Savannah Beach, Georgia, February 6th, 1941 The regular meetig of Council was held today at 4 p.m. in the Council Chamber in the Town Hall at Savannah Beach, and WES attended by Mayor Jones, who presided, and Councilmen Henry, Ferguson, Daniels and Lovell, and. Mr. n.w. Dixon, M.R. Young and Ray Willis. The minutes of the meetim7 of January 2nd., and January 30th were read and approved. 90 lir. Din inforLed Council that from an article he ned read in the rfternoon paper relative to the bill tint has been presented to the Georg-ir Legislature, that it was apparent that the property owners would not get the amour+ of property east of their eastern property lines to the line of the senwnll: that it was his understanding that this area would be deeded to the property owners at that perticular location. He noticed tint there was a clause in there that provided that no one could use the area between the seawnll and the property line, end also that the Town hod reserved the right of easement for a number of feet west of the seawall for future meinteinence of same. 11r. Dixon atrted that he htd su-divided his property on the basis of two hundred and sixty feet (260), which included tie proposed new land nnd of vr-,ich he ould fnet sixty (60) feet between the seawall and his nro.oerty line, but rs it now stands, he would inve to cut down the size of his lots he hed proposed to put on the market, since construction will not be nermitted on this new lend. Gentlemen: I herewith submit for your information annual report of The Savannah Beach F'Lre Department for the period January 1, 1940 to December 31, 1940. Number of alarms during year: 23 Total value of buildins involved $25,000.00 Total value of contents involved 10,000.')0 Total value of buildings ,7,7 contents 35,000.00 Total amount of losses to buildings 1,502.50 Total amount of losses to contents 70.00 1,572.50 • Division of calls end causes of fires: Oil stoves nc1 heaters 3 Carelessness, Matress fire 1 Automobile 1 . Grass fires 15 Unknown causes 2 False alarms 1 Total 23 All equipment of the fire department is in Food shape, except that some hose is getting worn through and needs replacing. I recommend that provision be made in next years budget for the purchase of at least 500 feet of 2P double jacket fire hose. Nearly all of our hose is going on 8 yeard old and if it is not replaced a little each 91 year it will all have to be replaced at one time. Also recommend the purchr.se of a leaner siren during the coming gear. Our present siren is entirely too sr '.l1 and will have to be replaced_ shortly. The stoma durinm last f11 tore off the metal cover over the motor rind the supportin base is pretty rusty. I will gc -t prices from manufacturers on a. new siren with trade in on present siren end submit to council before budget for next yeEr is made up. Also recommenc that more attention be given to the enforcement of fire laws especially in regard to eliuinetion of terra cotta flues and replacement with brick chimneys. I nrve recently had called to my attention where t iese terra cotta flues were re- erected after falling down. Tsnere are also numerous fire hazzerds such es trash that has been cut and dried i,hst s iould )e eliminated by burning under supervision of hauling-; away. In connection with the proposed purehese of fire hose, Mr. Young and I'r. Willis of the Fabric Fire :dose Company appeared before Council end t I'r. Willis proeuced ssiiples of his product and showed several price ranges, after which Mr. Young nd I r. Willis were excused. It was the opinion of Council that princes would_ s lso be gotten from dealers of fire hose in Savannah. A request having been me de by the Commendinm Officer at Fort Screven for permission to erect two fire control towers eech at the foot of 8th, 10th, 12th, a.nd 14t'r Streets, sac ?j cent to the Strand, Councilman Ferguson moved that permission oe gra:nted. Councilman Henry moved that discounts be allowed on any 1940 taxes k' when request was made by the tax payer. Councilman Ferguson seconded and the motion passed.. Councilman Ferguson moved that tr_e 010.00 payment by Western Union for 1940 -41 license be accepted. Councilmen Henry seconded and the motion passed. It being brought to the attention of Council that apparently there are merchandise vending rnaclines in some locations on the Island that have not paid 1940 license, the cheirman of the Police Committee was requested 92 to investixate and. see that licenses are paid. AN ACT to revise, alter and amend the several acts incorporating The Mayor and Councilmen of the Town of Tybee, now known under the Act of the General Assembly,•approved August lst, 1939, as Savannah Beach, Tybee Island; to change the time of opening and closing the polls for elections; to give the Mayor and Councilmen the right to buy, sell or exchange any part of the Public Domain, Strand and/or Streets; to give the Mayor and Councilmen authority to levy and impose special tars • for maintenance of the sea wall, groins, beach erosion and for sanitary purposes in a sum not to exceed one quarter of one per cent on the total value of the assessments on the books of said minicipality as of • January 1st, 1911. SECTION 1: Be it enacted by the General Assembly of the St to of Georgia, and it is hereby enacted by the. authority of the sale, that the Act of the General Assembly, approved August 19th, 1922, , entitled an Act to amend, revise and consolidate the several aots•granting ' • corporate authority to the Town of Tybee; to convey additional) powers on the Mayor and Councilmen of the Town of Tybee; to define the • 93 the corporate limits of said Town; and for other purposes", be and the same is hereby amended by striking from said Act Section 3 thereof and inserting in lieu thereof the following: SECTION f: Be it further enacted that the present Mayor and Councilmen elected on the first Monday in April, 1922, shall hold office until their successors are elected and qualified and that an election of a of Mayor.- and six (6) Councilmen shall b4 held on the first Monday in April, 1924, and every two years (2) thereafter on the same day and the hours of voting thereat shall be between seven (7) a.m. Lnthe forenoon and six (6) p.m. in the afternoon. The Mayor and Councilmen shall hold their respective offices until therif successors have been duly elected and qualified." SECTION: 2: Be it further enacted that the Mayor and Councilmen of the Town of Savannah .Beach, Tybee Island, shall have the right to buy, sell and /or exchange any part of the Public Domain which will include public streets and the Strand which are not considered necessary when same is to the best advantage and interest of the Mayor and Councilmen. SECTION 3: Be it further enacted that the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, shall have the power to levy, impose and collect a special tax in a sum not to exceed one quarter of one per cent on the total value of the assessments.on the books of said Municipality As of January lst, 1941, for the purpose of maintaining the seawall . and groina,:-for beach erosion, for street paving and for sanitary purposes including the collection and disposal of garbage; and that in all cases where it shall be necessary to levy a special additional tax for any one or more of the aforementioned purposes, the levy and assessment of the same for each shall be separately made and collected and all amounts so collected shall be applied exclusively to the said expenses for which said tax is levied' and collected. SECTION 4: Be it further enacted by the authority aforesaid that all laws sr parts of laws in conflict with this Act be and the same are hereby repealed.
