AUTHORIZING A PROFESSIONAL SERVICES CONTRACT
FOR ENGINEERING SERVICES WITH MOTT MACDONALD -
2022 SEWER SYSTEM OPERATIONS AND MAINTENANCE
WHEREAS, the Borough of Carteret is in need of specialized engineering services with
regard to the 2022 Sewer System Operations and Maintenance; and
WHEREAS, the Borough's Consulting Engineers, Mott MacDonald, possess the
requisite skill and expertise to provide said services; and
WHEREAS, Mott MacDonald has submitted a proposal to provide said engineering
services at a total cost of $4,864,50 per month for 12 months starting 1/1/22; and
WHEREAS, the Mayor and Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
for said purpose. Account # 2-05-55-501-201
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough
of Carteret, County of Middlesex, State of New Jersey, as follows: '
I . That the proposal from Mott MacDonald for engineering
services related to the 2022 Sewer System Operations and
Maintenance, in a total of $4,864.50 per month for 12
months starting 1/1/22 billable in accordance with Mott
MacDonald's existing contract with the Borough is hereby
approved.
2. That annexed hereto is a copy of said proposal.
3. That this action is approved as an award of a professional
services contract pursuant to N.J.S.A, 40A:11- 5(1)(a) in
accordance with the Borough's Fair and Open Process as
authorized by law.
4. That a copy of this resolution be forwarded to the
Borough's Purchasing Department, Mott MacDonald and
Borough Director of Engineering.

2022 Sewer System Operations and Maintenance
December 31, 2021
Dear Mr. DuPont:
Mott MacDonald Operating Services LLC (MMOS) is pleased to submit our proposal
to provide ongoing support for the Operation and Maintenance of the sanitary and
storm water systems of the Borough of Carteret.
Our proposal includes the services of an experienced and appropriately licensed
Wastewater Collection System Operator. The Operator will be onsite for 4 hours per
week to monitor system operation and offer technical support to the Borough's sewer
personnel. The Operator will provide a monthly report of relevant sewer activities.
Our licensed operator will also provide a second weekday visit focusing on the
inspection of all eight (8) pump stations outlined below.
Through the course of our inspections, MMOS will assist the Borough with the
identification of capital improvements, as needed. MMOS will not be responsible for
the hiring of subcontractors nor the purchase of any equipment or supplies. However,
we will identify these needs to be procured by the Borough, as required.
We will visit the following pump stations weekly: Roosevelt Avenue, Bergen Street,
Middlesex Avenue, Dorothy Street, Sabo Street, Beverly Street, Hayward Avenue,
and Harrison Avenue. We will properly notify the Borough of any exigent repair needs
but assume no responsibility for the Borough's failure to act on them.
Our Operator will be Joseph E. Aidukas, a C -4 Licensed Sewer Collection System
Operator. Joe has over 33 years of experience with urban sewer collection systems
serving as Bayonne's licensed Sewer System Operator. Joe also serves in this
capacity for the cities of New Brunswick, Perth Amboy and the Borough of Caldwell.
Our fee for the services outlined above will be $4,864.50 per month effective January
1, 2022 through December 31, 2022.
The proposal above excludes premium time or emergency response. The base rate
for the licensed Operator is $127.72 per hour for standard working hours and $191.58
per hour for premium time.
