Section 1C. Use of Funds. Elie coins deposited in )arking r;cters shall be do-oostied in the Traffic 8: vehicle Fund and are required and shall be used to defray the expense of proper re ulation of traffic upon the public street of the city of Jeffer-con; to provide for the cost of supervision, regulation and c:)nt'rol of the parking of vehicles in parking meter zones; and to cover the cost of purchase, super- vision, protecti.o; , installation, operation, maintenance , control and use of parking meters. Section 11. Penalty. Any person who shall violate or fail to comply with any of the _3rovisions of this ordinance, or who shall counsel, aid or abet -nir such violation or fai lure to comply, shall be deemed guilty of an offense, and a >>>isdemeanor aid shall be )unished by a fine of not to exceed $1CC.00 or by imprisonment for not to exceed 30 days, either or both penalties to be i.rnposed at the discretion of the court. Section 12. Reservation of Powers. Nothing in this ordinance shall be construed $.e prohibiting the city of Jefferson from pro- viding for bus stops, for taxicab stands and other matter of similar nature, including the loading or unloading of trucks, vans, or other commercial vehicles. Section 13. Repeal of conflicting Ordinances. 11 Ordinances and p arts cf ordinances inconsistent with the terms of th' s ordinance are hereby repealed; provided, however, that such repeal shall be only to the extent of such inconsistency and in all other respects this ordinance shall be cumulative of other ordinances re;ulatl.-ig and governing the subiect matter covered by this ordinance. Section 14. SeverabIlity. If any section of ;provision, or parts thereof in this or -finance shall be ad,;udged invalid of un- constitutional. such invalidity or unconstitutionality shall hot attest the validity of the ordinance as a ;,hole or of any other section or providion or part hereof. Section lb. Exercise of Police tower. this entire ordinan ce shall be deemed and constructed to be aii exercise of the police power of the city of Jefferson in the State of Missouri for the preservation and protection of public safety, and all of its provisions shall be lib- erally constructed with a view to the effectmation of such purpose.
