Savannah Beach, Georgia,
April 1, 1941
A special meeting of Council was held today at 5 P.M. in the Council
Room in the Town Hall, and was attended by Mayor Jones, who presided,
and Councilmen Griffin, Henry, Slotin, Lovell, Daniels, and Ferguson,
and Town Attorney Dutton. The meeting was called to transact the
following:
1: To act upon the report from the License and Assessment
Committee.
2: To decide upon the tax rate, discount and the manner
of Payment.
3: To Consider the budget for the coming year.
4: To consider and act upon any communications that may
come before Council.
5: To hear and act upon reports from all other Committees.
6: To transact any other Town business that may come
before this meeting.
7: To approve and authorize bills presented for payment,
if any.
The minutes of the meeting of March 13th, were read and approved.
Councilman Siotin, Chairman of the Licenses and Assessments Committee,
submitted the following report on Assessments of all land and improve-
ments for the year commencing May first, 1941.

The Committee recommended that the tax rate be increased from 100 to
1 %, and stated that the reason for doing this was that as the Island
was showing constant growth, the cost of operations was increasing each
year, neceessitating an increase in the tax rate, as they feel that the
Town cannot spend money unless it could get it in, and there was no
other way to raise the Town's income. The Committee also recommended
that effective May first with the payment of 1941 taxes that no one

be allowed the discount after the expiration date.
Councilman Siotin moved that effective May first, licenses must be
paid not later than June first where those persons owning a business
from the previous year are renewing their license. When any new
business is opening, license must be paid at once, and that on
Merchandise Vending Machines, licenses must be paid at the time
the machines are placed on their location, and the license issued
for the machines placed at that location. Councilman Ferguson
seconded and the motion passed.
Councilman Siotin informed Council that every one in the area behind
the seawall in the vicinity of 18th Street had come into the project
to back fill the low area, with the exception of Sam Kaminsky, and
up to date, he has not done so.
The Mayor informed Council that in preparation for the plans for the
House Disposal System, the W.P.A. figured that the Town would only
have to put up 032,000.00 as their portion, and that was all that would
be needed, but in the final approval of the project, he was advised
from Washington it would be necessary for the Town to put up 036,847.00,
and that it could be accepted or rejected. After some discussion,
Councilman Slotin moved that the project be accepted on the new item,
the sponsor paying 036,847.00. Councilman Griffin seconded and the
motion passed.
The Mayor suggested to Council that for the forth coming year, any
purchases made by the Town be Okehed by the Finance Committee, before
any items can be bought.
The Mayor informed Council that he had been requested by the W.F.A.
and the U.S. Engineers Office in Savannah to separate the steps that
had recently been built on the seawall from 16th to 18th Streets, so
that they would not be a part of the seawall. The Mayor stated that he
had issued instructions to have this done immediately. Councilman

