Attention to the Custodian of Records,
This email is a request for public records. I make this request pursuant to Article 1, Section 24 of
the Florida Constitution and Chapter 119.07 of the Florida Statutes. I make this request of your
agency for the following public records:
Most recent 10 emails received from the Gulf Stream Civic Assoc. by the Town.
This is a request for electronic records. The records sought are emails created and received in
digital electronic form and are composed of digital text copy and other electronic and digital
elements. Please produce the records in their complete original electronic format in which they
were created or received. See § 119.01(2)(f), Florida Statutes. Do not reduce, compress, reformat,
refile or otherwise alter the electronic record.
If you contend that any of the records I am seeking, or any portion thereof, are exempt from
inspection or disclosure please cite the specific exemption as required by § 119.07(1)(e) of the
Florida Statutes and state in writing and with particularity the basis for your conclusions as
required by §I 19.07(1)(f) of the Florida Statutes.
Please take note of §I19.07(c) Florida Statues and your affirmative obligation to (1) promptly
acknowledge receipt of this public records request and (2) make a good faith effort which
"includes making reasonable efforts to determine from other officers or employees within the
agency whether such a record exists and, if so, the location at which the record can be accessed."
I am, therefore, requesting that you notify every individual in possession of records that may be
responsive to this public records request to preserve all such records on an immediate basis.
If any records are readily available, please produce those records first without waiting for all
responsive records to be available. Produce the less readily available records as soon as they are
available.
If you anticipate the production of any of these public records to exceed $1.00 please notify me
in advance of their production with a written estimate of the total cost. Please be sure to itemize
any estimates so as to indicate the total number of pages and/or records, as well as to distinguish
the cost of labor and materials. If any records may be produced for less than $1.00, please
produce those records first while waiting to obtain authorization from me to produce more costly
records. Do not incur any costs that you expect me to pay which are greater than $1.00 until
notifying me of that cost and then obtaining my authorization to do so.

Beau, I'd suggest something like this. Edit it as you see fit. It basically mirrors my individual complaint, which
have stirred up a hornet's nest. An official complaint from the Town will give them no place to hide:
The Town /Association is concerned with the number, and frequency, of recent power outages, especially as 1
occurring at a time of generally lower demand, and in normal weather conditions. FP &L continues to insist th(
being caused by damage from tree limbs. That assertion is disingenuous, and ignores the reality that the plar
equipment employed in the area is over age, and under maintained. In short, we challenge the notion that it i
acceptable operating condition.
In that regard, we ask that FP &L be compelled to provide a summary of outages during the last 12 months. N
it would also be useful to review the age of the equipment in use, as well as the maintenance records for it. T
transparency should be. standard practice for a franchised utility.
We also question FP &L's record of actual outages. On Friday, November 8, 2013, the Town suffered an cute
nearly 6 hours, yet FP &L contends it was only 3 hours. It seems they attempted to restore service at the 3 ho
and it was unsuccessful. Nonetheless, their record keeping apparently does not reflect the full extent of an oL
involves a failed reconnection. The outage in question, continued for another 3 hours. Whether by design, or
that pattern of record keeping impedes the ability of both customers, and regulatory oversight persons, to
accurately assess the extent of substandard service from this monopoly utility.

vis -a -vis some things we are working on.
On an unrelated side note, do you know if someone will be available around 2 this afternoon to approve our
architectural plans, so our GC can take them to Delray? We are behind (no fault of anyone other than the architect) and
hoping to keep this running smooth. Sorry to pester you will little stuff.
By the way, the new signs look fantastic! I can't wait until they are all up!!

It's Dan from the GSCA.
We've been working on the redo of our dining room roof. (Its original fiberglass, leaks, and not up to code ... quite a mess!)
Our architect went to the Town yesterday and was told it's too late to get on the agenda for next week's review meeting.
And since there are no meetings in August, we can do anything until September.
Can you offer a suggestion on how we can get this into the meeting?

The Commission agreed on green for street lights and poles so that is determined already as you suggested.

Place Au Soleil is taxed at the same millage rate as the barrier island.
2013 G/S Taxable Value is $768,398,600. Formula for calculating tax revenue for the two examples are:
$768,398.6 X 3.1= $2,382,035
$768,398.6 X 3.7 = $2,843,075
Gross tax revenue increase from 3.1 to 3.7 is $ 522,511
Estimated early payment discount is 3.5% and that discount would be applied to either gross tax revenue figures above:
$2,382,035 (estimated discounts to be taken: $83,371) for a net tax revenue of $2,298,664.
$2,843,075 (estimated discounts to be taken: $99,500) for a net tax revenue of $2,743,575.
Net tax revenue Increase from 3.1 to 3.7 is $444,911.
I hope this answers your questions. If not, try me again. I am not sure where the $920 came from. I hope I did not infer
or say that as it is definitely wrong.
So far I do not have an answer for you on the technology. I will get back with you as soon as I have a firm sense of
direction.

