POLICY individual roll call vote, Councilmembers Bellino, Diaz, DiMascio,
Johal, Krum and Naples voted in the affirmative.
ORDINANCE #21 -23
"AMENDING AND SUPPLEMENTING
CHAPTER 38 -5 OF THE CODE"
Mayor Reiman said this would bring the Borough's personnel code up
to date with the Civil Service laws; if no one in town is interested in a
position or no one has the ability, we can hire out of towners.

The Municipal Clerk stated that Ordinance #21 -20 was introduced and
adopted on First Reading on October 14, 2021. It was duly published
in the Home News Tribune on October 19, 2021, with notice that it
will be considered for final passage after Public Hearing to be held on
October 28, 2021 at approximately 6:00 p.m. The Ordinance was
posted on the bulletin board and copies were made available to the
general public and according to law, she read the Ordinance by title.
Upon MMS &C, by Couneilmember Diaz and Krum and unanimous
affirmative vote of the full membership present, Mayor Reiman
declared the Public Hearing to be open.
There being no comments or objections to the Ordinance, Mayor
Reiman declared the Public Hearing to be closed, upon MMS &C, by
Cormcilmembers Krum and Naples and unanimous affirmative vote of
the full membership present.
Upon MMS &C, by Councilmembers Krum and Diaz

"AN ORDINANCE TO AUTHORIZE THE ACQUISTION
OF CERTAIN REAL PROPERTY WITHIN THE
BOROUGH OF CARTERET"
was finally adopted. Upon individual troll call vote, Councihnembers
Bellino, Diaz, DiMascio, Johal, Krum and Naples voted in the
affirmative.

PUBLIC PORTION public review prior to the meeting in accordance with the Rules of
RESOLUTIONS/ Council. Upon MMS &C, by Councilmembers Krum and Naples and
AGENDA I' 'EIAS unanimous affirmative vote of the fall membership present, the
& NEW BUSINESS meeting was opened for public input on all Resolutions /Agenda items
and new business.

PAYMENT OF BILLS Upon MMS &C, by Councilmembers Diaz and Bellino all bills appearing on
the prepared list, properly audited and signed were ordered to be paid. Upon
individual Roll Call Vote, Councilmembers Bellino, Diaz, DiMascio, Johal,
Krum and Naples voted in the affirmative.
MAYOR Mayor Reiman said the Fall Festival will be held this Saturday, but may be
moved to Sunday, depending on the weather. He wished everyone a good
holiday and reminded everyone that Tuesday is Election Day.
