HomeMy Public PortalAbout2013-08-20 PC minutes VILLAGE OF PLAINFIELD PLAN COMMISSION RECORD OF MINUTES DATE: August 20 , 2013 Chairman S obkoviak called the Plan Commission meeting to order at 7:0 3 p.m. and led the pledge to the flag . ROLL CALL Commissioners Seggebruch, Renzi, Kiefer, Heinen, Green, and Chairman Sobkoviak were present . Commissioner O’Rourke , the School, Park and Library D istricts were absent. APPROVAL OF MINUTES : The Plan Commission minutes from July 16 , 2013 w ere accepted as presented . PUBLIC COMMENTS: There w as no response . DEVELOPMENT REPORT Mr. Garrigan stated the Village Board approved the variance for the Inger soll house incorporating the provisions as recommended by the Plan Commission. OLD BUSINESS - None NEW BUSINESS Case No. 1628 -072413.SU Life Touch Church Mr. Garrigan indicated this was a public hearing being heard pursuant to public notice being pu blished and in accordance with all state statutes and applicable local ordinances. The applicant is requesting a special use to operate a church using a 2,500 square foot suite in an existing light industrial building located at 24119 W Riverwalk Ct. Thi s building is currently occupied by Aerotek Design, Orkin and several other light industrial users. The church services would generally be restricted to Sunday mornings with bible study on Wednesday evenings with approximately 30 members. Mr. Garrigan re viewed the findings of fact; indicating this special use would have no negative impact on any of the adjacent uses and will not impede the continued use of this structure for business and light industrial uses. The Village’s parking ordinance requires 1 s pace for every 4 seats in the assembly area and t here currently are 43 parking spaces located at this site. Mr. Garrigan further stated a lot of the existing light industrial space along 143 rd Street is currently occupied by recreational uses. Staff does not believe the proposed use of a church would have any negative impact on this site; this proposed use is consistent with the current trend of development in the Village and therefore Staff suggests a favorable recommendation. Chairman Sobkoviak sw ore in Augustine Pokoo, Senior Pastor for Life Touch Church and Andy Polivka, broker for the building. Commissioner Green asked the number of parishioners; if the church would look into a traffic study if issues arose as the congregation gr e w . Pastor Po koo stated there 20 to 30 members at this time; indicated the hope is for the Michael P. Commissioner Renzi asked if the 2500 square footage wo uld accommodate the number of members; suggested the special use could be tied to this church . Pastor Pokoo stated they have enough room to accommodate up to 70 members over the next three years. Chairman Sobkoviak mentioned the number of occupants in a building would be limited by the fire regulations. Discussion was held regarding the possibility of limiting the special use to this church . Commissioner Renzi asked if there is a choir and the time frame for the bible study. Pastor Pokoo stated they d o not have a full choir; indicated they use a sound system currently; bible study is on Wednesdays from 7pm to 9pm. Commissioner Seggebruch asked about the office space, number of restrooms, and if the building is alarmed and sprinkled. Pastor Pokoo stat ed they use about 900 sq. ft. is used for offices; agreed there are 2 restrooms and the building is sprinkled. Commissioner Heinen expressed concern with the number of non -conventional uses occupying the industrial areas throughout the village; asked the length of time the building was vacant; asked about the previous tenant; and indicated he did not support the application but indicated the lack of support has nothing to do with the church . Mr. Polivka thought the building had been vacant 6 months or mor e; explained the walls between the tenants are masonry block which is also a sound barrier; there are a total of 84 parking spaces as there are 40 in the rear of the building. Mr. Polivka stated the owner would allow the church to move into a larger space if they needed. Mr. Polivka thought the pervious tenant was a trucking dispatch. Discussion was held regarding the industrial development in the village. Commissioner Kiefer indicated support for the special use . Chairman Sobkoviak asked for public c omments. No one approached the microphone. Commissioner Kiefer made a motion to recommend approval of the Special use for Life Touch Church subject to the following stipulations 1. Compliance with the recommendations of the Village Engineer. 2. Compliance wit h the recommendations of the Plainfield Fire Protection District. 3. The special u se permit is only for Life Touch Church . Commissioner Renzi seconded the motion. Vote by roll call: Seggebruch , yes; Green, yes; Heinen, no ; Renzi, yes; Kiefer, yes ; S obkov iak, yes. Motion carried 5 -1 .
