HomeMy Public PortalAboutr 22-027Nei #22 -27 Date of Adoption January 31, 2022 AUTHORIZING RWJHN ALS/BLS SERVICE AGREEMENT WHEREAS, the Borough of Carteret ( "Borough') is in need of specialized EMS services, including specialized and licensed patient ambulance transportation and care and associated service requirements; and WHEREAS, the Robert Wood Johnson Health Network, Inc., a New Jersey nonprofit corporation having an address of 126 Paterson Street, New Brunswick, New Jersey 08901 ( "RWJHN ") is a fully licensed Mobile Intensive Care provider of Advanced Life Support services ( "ALS Provider ") and also as a medical transport provider of Basic Life Support ambulance services ( "BLS Provider"); and WHEREAS, RWJHN has provided the Borough with a dual proposal for said specialized EMS services for the time period of Gam to 6 Pm, Monday through Sunday, for an initial one (I) year term; and WHEREAS, the Borough has determined that the dual proposal from RWJHN is advantageous to the Borough, considering all relevant factors including price; and WHEREAS, RWJHN has extensive professional expertise and training and a proven reputation is this field, much recognized and needed during this Covid 19 pandemic; and WHEREAS, tine Local Public Contracts Law, N.J.S.A. 40A:11 -5 (1)(a) (ii), authorizes, the awarding of a contract for such extraordinary, unspecifiable services while providing the contract's availability for public inspection; and WHEREAS, the goveming body has deemed it advisable to enter into a dual contract with RWJIIN to provide specialized EMS services, including as a ALS and BLS provider for the Borough for the determined contract term in accordance with the terms of its proposed contracts. NOW THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Carteret, County of Middlesex, State of New Jersey as follows: L That the Mayor and appropriate Borough officials are hereby authorized to execute and enter into dual contracts with RWJHN to serve as the Borough's fully licensed ALS and BLS EMS provider as provider for herein in a form acceptable to the borough's Law Director and substantially in the form attached hereto. 2. That this dual contract is awarded as an extraordinary, unspecifiable services in accordance with N.J.S.A. 40AA 1 -5 (l)(a)(ii) of the Local Public Contracts Law as the provision of said ALS and BLS services require special expertise and extensive training in the area of said services and a proven reputation in said field, which is critical and essential to this EMS proposal, 3. That a notice of this award shall be advertised as may be required bylaw, Adopted this 31" day of January, 2022 and certified as a true copy of the original on February 1, 2022.
