HomeMy Public PortalAbout19410506CCMeeting1 May 6th, 1941 1:17 The poseponed regular meeting of Council was held today at 4 p.m. in the Council Room and was attended by Mayor Jones, who presided, and Councilmen Griffin, Biotin, Lovell, Henry, Ferguson and Town Attorney Dutton. The minutes of the meeting of April 22nd were read and adopted. The Mayor informed Council that with regard to the Sewerage Disposal Plant, sealed bids had been received from two concerns. One was from Espy Paving Company and the other from J.G. Attaway Construction Company. J.G. Attaway Company submitted the lowest btdAwhi�ih` was: $2g%iF s` but : that although this was lot, it was still .too , high, and the bid was not awarded. After several conferences the Attaway Company agreed to reduce their bid down to $15,943.30, provided that the Works Projects Administration furnish certain items as shown in Attaway Company's letter, copy of which is shown here. Dear Sirs: Re: Sewerage Disposal Plant With reference to the above project we agree to construct same in full accordance with the plans and specifications and W.P.A. regulations for the sum of $22,118.00 as per our bid. We Also agree to construct this project in full accordance with the above plane, °specifications and W.P.A. regulations and allow you to deduct any or all of the following items that W.P.A. may furnish and pay the cost of: Pipe, fittings & valves for plant $ 2,274.70 Reinforcing steel 1,200.00 Doors, windows, louvres, skylights 700.00 W.P.A. labor in the amount of 2,000.00 6,174.70 If all the above items are furnished by W.P.A. and deducted from our original bid of $22,118.00 'this leaves an amount of $15,943.30 for which amount we agree to construct the project. 118 Very truly yours, J.G. The Mayor stated_that Mr. MacSheehan was agreeable to cutting equipment and material requirements to the very minimum in an effort to stay within the cost of the project. The Mayor stated that he had signed the contract with J.G. Attaway Company for the Mayor and Council- men, and also that Mr. Attaway had placed a surety bond to cover their carrying out the contract, and asked that his actions be ratified. Councilman Siotin moved that the actions of the Mayor be ratified. Councilman Griffin seconded and the motion passed unnanimously. The Mayor informed Council that he had been approached by.John Curry, colored,•with the request that he be permitted to operate a" place for colored people on the property on the Western side of Inlet Avenue between 16th and 17th Streets. Council agreed that he be permitted to operate and sell whiskey, beer and soft drinks, provided that an opening be made from the rear of the building; the front door to be kept locked, and that he will not allow groups to congregate.on Inlet Avenue in the vicinity of his building, and that he will keep an orderly place at all times. Some discussion was had relative to the. feasibility of selling metal tags of some sort to be placed in a convenient place on automobiles that will permit people to have entrance to the parking areas. No action was taken. Upon recommendation of the Police Committee, Councilman Henry moved that a whiskey, -.beer and soft drinks license be issued to James41. Brown located in Sea Breeze Hotel, with the proviso that the place must be conducted in -an orderly manner. Councilman Griffin seconded and the motion passed: Councilman Ferguson informed Council that he had been approached by a taxi operator requesting that a high license be put on the 1._19 operation of taxi cabs on the Island, but after some discussion it was decided that this would tend to Great a monopoly and should not be permitted. Council decided that taxi operators be required to post a personal liability bond, and this bond to be placed with the town after being taken out through a bonding company. The Mayor informed Council that the present building that is now used by the Library was in real bad shape, and something must be done about it or else the Works Projects Administration would discontinue the service. He suggested that the Council Room and the Police Court in the Town Hall would be suitable. After some discussion it was decided to have Council= man Ferguson check up and see if the present building could not be re- paired sufficiently so that the library could remain where it is now for the time being. The Mayor informed Council that he had written several communications to Major Wallace with reference to the construction of a jail on the Island, requesting a conference with him to ascertain if it could be built for $3,000.00, but up to date he had been unable to contact Major Wallace. The Mayor informed Council of the splendid work done by the State Highway Department on Second Avenue leading