The congregation and leadership of the Belmont-Watertown United Methodist
Church (BWUMC) have approved of the sale of the Belmont property at 421
Common Street and a portion of the 80 Mt. Auburn and the parcel located at 92 Mt.
Auburn. Proceeds from the sale of all properties will be appropriated to the
renovation of the sanctuary, adjacent social hall and basement floor hall and kitchen.
All properties are currently being marketed. Sale closures are expected prior to the
December 31, 2024 encumbrance deadline. Additional funding is currently held in the
BWUMC endowment for renovation use ($150,000 elevator fund.) Congregational
leadership will be undertaking a capital campaign to assist with costs.

VI. Narrative:
A. Introduction:
Lack of access to affordable and nutritional food not only impacts an individual’s physical
wellbeing and nutrition, but also their mental health and feeling of security. These effects are
particularly profound for children as they develop both physically and emotionally. With this
in mind providing spaces where individuals of all social and economic backgrounds can feel
comfortable accessing food and nutritional information is critical for a healthy and thriving
community.
The COVID-19 pandemic caused profound food insecurity for many people throughout the
nation. Not only were individuals unable to work, children who would have received free or
reduced lunch at school were now eating at home, and general changes to food supply and
delivery chains increased grocery prices and decreased availability. During 2020 the Greater
Boston Food Bank saw marked increases in the demand for food supplies. As we have
moved forward out of the pandemic increased food security still remains a profound need in
Watertown with 7.2% of our population below the federal poverty line based on the US
census bureau.
For over 30 years the Belmont-Watertown United Methodist Church (formerly St. John’s
UMC) has been the proud home of the Watertown Food Pantry at 80 Mt. Auburn Street. In
partnership with the City of Watertown the church has provided low cost delivery and
storage space for the food pantry. Currently, the Watertown Food Pantry is serving over 140
families/340 individual Watertown and greater Watertown residents every week. The
BWUMC does not consider the use of space in our building a simple transaction. We believe
that all of our users are a vital part of our community and working with them represents our

fundamental commitment to service. With this in mind we are committed to providing our
space at very low cost.
The BWUMC Board of Trustees is requesting $250,000 in ARPA funding from the City of
Watertown to assist with the renovation of the basement level hall and kitchen. Both the hall
and the kitchen are currently used by the Watertown Food Pantry. The purpose of the
renovation is to create a fully accessible and functional space and location for the support of
food security in Watertown. Included in this effort will be new delivery and storage space for
the Food Pantry and a community kitchen equipped for serving and nutritional education
programs.
Currently, the Food Pantry is accessed through a back door onto the first floor where
customers are served in a large open area adjacent to the outdated kitchen. Current access
from the street level is only done via stairs, and the bathrooms on that floor are not ADA
accessible. Our proposed lower floor renovation would include:
1. significant improvements to the primary door for the Food Pantry, making it easier to
find and more welcoming
2. updated flooring, ceilings, and windows in the main open area where customers are
served
3. a renovated accessible kitchen space with new appliances
4. a renovated storage space
5. new ADA compliant bathrooms
The larger renovation, funded by the church, would include, but not be limited to, an
improved front door and fully functional elevator allowing for easy access to the food pantry
from both the back door and from Mt. Auburn street. These efforts will produce a clean, safe,
and accessible food pantry that Watertown can continue to be proud of, serving the neediest
in our community who were most strongly impacted by the pandemic.
BWMCU looks forward to new opportunities that this lower floor renovation would provide
for City of Watertown sponsored wellness programs. An updated, accessible kitchen will be
available for cooking classes and nutritional education. The renovated open space next to the
kitchen would be highly flexible, and could be used for community meals, social events,
classes or an indoor farmers market. The adjacent classrooms provide further flexibility
allowing for more intimate small group meeting spaces.

D. Timeline
The construction timeline for this project will coincide with the complete renovation
project timeline. Construction mobilization will begin once the church property sales
proceeds have been determined and scheduled release. We expect to have property sales
proceeds available prior to the December 31, 2024 encumbrance date and the project
completed by December 2026.
E. Resources Required in Addition to ARPA:
As noted in Section III the BWUMC will be supplementing the additional costs for the
renovation of the basement hall and kitchen areas. These costs include but are not limited to
utility upgrades, fire safety systems, accessible bathrooms, lighting, landscaping and interior
finishing.
D. Metrics for Success:
The Watertown Food Pantry staff and volunteers maintain consumer usage data and food
volume distribution. Measuring the success of this project will be documented by the
ongoing recording of use and delivery of product. Also, increased use of the total Food
Security space for education and community meals will include the recording of participants.
F. Outcomes:
Improve space for and access to food delivery systems has been documented in improving
the health of residents as well as allowing for the redistribution of limited financial resources.
Low and no cost food assists consumers with purchasing medications as well as affording
housing costs. The overall benefit to City of Watertown residents is increased wellness by
lessening the health and financial impact of food insecurity.
Conclusion:
The Food Security Center development is in conjunction with a larger renovation project that
the church is undertaking at 80 Mt. Auburn street. We have been working for the last year
with the Watertown based IMK architecture firm with a focus of making the building more
welcoming, accessible and functional for all of our users; most of which are not our
congregation, but other local groups. This larger project, funded by the church, will include
bringing the whole building up to code including putting in a full sprinkler system and
making it ADA accessible, maintaining the exterior masonry thus preserving the building for

decades to come, and installing an energy efficient heating system. These features will
benefit all current and future users. For decades we have proudly been the home of the
Watertown Food Pantry, as well as dozens of recovery programs. We know that these efforts
save lives and as we have discussed our church’s future, at a time when it would be easier for
us to scale back, maintaining and even expanding our community missions has always been
our top priority. As both individuals and a whole congregation, we have committed our
money and space in these efforts. For us, it is not just something we do, it is who we are.
Investing in this space will represent a commitment by the City of Watertown to the health
and wellness of its people, especially in providing universal access to healthy food and
nutritional information. The Belmont-Watertown United Methodist Church is committed to
providing continued access to this facility and for current and future city projects. We look
forward to more collaborative opportunities going forward.