Siotin stated that things of this sort should be passed on by Council.
The Mayor appointed the following committee to call upon the Chairman
of the County Board of Tax Assessors with the view to-having the
County assessments on Tybee property adjusted, the committee consisting
of himself, and Councilmen Siotin and Griffin.
The Mayor asked Councilman Ferguson if a new site for the disposal of
garbage had been selected by him as yet. Councilman Ferguson stated that
he had not located a site as yet. The Mayor asked if he had made arrange-
ments for garbage cans for use along the board walk. Councilman Ferguson
stated that this was included in the budget for 1941.
Councilman Griffin, Chairman of the Finance Committee requested that all
chairmen of the several departments let him had at once an estimate of
what their requirements would be for 1941 so that he could prepare a
budget for submission at the next meeting of Council.
Councilman Siotin moved• that the following Tax Ordinance, effective
May first, 1941, be adopted. Councilman Ferguson seconded and the
motion passed.
ORDINANCE
TO PROVIDE for the taxation of real and personal property in the Town
of Savannah Beach, Tybee Island, Georgia, for the fiscal year commencing
May lst, 1941, and to provide for the rate Of licenses for doing
business in said Town of Savannah Beach, Tybee Island, Georgia, for the
fiscal year ending April 30th 1942, fixing penalties for the violation,
and for other purposes.
SECTION 1: Be it ordained by the Mayor and Councilmen of the Town of
Savannah Beach, Tybee Island, Georgia, in Council assembled and it is
j -hereby ordained by the authority of the same, that the rate of taxation
upon real estate and personal property within the limits of the said
Town of Savah}iah Beach, Tybee Island, Georgia, for the fiscal year
commencing May lst, 1941, shall be ONE AND ONE -HALF PER CENT upon the
assessed or returned value of same, the value of real estate imj ovements
being'ascertained from the returns of the owners thereof in pursuance of
the scheme and plan contained in Sections One, Two, Three and.Four of
the Ordinance to provide for the assessment of taxable property in the
Town of Savannah Beach, Tybee Island, Georgia, and themode of valuing
such property for taxation and'to carry into effect the provisions of
the Act of the General Assembly of the State of Georgia, approved
August, 19, 1922, Section 21, passed in Council assembled October 13,
1922, and it is further ordained that if any person or persons should
refuse or neglect to pay the tax required by this Ordinance within 101
Seven (7) months after same shall become due, or shall fail or
refuse to pay any DOUBLE TAX assessed as above provided within thirty
(30) days after same shall become due, the Clerk of Council. as
Exofficio Treasurer of said Town shall issue execution therefor and
the further sum of One Dollar 01.00) for costa, the Cheif of Police
and Ex- officio Tax Collector shall proceed with such execution in the
same manner as now provided by the law in such cases of execution lodged
with the Sheriff of Chatham County.
SECTION 2: Be it further ordained that any property, including new
improvements upon completion and installation, will become taxable after
May 1st, 1941, and shall be.subject to taxation from the first day of
the month - immediately succeeding the time when the same becomes taxable
and the owner or owners shall.pay such proportion of the tax required by
this Ordinance as the time left for the taxable year shall bear to the
whole, except any improvements completed after July let, 1941, shall not
be taxed for the remainder of the fiscal year through April 30th, 1942.
SECTION 3; Every person who shall pay one -half (1/2) of his taxes on
or before the 15th day of May, 1941, andi the_ balance of said taxes on
or before the 15th day of October, 1941, shall be entitled to a de-
duction of ten (10) per cent on aocount thereof, and the Clerk of
Council and Ex- officio Treasurer of said Town is hereby authorized to
make such deduction upon receipt of tax. The provision of this
Section shall not apply to licenses for doing business in said Town, the
rate for such licenses being NET.
SECTION 4 The licenses for doing business in the Town of Savannah
Beach, Tybee Island, Georgia, for the fiscal year ending April 30th,
1942, payable on or before the commencing of business, shall be as
follows:
Every keeper or keepers of a hotel or rooming house that
contains ten (10) rooms or less $10.00
Every keeper or keepers of a hotel or rooming house that
contains over ten (10) rooms, each room 1.00
Every owner or.keeper of a rifle range, gun or ball game
each game
Every owner, operator or lessee of a billiard or pool room
Every owner or keeper of a motion picture show
Every keeper or owner of a bowling alley, each alley
Every owner or keeper of a photograph gallery
Every owner or keeper of skating rink
Each and every fortune teller or palmist
Each and every owner of a souvenir or gift shop
Each and every owner of a pinwheel or prize table
Each and every owner or keepe o grocery store or
provision 'store, including sort arinxs

SECTION 5: In the event of any business or calling not specifically
mentioned in the above list set forth shall be established in the Town -
of Savannah Beach, Tybee Island, Georgia, the Mayor and Councilmen
reserve the right to establish a license fee for same by Ordinance,
which fee is to be of equal dignity as the license specifically
mentioned in the above Section, pro /ided, however, that such license
shall not be less than $2.50 and not more than the sum of $100.00.