from the Fort, and 155th, 17th and lgth Streets, and stated that the whole work had improved the surroundings to a considerable extent. Councilman Lovell stated that the condition :gat the head of Second Street on the beach side was very bad, and also that Mrs. Carter had a very serious condition created on her property since the construction of the seawall, and something should be done to correct this. He stated that apparently South End was getting all of the work done by the Town, and nothing was being done to hel0 the people on the North end of the Island, and suggested that an effort be made to help the people in this section also. 120 Councilman Griffin moved that current bills presented for payment be paid after the Finance Committee had approved them. Councilman Ferguson ca monde& and the motion passed. The Mayor informed Council that he had signed a contract with H. Roy Smith to build the proposed rest rooms on 15th Street on the Strand, and that objections had developed to this location. After 'some discussion Councilman Griffin moved that the rest rooms be re- located on 16th Street, on the property of Tybrisa Company, west of the water tank, and that thet:land be leased for five (5) years for $1.00 per year, and also that the Town reserve the right to renewe the lease or move the building. Councilman Slotin seconded and the ' motion passed. W.A. MacGregor, as agent for B.J. Carbo, protested against the high assessment etirthe Carbo property. After some discussion, Council was of the opinion that since the time allowed for filing protests had expired, nothing could be done at this time. Councilman, Ferguson informed Council that Dr. Hedges would check all food places on the Island in the near future to see that they were properly operated. The matter of creating a license for Merchandise Vending Machines with a one cent (1 %) play was discussed. Councilman Griffin moved that one cent (10) Merchandise Vending Machines be licensed for $25.00 each. Councilman Henry seconded and the motion passed. Councilman Slotin moved that the regular meetings of Council be changed to the first Tuesday in each month and be held at g. p.m. Councilman Lovell seconded and the motion passed. Councilman Slotin informed Council that he had a<requaatY!ornAhe operation of a "Penny Arcade ", using one cent (1¢) and five cent t5¢) machines, and moved that the one cent (1¢) machines be licensed for $3.00 each, and the five cent (50) machines be licensed for $5.00 1.. 2 1 each, with the proviso that upon the payment of $225.00, the operator may use an unlimited number of machines. Councilman Griffin seconded and the motion passed. Councilman Slotin moved that the following officers and employees of the Town be re- elected for the ensueing fiscal year. Henry M. Buckley, Clerk of Council and ex- officio Treasurer at a salary of $2400.00 per year,' by the month R.A. Stewart, Chief of Police and ex- officio Tax Collector at a salary of $1500.00 per year, by the month. W.T. Veronee, Lieutenant of Police at a salary of $1380.00 *per year, by the month. W.G. Kendrieks, Motorcycle Officer, at a salary of $1200.00 per year, by the month. M.A. Goette, Superintendant of Public Works, Sanitation, and Drainage, at a salary of $1500.00 per year, by the month. S.D. Fitzgerald, Building and Plumbing Inspector, and assistant Superintendent of Public Works, at a salary of $1200.00 per year, by the month. Mrs. Marion W. Meeks, assistant in the office of the Clerk of Council, at a salary of $720.00 per year, by the month. Edward A. Dutton, Recorder of Police Court, at a salary of X400.00 per year, by the month. Edward A. Dutton, Town Attorney at a fee of $300.00 per year, by the month. Councilman Henry Seconded and the motion passed. Councilman Griffin submitted his resignation to take effect at once. Councilman .Griffin stated that he regretted very deeply having to sever the ,pleasant relationd that had existed between him and the Mayor and the Members of the Board, and he was only resigning for the reason that he was going to be on the Board of Aldermen of the city of Savannah. The Mayor stated that he hated to read the 122 resignation, ,as he personally felt that he did not want to accept it, and that having Councilman Griffin on the Board was one of the bright spots of his Administration. He hated to ==bee him go, but since he was being elevated to something higher where he could carry on his good work for the betterment of the city of Savannah, he asked that Council accept it with regrets. It was the consensus of opinion of all the members of the Board that they hated to see Councilman Griffin withdraw, and all wished him success in his newly chosen work. \,J\Councilman Henry moved that the resignation be accepted.
