AN ORDINANCE PLACING A REi STRICTICIT CIT THE ERECTIONt CC.NSTRUCTICII AND RECCNSTRUCTICN, ALTERATION CR USE OF BUILDINGS, STRUCTURI+S AND LAND FOR THE PURPOSE OF PRCITICTING THE HEALTH, TO SECURE SAFETY FROI:I FIRE, PAI.TIC AND OTHER DANGERS; TO PROVIDE ADECLUATE LIGHT AND AIR, TO PREVENT OVER CROWDING OF LAND, TO AVOID UNDUE CONCENTRATION OF POPULATION AND TO PROYCTE THE GEiTERAL WELFARE . OF THE COI, y?UNITY: PRESCRIBING A PEITALTY FOR THE VIOLATION THEREOF WITH All EIORGENCY. ', 10REAS, Acts of the State Legislature of the Laws of Mssouri , of 1925, as amended in 1927 give to certain Cities in Counties having a population in excess of 15,000 the right to regulate and provide for building zones and districts within said City, and WHEREAS, The City of Jefferson, being a City to which said Acts apply, desiring to take advantage of their provisions and establish building Zones and Districts pursuant to the provisions of said Acts of the Legislature did prior to the passage of this Ordinance appoint a City Planning and Zoning Commission and execute a contract with -an expert to assist and advise said City Planning and Zoning Commission, bath which are now working toward the coriple- tion of a permanent Zoning Ordinance, and WHEREAS, It is a matter of common knowledge that a, Zoning plan as contemplated by and following the provisions of the 1925 and 1927 Acts of the State Legislature cannot be made in a few days, but will take Yonths, and WHEREAS, The Council of the City of Jefferson, I: issouri, recognizing that the City Planning and Zoning Commission can do little good if property owners are allowed to change conditions after the necessary information and data has been obtained and desiring to maintain the Atatus ,uo of conditions while the City Planning and Zoning Commission is gathering data and information to be used as the basis of its report to the City Council towards the enactment of a permanent Zoning Ordinance: NOW THEI .FORE: BE IT ORDAINED BY THE COUNCIL OF THE CITY OF JEFFERSON, AS F OILObVS: SECTION. I . Vlherever less than twenty (20) per cent of the frontage on one side of a street between two intersecting streets is occupied at the time of the passage of this Ordinance by buildings ,n used for commercial or industrial purposes, no additional premises or ' property shall be dedicated to or used for industrial or commercial purposes nor shall any building be erected, altered or enlarged for use for corriercial or industrial purposes by any person, persons, firm, partnership or corporation: PROVIDED; That where there are practical difficulties or unnecessary hardships in the way of carrying out the strict letter of this Ordinance, the City Council may upon written application for a building; permit made to it, and after report from the City, Planning* and Zoning Commission, vary or modify the application of- these regulations relating to the use, construction or alteration of buildings or structures or the use of land so that the spirit of the Ordinance shall be observed, public safety and welfare secured and substantial ,justice done.
