The powers and duties of the Commission shall be to prepare a. comprehensive plan or plans showing its ideas and recommendations of the zoning system, covering the whole or any part of the City, together with its recommendations as to the restrictions, regulations and other questions connected therewith, and concerning the location of trades and industries and the location of building designed for specified uses, and to this end the said City Planning and Zoning Commission is hereby empowered to hold public hearings at such times and places and upon such notice ap it or the Mayor or Council may from time to time require and the said Commission shall report said findings and recorunendations to the Council, as hereinbefore directed. SECTION. VI. There being no adequate Ordinance now in force and effect in the City of Jefferson referring to the subject matter of this Ordinance, and it being necessary for the immediate- preserva- tion of the public health and safety that such an Ordinance be in effect at once. Therefore, an emergency is hereby declared to exist and this Ordinance shall be in full forts and effect from and after the date of its passage and approval by the Mayor. Passed March 3rd. 1930. Whereas, The Capital City Telephone Company has heretofore:, during the years 1927 and 1928 paid certain City Taxes to the County Collector, which said taxes have been paid over by the County Collector to the City Treasurer of Jefferson City, and Whereas, the Capital City Telephone Company has paid directly to the City Collector of Jefferson City, taxes in the amount of 228.16 for the years 1927 and 1928, and 'Whereas , the said Capital City Telephone Company, by reason of a double payment, has paid to the City of Jefferson the sum of 228.16 in excess of the .amount actually due, NOW THEREFORE, BE IT ORDAINED BY TM,,' COUNCIL. OF THE CITY OF JEFFERSON, AS FOLLOWS: That there is hereby appropriated the sum of $ 228.16 to be used as a refund to the Capital City Telephone Company in payment of excess taxes paid to the Said City of Jefferson by said Company, during the years 1927 and 1928. Immediately after the passage and approval of this Ordinance the City Clerk is Authorized to draw a warrant in the amount herein set out and appropriated, payable to the said Capital City Telephone Company.