SECTION 6: This Ordinance shall be subject.to alterations or
repeal in whole_or in part at any time during the fiscal year
beginning May 1st, 1941, should it be deemed advisable and no such
amendment or repeal shall be construed to impair the right of
Council to assess or levy tax for the whole of such year whenever
made.
SECTION 7: Any person, firm or corporation violating any of the
provisions of this Ordinance shall, upon conviction before the Police
Court of said Town, be subject to be fined in the sum of not more than
$100.00 or be imprisoned not more than thirty (30) days, either or
both or any part of either or both in the discretion of the Court.
SECTION 8: All Ordinances or parts of Ordinances conflicting with
the provisions of this Ordinance are hereby repealed, providing,
nevertheless, that so much and such parts of Ordinances passed as
provided for the execution for any tax assessment, or part of, shall
continue and remain in force so as to authorize the Clerk of Council
and Ex- officio Treasurer to issue executions and the Chief of Police
and Ex- officioyTax Collector to collect same until taxes or assessments
shall be fully paid.
Councilman Slotin moved that the following resolution be adopted.
Councilman Griffin seconded and the motion passed.
RESOLUTION
BE IT RESOLVED by the Mayor and Councilmen of the Town of Savannah
Beach, Tybee Island, in Council assembled:
WHEREAS, there exists a usual deficiency in the revenue of this
municipality and it is necessary to make a temporary loan to supply
this deficiency:
THEREFORE_t BE IT RESOLVED by the authority aforesaid that the Mayor

of the Town of Savannah Beach, Tybee Island, for the,p rpose of
supplying the said deficiency in revenue, be and he is hereby
authorized to borrow in the name of the Mayor and Councilmen of
theTown of Savannah Beach, Tybee Island, from any commercial bank
in the City of Savannah, Georgia, the sum up to and not exceeding
Twenty -Five Hundred Dollars ($2500.00) and to give and execute a
note and /or notes of the Mayor and Councilmen of theTown of Savannah
Beach, Tybee Island, for any sum up to and not exceeding the sum of
Twenty -Five Hundred Dollars ($2500.00) bearing interest from date of
execution of said note and /or notes at the rate of four per cent (4 %)
per annpm.
Councilman. Griffin moved that the following resolution be adopted,
Councilman Slotin seconded and the motion passed.
RESOLUTION
WHEREAS, The Mayor and Councilmen of the Town of Savau}ah Beach, Tybee
Island, Georgia, are about to issue the $32,000.00 of Sanitary Sewerage
Bonds heretofore provided for by resolutions of this Body; and
WHEREAS, said Bonds have been duly validated by Order of the Superior
Court of Chatham County, Eastern Judicial Circuit of Georgia, dated
February 10th, 1941.
NOW THEREFORE, be it resolved by the Mayor and Councilmen of the Town
of Savannah Beach, Tybee Island, in Council assembled, and it is hereby
resolved by the authority aforesaid, that an annual tax be and the same
is hereb assessed and shall be collected in sufficient amount to pay
the principal of said Bonds as they severally mature, and the interest
thereon; it being provided by resolutions heretofore passed that said
Bonds shall draw interest at the rate of two and one -half per cent
(2i %) payable semi - annually on the first days of March and September
of each year, and shall be retired as follows: sixteen (16) bonds in

of Five Hundred Dollars (500.00) shall be retired at the rate of
$1,000.00 of Bonds each year, consecutively, beginning March let,
1943; twelve (12) of said bonds in denominations of Five Hundred
Dollars ($500.00) shall be retired at the rate of $1,500.00 of-_bonds
each year, consecutively, beginning March 1st, 1951; sixteen (16)
bonds in denominations of Five Hundred Dollars ($500.00) shall be retired
at the rate of $2,000.00 of bonds each year, consecutively, beginning
March lst, 1955; and twenty (20) bonds in denominations of Five Hundred
Dollars ($500.00) shall be retired at the rate of $2,500.00 of bonds
each year, oonseoutively, beginning March let, 1959; the interest to
be paid annually on all of said bonds being two and one -half per cent
(2* %) on the amount of bonds outstanding each year.
There being no further business Council adjourned, subject to the call
of the Mayor.
