Roll Call The City Council of the City of Tiffin, Johnson County, Iowa, met in a work session May 16, 2017 at 6:35 p.m. Mayor Steve Berner called the meeting to order. Upon roll being called the following named council members were present: Al Havens, Peggy Upton, Jo Kahler, Jim Bartels, Mike Ryan. Also present: City Administrator/Clerk Doug Boldt, Deputy City Clerk Ashley Platz, City Engineer Ben Carhoff and other visitors. B. Agenda Additions/Agenda Approval Motion to approve the agenda by Ryan. Second by Bartels. All ayes, motion carried. C. Discussion of Preliminary Assessment Schedule - Original Town Urbanization Proiect Discussion: City Administrator Doug Boldt presented a Preliminary Project Assessment Schedule for the Original Town Urbanization Project that Ben Carhoff, Hart-Frederick Consultants provided based off of 2016 assessed valuation. They discussed and reviewed different assessments based on 10%, 15% and 25%. The 10% option reflects $55/lineal foot. Council also discussed the type of interest rate to charge the assessment. The residents will have 10 years to pay off this assessment. D. Discussion of Development Agreement with DERS Development—Park Place Discussion: Administrator Boldt discussed the Exhibit D which discusses the specific public infrastructure requirements. Also discussed the future Water Tower placement. Also discussed language explaining taxable valuation of the property factored by eighty percent. E. Questions from Council Members regarding items on the Regular City Council Agenda F. Other Business G. Adiournment Motion to adjourn by Bartels. Second by Kahler. Director of Public Work's Report—Tiles are being installed on the splash pad and hopefully opening next week. 4. Building Official Report—Building permits keep being submitted. 5. City Engineer's Report—Tiffin Heights East will be paving in the next few weeks. We are waiting on Metro's response. 6. City Attorney's Report—Roberts Ferry Road—next meeting might started condemnation process since agreements cannot be reached. 7. City Administrator's Report—Email from State DOT discussing grade crossing surface processing which uses 60% of state funds to help, but is a seven year waiting list.
