• A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF RICHLAND HILLS, TEXAS, RATIFYING THE WORK
OF CITIES' STEERING COIVIlVIITTEE IN PUC DOCKET
NO. 20285 AND APPROVING SETTLEMENT OF TEXAS
UTII.ITIES ELECTRIC COMPANY'S FUEL RECONCII.I-
ATION PROCEEDING FOR REFUNDS OF $52 MILLION
AND CERTAIN ACCOUNTING CHANGES THAT WILL
BENEFIT FUTURE RATEPAYERS.
WHEREAS, TEXAS UTII.ITIES ELECTRIC COMPANY (TXU Electric) did on
December 30, 1998 file an application with the Public Utility Commission of Texas (PUC) to
reconcile previously collected fuel costs from the period July 1, 1995 through June 30, 1998; and,
WHEREAS, the City of Richland Hills passed a resolution to intervene with other cities
served by TXU Electric in PUC Docket No. 20285 to ensure that any unreasonable fuel costs
• previously collected from ratepayers were refunded; and,
WHEREAS, the consultants and attorneys retained by the Cities' Steering Committee
aggressively pursued certain issues where TXU Electric's practices and fuel expenses were
believed to be unreasonable; and,
WHEREAS, all parties to Docket No. 20285 have reached a unanimous agreement that
upon approval of a Stipulation and entry of an Order by the PUC approving revised tariffs, TXU
Electric will refund $52 million to ratepayers and make certain accounting changes that will
benefit future ratepayers;
NOW, THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF THE
CITY OF RICHLAND HILLS, TEXAS, THAT:
The City of Richland Hills ratifies the work of the Cities' Steering Committee in
PUC Docket No. 20285, and authorizes and approves settlement of TXU Electric's
fuel reconciliation proceeding for refunds of $52 million and certain accounting
• changes that will benefit future ratepayers.