The upgrade from the FPL issued fixtures, as on Middle, to any other type of light fixtures places the burden of all installation costs,
as well as the fixture cost, on the Town. Immediately on choosing any upgrade fixtures requires the Town to pay it all. That seems to

The revised costs, based on our low bidder, are as follows and I have attached the project engineers memo to
me verifying these numbers.
53 lights Materials: (Windsor Fixture, 12' Pole, Pole Base ) = $3,888.43 each
Installation (Bore Setup, Bore Conduit, Install Wire, Set Pole, Install Base) = $3,286.85 each
Total fixture and installation = $7,175.29
So the upgrade option costs $7,175.29 each. 53 X $7,175.29 = $380,290. This figure would be $300,000 more
had not the Commission eliminated "custom lights" on AlA this past Friday.
I am attaching what I believe is the correct message to be sent to members of the GSCA.
Something that may help; FPL will provide and install light fixtures, as on Middle, as no up front, out of pocket,
cost to the Town. The maintenance fee will be higher per month, per pole, but not nearly matching over ten
years the $380,290.

signage.
We need to have a clear understanding of the direct costs associated with the request we made on behalf
of the Civic Association Board. This is especially important now that there seems to be public discussion
in newspapers etc regarding these expenditures.

GSCA Draft Letter
On behalf of the Gulf Stream Civic Association (GSCA), we are touching base to update and keep you
informed on the Undergrounding and Streetscape projects.
In terms of the Undergrounding project, Phase #1 (South of Golfview) is scheduled to start in September
and will take approximately 9 months to complete. Phase #2 (North of Golfview) will begin once Phase
#1 is completed and will also take approximately 9 months to complete. The delay from FP &L on
starting the Undergrounding Project, has clearly been frustrating for many, however we wanted to let
you know that they are finally getting started.
As many of you are aware, one of the GSCA's priorities in 2012 and 2013 was to improve the aesthetics
of the Streetscape i.e. traffic signs and street lights in Gulf Stream to better reflect our town. We are
very appreciative to the Town Commission, as they have been very supportive of our recommendations
and we have worked very closely with them on this project since early 2013. The traffic signs have been
ordered and will be installed in October and November. We believe you will immediately recognize the
drastic improvement from the existing signs.
In terms of the streetlights, they have been selected and will be installed during Phase #1 and Phase #2
of the Undergrounding Project. The Undergrounding Project requires that new streetlights be
purchased. This provided the opportunity to upgrade to streetlights that are not only more aesthetically
appealing, but also more environmentally friendly.
The cost for the new traffic signs, that we have requested, will be approximately $80,000 and the cost,
for our requested "upgrade" of the 53 new streetlights will be approximately $100,000 (the difference
between the cost of the streetlights, we helped select, and the cost of standard FPL fiberglass poles and
fixtures). The cost of the remaining parts of the streetlight project, which parts we were not involved in,
is approximately $520,000. This $520,000 was not part of the original undergrounding project budget.

oday my wife and I have an appointment which will require that I leave the office at 2 today.
What I can do is email you the signed proposal for the signs which states the cost. I can also email the updated
estimated total cost of the lights (this will very lightly change going forward).
Also, Mr. Boardman seemed to indicate that there was an out of pocket cost to the standard "FPL issue" and referred (in
his memory) to a distributed spreadsheet that referenced leasing. Those estimated leasing cost were not for the
standard FPL issue. You may want another copy of that. There is not an out of pocket expense for standard FPL
lighting. We can stay with standard issue street and A1A lighting without any real or material out of pocket costs.
Finally, if all of this is not helpful, and because I cannot meet with you at 2, please feel free to call our project engineer in

Beau,
This packet of information on signs is now possible to distribute to the
members. We have chosen Baron as a sole source vendor and the budget figure is
$80k.
The Chief, the president of Baron's and me will go "sign by sign" and determine
the lowest height possible and if the sign can be eliminated. Mr. Boardman asked
in the meeting if we need the "no exit" signs and I believe he feels they could be
eliminated. However, throughout the years I have dealt with a lot of complaints
about traffic going into the "no exit" neighborhoods and having to turn around in
somebodies driveway. The residents on these "no exist" roads have been adamant
about having them as they do reduce the activity by those cars who are just doing
a scenic drive.
There appears to be some criticism of the "colored" logo. Do you think an all -
white logo would be acceptable, or is it that the residents do not want any logo
appearing on the street name signs. I am not sure. The input from the Civic
Association will be utilized.
Finally, I will be sending you a sample of the "chosen" LED light fixture that was
selected at the meeting. Also, the company is making arrangements to have a
"sample" pole installed so that residents can drive -by and see what is intended to
be installed in the Core area. The AIA lighting is a bit unsure at this time as
FDOT has to "chime" in on the distance that the poles must be located from the
edge of pavement. The budget is approximately $280k.
Financing will be a two year loan from the Special Revenue Fund -
Undergrounding. The millage rate will be increase this new budget year to
generate sufficient funds to pay back the loan from the Undergrounding
Fund. All of this funding will result in "internal financing" at a lower rate than a
bank (.75 %) and the undergrounding fund will earn more interest than what it is
presently earning. This internal financing has cleared legal and auditing and will
not hinder the required "cash flow requirements" of the construction project.
After I send you a sample of the light fixtures, I really do not have much more to
report. However, you may have a question and feel free to contact me.
