line of the East and West alley, 55 feet;, thence South parallel
with Michigan Street, 97 feet.
Also beginning at the intersection of the ist alley North
of Dunklin Street and a. point 5 feet West of the East line of
Georgia Street; thence South parallel with Georgia Street, 352
feet to Station 38 plus 39 on the Southwest Main Sewer.
SECTION. 3. Said sewer shall be constructed of standard
glazed sewer pipe, shall be constructed according to the plans
and specifications of the City Engineer and constructed in all
respects as provided by Ordinance.
SECTION. 4. This Ordinance shall take effect and be in
force from and after its passage -and approval.

NO. 3387. Ali ORDINANCE REPEALING SECTIONS 192 AND 193, REVISED
ORDINANCES OF THE CITY OF JEFFERSON, 1925, RELATING TO THE FIRE
CHIEF AND MEMBERS OF THE FIRE DEPARTMENT, AND TO ENACT IN LIEU
THEREOF TWO NEW SECTIONS, TO BE KNO14IN AS SECTICNS.192 AND 193.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF JEFFERSON, AS
FOLLOWS:
SECTION. I. T:2act Sections 192 and 193 of the Revised
Ordinances of 1925, appearing at pages 172,173 and 174, be and the
same are hereby repealed and two new sections to be known as
Sections 192 and 193 enacted in lieu thereof and to read as follows;
Section 192. Location. Duties, ect. - The Fire Department of
the City of Jefferson shall be located on the first floor of the
City Hall Building and shall consist of a Fire Chief and twelve
members. The Fire Chief shall be appointed by the Mayor, subject
to and with the approval of the council," who shall hold his Office
until removed. He may be removed as are other appointive officers
of the City. The Fire Chief shall have ex-officio powers of the
Chief of Police of the City at all Fires, and shall give bond in the
sum of two thousand dollars for the faithful discharge of his duties
and to faithfully account to the City for all property of the City
belonging to the Fire Department which may come into his possession
and be under his control. In case of vacancy in said office of
Fire Chief, it shall be filled by appointment of the Eayor, subject
to and with the approval of the "ouncil. No person shall be
appointed to the Office of Eire of Fire Chief who is not a citizen
of the United States, a man of good moral character, and a
qualified -voter of the 6ity of Jefferson. In addition to the
foregoing qualifications, he .must have had experience in fighting
fires and in the ame of the various fire apparatus and agencies
employed by the City in the suppression of fires. The fire chief
shall be respensible for the discipline, good order and proper
conduct of the whole fire department, and for the care of the

motor fire trucks, hose wagons and all property belonging to the
fire department. He shall have superintendency, control and
command of all the men belonging to the Fire Department or who may
be called in to assist him at fires as hereafter mentioned and shall
have authority over all persons present at firew, so as to prevent
them firom interfering with the proper suppression and control of
fires, and it is hereby made a misdemeanor for any person to inter-
fere in any way with the proper suppression of fires and this and
the refusal to• obey any and all proper and legal orders of the fire
chief shall constitute a misdemeanor and shall be punished by a fine
of not less than one dollar nor more then one hundred dollars, upon
a trial in the police court of the Citbr, either before the court
or a jury. The fire Chief shall wear a proper badge of his office
and when a fire breaks out in the City, he shall take proper
measures for the arrangement of the motor fire trucks and the fire
apparatus in the most advantageous position, and work for the
effective extinguishment of the fire. The fire chief shall have
power to call for assistance if need, from anSt and all persons at
fires, or who may be in other parts of the City of aid in extin-
guishing the fire. Such persons so called by the chief shall be
entitled to 'receive from the Uity of Jefferson the sum of two
dollars and fifty cents for each fire attended, to be paid only
upon the certificate of the fire chief that the service was rendered
giving date and all other necessary data in regard to the matter;
said certificate shall be filed with the City Clerk, who shall
present the same for allowance or disallowance to the fire wardens
before the Council shall allow the pay of same. The lire chief
and firemen shall also see that all goods are removed from any
building on fire to a place of safety and are authorized to insure
the safety of same and authorized to demolish any house if necessary
and the fire chief or any fireman is hereby authorized and it is
made their duty to suppress all disorder. It is also the duty of the
fire chief to cause order to be preserved on going to, working at,
or returning from fires, and at all other times, when the men of
the fire department are on duty. In case of the absence of the
fire chief .at any. fire that may occur in the City, by reason of
sickness or absence from the City, it shall be his duty to designate
some member of the fire department to act in his place, who shall
have the same powers as a fire chief for the time being.
SectiOn 193. Members,erne, their d.ullAs etc . The members of the fire
department shall be appointed by the Vire_Chief,• by and with the
zonsent of the -fire wardens and their appointment shall not become
effective until confirmed by a majority vote of the City Council.
Firemen shall be over the age of twenty-one years, sober and
reliable men and residents of the City of Jefferson when appointed.
The firemen shall work in twelve hour shifts, the hours of service
to be arranged by the fire Chief to the best interests of the City
and so as to render said fire department to be as efficient as
possible, but at least half of the members shall be on duty at
all times. They shall., like the fire chief, be experienced in
handling fires and fire apparatus and shall be required to be able
to run the motor fire trucks . They shall near uniforms, caps,
badges, etc. , as the fire chief may direct and shall perform such
duties as may be imposed upon them by the fire chief, Mayor and
Fire Wardens. Any of them may be removed for neglect of duty or
for any sufficient cause, by the fire Chief, fire wardens or a
majority of the City Council. They shall be citizens of the
United States and of the State of Missouri and of the City of
Jefferson and a voter of said City. The City Council shall have
power to increase or decrease the salaries of firemen and Chief;
such firemen shall be appointed subject to such increase or decrease
in salaries. The fire chief shall have the right of removal of
any member of the fire department for the causes hereinbefore
mentioned. No fire chief or member of the fire department shall
take part in any election, except to vote. No malt liquors shall
be allowed or drunk in the fire station or in any other premises
used by the fire department any member who shall be found drunk
shall be discharged. No member of the fire department on account
of his religious or political views or principles shall be
discharged.
