SECTION. 6. Every person connected with an ice cream plant whose work brinks him or her in contact with the manufacturing, handling storage, transportation or sale of ice cream as herein defined, shall within twelve months passed have a medical examination made by the Health Officer or other licensed physician. A certificate showing the results of said examination and signed by the physician making same shall be filed with the Clerk of the Board of Health. No manufacturer of ice cream shall knowingly require, permit or :;i,,ff- r any person to work in or about his ice cream plant who is effected with tuberculosis , crofula, any venereal disease, or with acommunicable skin affection. Such employer shall at his own expense on the demand of the Health Officer, or his assistant, or his deputy furnish such inspection with the certificate of a reputable and competent physician as to the 6ta.te of Health of any of his employees. All persons coming in contest with the making of ice cream ice cream products or equipment shall wear clean outer garments and shall. keep their hands clean at all times while thus engaged. SECTION. 7. Any person, firm or corporation violating the provisions of this Ordinance shall uton conviction be fined in a sum not less than ten dollars (010 .00) nor more than One Hundred Dollars ($I00 .00 ) SECTICN. 8. NO. 32I6. AN ORDINANCE. BE IT ORDAI1 I) BY ThIE COUNCIL OF T]-1E CITY OF JEFFERSON, AS FOLLOWS SECTION. I . That the lands hereinafter described, situate within the corporate limits of the City of Jefferson, and now owned .by said City, be and the same are hereby declared to be public parks, 'and are hereby dedicated as such for the use, happiness, and enjoyment of the people of this City, and a special . tax for the maintainance of said park, not exceeding two dills on the dollar valuation of property in th6- City, to be levied and collected in like manner as other general taxes, is hereby authorized. SECTION. 2. That the particular description of the lands set aside for the public parks by the proceeding section hereof, is as follows: All those parts of the North half of the South East quarter of Section Twelve ( 12) , in Township Forty-Four(44) Df Range Twelve ( 12) , not included in the Lots, Streets , Boulevards , Avenues and Alleys in Washington Park Addition to the City of Jefferson, which said parts are particularly described as followss Beginning at the North West corner of the South East quarter of said Section Twelve ( 12) , thence East Yourteen chains (924 feet) , thence North Ninety (90 ) feet, more or less to the South line of an alley South of and adjoining Block 5 in said Washington Park Addition, thence Easterly along; the South line of said alley Four Hundred and Ninety (490) feet more or less to a point Twenty(20) feet Wiest of the North West corner of Lot 7 in Block 8 in said Addition, which point is at the intersection of another alley, thence South along the 'Test line of said last mentioned Alley and parallel with the west line of Lots 7-8-9-10-11-12 and 13 in Block 8 of said Addition, to' the Southerly side of the creek, and at a point nearly West of and 20 feet distant from the Southwest corner of Lot 13 in said Block 8, thence meander- 401 -ing down along the southerly side of said creek, about one hundred and ninety (190) feet to a point immediately north of' the North West corner of Lot 2 in Block 9 in said Addition, thence South on a liiie which would Pass along the West line of Lot 2 in Block 9 and Lots 1-2-and 3 in Block IO of said Addition, Three hundred and ten (310) feet more or lees to the South -West cornea of Lot 3 in said Block 10, thence East along the South line of Block IO aforesaid, One hundred and thirty ( I30 ) feet, thence North Easterly on a line that would na.ss along the southerly line of Lot 2 in Block 11 of said Addition, Two Hundred and Fifty-Five (255 ) feet, more or less to the East line of Michigan Street, thence North along said East line of Michigan Street, to the South Line of Park Boulevard, thence East along Park Boulevard to the bank of Wear's ( also known as "Park Creek" ) , creek, thence across said creek to the North Line of South Boulevard, thence on a curving line along the North Westerly Line of South Boylevard, and Fifty ( 50) feet distant from the North Westerly and the Westerly lines of Block 12 and 13 in said Addition to the North line of Indiana Street, thence West along the North line of Indiana Street One Hundred and Fifty ( 150) feet to a point North of and Fifty (50� feet distant from the North West corner of Lot 15 in Block 14 in said Addition, thence South on a. line passing along the West line of Lots 15 and 30 in Block 14 in said Addition Three 'Hundred and Fifty-Five(355) feet to the South line of the north half of the gouth East quarter of Section twelve ( 12) aforesaid, thence West along said line Two Hundred and Seventy (270) feet; more or less, to the East line of Oregon Street, thence North along the East Line of Oregon Street, Five Hundred and Fifty (550) feet more or less. to a point Easterly of the North Easterly corner of Lot 2 in Block 20 of said Addition, thence North Westerly on a Line which gasses along the North Easterly line of Lot I in Block 2C, Two Hundred and forty ( 240) feet more or less to the North Easterly corner of Lot 7 in said Block 20, thence North Westerly along the Northerly line of said Lot 7 in Block 20 to the North Westerly corner thereof, thence North Westerly on a line that passes along the Northerly line of Lots I and IO in Block 19 in said Addition, Three Hundred and Eighty (MO) feet to the Westerly line of Colorado street, thence South Westerly along said Westerly line of Colorado Street to the South line of the North half of the South East quarter od said Section Twelve ( 12) aforesaid, thence West along said South line Two Hundred and Sixty (260 ) feet more or less to the South west corner of said quarter Section, thence North Twenty-One Hundred and ten links ( 1392.6) feet to the place of beginning, reference being had to the plat of Washington Park Addition to the City of Jefferson as recorded in the Recorder 's Office of Cole Bounty, Missouri , in Plat Book 2 at page 3. SECTION. 3. The Mayor is hereby authorized, with the approval of a majority of the Council, to appoint a board of nine directors from the citizens of said City who are best qualified for the performance of the duties as a Park Board, whose duties shall be as hereinafter defined. SECTION. 4. Said Directors shall hold Office one third for one year, one-third for Two Years , and One-Third for Three Years from the first of June following their appointment, and annually thereafter the Mayor shall, before the first of June of each ,year, appoint, as before, three directors , who shall hold office for three years and until their successors are appointed. The Mayor may, by and with the consent of the legislative Branch of the Municipal government, remove any Director for misconduct or neglect of duty. SECTION. 5. Vacancies in the Board of Directors, occasioned by removal, resignation or otherwise, shall be reported to the City Council and be filled in like manner as original appointiAents, -and no Director shall receive compensation as such. SECTION. 6. Said Directors shall immediately after their appointment, meet and organize by the election of one of their number president, and by the election of such other officers as they may deem necessary. They shall make and adopt such by-laws rules and regulations for their guidance and for the government of the parks as may be expedient not inconsistent with this Ordinance.
