HomeMy Public PortalAbout08-12-2013 COW MinutesMinutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on August 12, 2013 In the Boardroom Mayor Collins called the meeting to order at 7:00 p.m. Present were: Mayor Collins, Trustee Peck, Trustee Racich , Trustee Rippy, Trustee Bonuchi , Trustee Fay ; and Trustee Lamb,. Others present : Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Allen Persons, Public Works Director; Randy Jessen, Public Improvements Supervisor; Scott Threewitt, Engineer; Michael Garrigan, Planning Supervisor; Dean Marquez, Building Supervisor; Traci Pleckham, Management Services Director; and John Konopek , Police C hief . There were approximately 3 persons in the audience. Trustee Fay moved to approve the Minutes of the Committee of the Whole Workshop held on July 22 , 2013 . Seconded by Trustee Lamb . Voice Vote. All in favor, 0 Opposed. PRESIDENTIAL COMMENTS Mayor Collins complimented the Plainfield Police Department and the DEA for intercepting 448.5 pounds of mariju ana. TRUSTEES COMMENTS Trustee Bonuchi stated that school has started and urged residents to watch out for children. Trustee Racich suggested treating the trees in Settlers’ Park for the Emerald Ash Borer rather than cutting them down. Administrator Mu rphy pointed out that Staff has tried treating the trees and sadly, it is not working. PUBLIC COMMENTS Vicky Polito suggested asking residents to write letters to legislators when applying for grants. WORKSHOP #1 LONG TERM CAPTIAL BUDGET AND INFRASTRUC TURE PLAN Mr. Allen Persons, Mr. Randy Jessen, and Mr. Scott Threewitt gave a presentation regarding the Pavement Maintenance and Preservation – 5 year plan. Mr. Persons stated that the Village contracted with IMS to complete an inventory of the Roadway Network and collect data as to the condition of each segment of street. Staff then reviewed the pavement condition as identified in the study and improvements since the study. Staff then reviewed several different maintenance strategy scenarios. Staff suggested scenario #4 which calls for a $2,000,000 annual budget for roadway maintenance. With the scenar io, the overall roadway condition rating in the year 2018 would be a 76. Administrator Murphy explained that this model keeps all Village roads out of the deterioration category. Budgeting any less, you will see some roads deteriorate and ultimately, it will cost more to replace the deteriorated roadways. Mrs. Pleckham then reviewed the budgeting strategy to ensure the Village has enough funds to budget $2,000,000 towards roadway maintenance. Trustee Raich thanked the staff for the presentation and sugg ested looking into speeding cameras. Trustee Lamb applauded the staff for an excellent job.
