A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RICHLAND HILLS, TEXAS, ORDERING AN ELECTION TO BE
HELD ON SATURDAY, MAY 6, 2000 TO ELECT ONE (1) MAYOR,
TWO (2) COUNCILMEMBERS IN PLACES 2 AND 4, AND ONE (1)
JUDGE OF THE MUNICIPAL COURT OF RECORD; AND,
APPOINTING THE ELECTION OFFICIALS FOR SAID ELECTION.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF RICHLAND HILLS, TEXAS, THAT:
Section 1. An election shall be held to elect one (1) Mayor, two (2) Councilmembers in
Places 2 and 4, and one (1) Judge of the Municipal Court of Record for atwo-year term, between
the hours of 7:00 o'clock a.m. and 7:00 o'clock p.m. on Saturday, May 6, 2000, in said City, at
the following designated polling place:

Richland Hills, Texas 76118
• Said City shall constitute a single election precinct for said election.
Section 2. Eligible persons wishing to become candidates must file an application with the
City Secretary of the City of Richland Hills, Texas, on or before the 22nd day of March, 2000,
until 5:00 o'clock p.m. Applications will not be accepted prior to February 21, 2000.
Section 3. Early voting shall be conducted by personal appearance and by mail at the City
Hall, 3200 Diana Drive, Richland Hills, Texas, during the period early voting is required or
permitted by law, being April 19, 2000 through May 2, 2000. The hours designated for early
voting by personal appearance shall be from 8:00 o'clock a.m. to 5:00 o'clock p.m. on each day
except Saturdays, Sundays and legal state holidays; and the early voting clerk shall keep said early
voting polling place open during such hours for early voting by personal appearance. The early
voting clerk for said election shall be the City Secretary.
Section 4. All resident, qualified voters of said City shall be entitled to vote at said
election.
Section 5. Notice of said election shall be given by posting a notice in compliance with
the Texas Election Code on the bulletin board used for posting notices of City Council meetings
located at the City Hall, in such manner that said notice is visible to the public 24 hours per day,
seven days per week, not later than the 21st day prior to the date set for the election; and a copy
• of said notice also shall be published in a newspaper of general circulation in said City, not earlier
than the 30th day or later than the 10th day prior to the date set for said election.

Section 6. The Election Officials to conduct said election shall be and are hereby
appointed as follows:
Election Judge: David Ragan

The Election Judge shall appoint not less than two nor more than five qualified election clerks to
serve and assist in conducting said election; provided, that if the Election Judge actually serves as
expected, the Alternate Judge shall serve as one of such clerks.
Section 7. The Election Judge, Alternate Judge and such election clerks as are appointed
by the Election Judge shall also serve as the Early Voting Ballot Board for such election.
Section 8. The City Secretary shall deliver copies of this Resolution to the Election Judge
and Alternate Judge appointed herein not later than the 20~' day after the date of this Resolution,
which copies so delivered shall constitute notice to the Election Judge and Alternate Judge of their
appointment as provided by law.
Section 9. Said election shall be held in compliance with the Charter of the City of
Richland Hills, Texas, and the Texas Election Code.
Section 10. The candidate receiving a majority of votes cast in the mayoral race shall be
declared to be elected as Mayor for atwo-year term; the candidate in each of Council Places 2 and
4 receiving the highest number of votes shall be declared to be elected as the Councilmember in
that particular place for atwo-year term; and, the candidate receiving a majority of votes cast in
the Judge of the Municipal Court of Record race shall be declared to be elected as the Judge of the
Municipal Court of Record for atwo-year term.
PASSED AND APPROVED by the City Council of the City of Richland Hills, Texas, by
a vote of 4 ayes, 0 nays and 0 abstentions this 25th day of January, 2000.
