Savannah Beach, Georgia,
March 13th, 1941
The regular meeting of Council was held today at 4 p.m. in the
Council Chamber in the Town hall, and was attended by Mayor Jones
who presided, and Councilmen Griffin, Henry, Slotin, Daniels,
Ferguson and Town Attorney Dutton.
The minutes of the meeting of February 6th were read and approved.
Councilman Griffin Raked if prices were gotten from several business
houses on fire hose recently purchased for the Fire Department, and
was informed by the Mayor that prices were gotten from every concern
members of which owned property on the Island, and that all price
quotatians were the same, so he gave the business to Georgia Supply
Company.
The Mayor informed Council that he had had several letters from
Congressman Peterson and others relative to the House Sewerage
System, and that all were very cooperative.
The Mayor informed Council that as regards the picnic shed it was
proposed to erect on the Strand between 14th and 15th Streets, that
he had had protests against -the erection of the structure at the
proposed location, and he had abandoned the idea of erecting it for
the eoming.year. He stated that he had been offered a location on
llth Street and Butler Avenue, but this was not feasible. Also that
the Tybrise Company had offered to sell a lot on Butler Avenue South
of 15th Street for $1,000.00, and also had offered Tybrisa Pavilion
at a rental that was not agreeable to the Town. It was decided that
several rest rooms will be put up at vantage points in the parking .
area, and after some discussion Councilman Griffin moved that rest
rooms be built in the parking area north of 15th Street. Councilman
Henry Seconded and the motion passed. The matter of construction was
referred to the Public Works Committee.

The Mayor suggested that it would be a good plan to have the Governor
of_Georgia come down on the official opening day of the Tybee season.
Everyone though it an excellent idea.
It was suggested that in anticipation of the number of military men
on the Island during• the approaching season, and it being evident
that the military police will have to be accommodated, it was
discussed as to where would be the location to put them.
After some discussion the Mayor appointed ar;committee composed of
Town Attorney Dutton and the Police Committee to get together with
the proper authorities and work out a plan that will be agreeable to
all.
Councilman Ferguson moved that an extension of the telephone in the
Clerk office be placed in the Council Room. Councilman Griffin
seconded and the motion passed.
The Mayor requested Councilman Ferguson to have the necessary
ordinance requiring occupants of houses to put in covered garbage
cans printed and distributed. The Mayor informed Council that
something would have to be done before the approaching season to
correct the situation at the dump, and stated that complaints have
already begun to come relative to this.
Councilman Griffin moved that the time for collecting for automobiles
on the parking area be extended to May first, 1941. Councilman
_Daniels seconded and the motion passed.
Councilman Siotin informed Council that some of the streets in Town
are, in a very bad condition and should be repaired as quickly as it
is possible to do so, so that they could be ready by the time the
season officially opens. At this time D.D. Hankins, Jr., of the
State Highway Department came into the meeting and informed Council
that it was hoed to get the work started on 17th and 18th streets
in the near future.

Councilman Griffin moved that the Town buy one new HarleyDavidson
motorcycle for the use of the Police Department, at acost to the
Town of $250.00 net and the old motorcycle; that the purchase be made
now and arrangements made to pay Cleary Motorcycle Company on May 15th.
Councilman Biotin seconded and the motion passed.
Councilman Slotin moved that a letter be written Mr. E.A. Logan,
former Division Engineer of the State Highway Department, extending
the Town's appreciation of his cooperation while connected with the
Highway Department.
Council was informed that County assessments on Tybee property have
been put on the following basis: unimproved property, 20% of the
Tybee assessment, and on improved property, 50$ of the Tybee assessment.
After some discussion it was decided that the matter be taken up with
the proper authorities in an effort to correct the situation.
Councilman Griffin moved that the Clerk be authorized to purchase
at not over 5¢ per bushel at the pile, oyster shells as owned by
several parties on the Island that have been opening oysters during
the winter. Councilman Slotin seconded and the motion passed.
Councilman Griffin moved that the Town, to meet a casual deficiency,
corrow not over $2500.00 at not over 4% from any bank in Savannah.
Councilman Slotin seconded and the motion passed.
