HomeMy Public PortalAbout09-09-2013 COW MinutesMinutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on September 9 , 2013 In the Boardroom Mayor Collins called the meeting to order at 7:0 3 p.m. Present were: Mayor Collins, Trustee Racich, Trustee Rippy, Tr ustee Bonuchi, Trustee Fay, Trustee Lamb , and Trustee Peck . . Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Allen Persons, Public Works Director; Doug Kissel, Wastewater Superintendent; Jonathan Proulx, Planner; D ean Marqu ez, Building Supervisor; and Joh n Konopek, Chief of Police. T here were 4 persons in the audience. Trustee Fay moved to approve the Minutes of the Special Meeting and Committee of the Whole Workshop held on August 26 , 2013. Seconded by Trustee Lamb . Voice Vote. All in favor, 0 Opposed. PRESIDENTIAL COMMENTS None TRUSTEES COMMENTS Trustee Fay inquired about doing more as a Village to help educate , support , and promote community awareness regarding addiction and overdose. Trustee Fay suggested part nering with the ministerial association and others . Chief Konopek stated that the Police Department is talking with the YMCA, State’s Attorney, School Districts, and others to try to make people aware. Chief Konopek pointed out that overdosing on heroin is increasing and we need to make people understand that it only takes one time to kill you. Mayor Collins suggested using speakers from the State’s Attorney’s Office and pointed out that there are more deaths from heroin than car accidents. Trustee Ripp y complimented the Village’s Police Department and DARE Program. PUBLIC COMMENTS None WORKSHOP #1 LOWER DUPAGE RIVER WATERSHED COALITION PRESENTATION Mr. Doug Kissel, Wastewater Superintendent, stated that in March of 2012, the Village adopted Resolut ion No. 1650, which pledged support for the Lower DuPage River Watershed Coalition. Mr. Kissel gave a presentation highlighting the Coalition, watershed, and local implications. Ms. Jennifer Hammer, Conservation Foundation, was present to answer questi ons from the Board. Mr. Kissel stated that staff recommends that the Village continue participating in the Lower DuPage River Watershed Coalition and to use the budgeted water and sewer funding for watershed planning and membership costs. Trustee Lamb s uggested doing a strategic plan and to get support from other elected officials. Trustee Lamb also suggested making sure that the Lower DuPage River Watershed Coalition does something the data that they collect to address the problem, make small steps eve ry year. Trustee Racich stated that he supports the coalition. Village of Plainfield Meeting Minutes – September 9 , 2013 Page 2 #2 CONSERVATION PLAINFIELD UPDATE Mr. Jon Proulx gave a presentation on Conservation Plainfield. Mr. Proulx pointed out that Conservation Plainfield started out with government funding and is now self -sustaining. Mr. Proulx reviewed the activities, mission, and upcoming events. Trustee Lamb pointed out that the Lakelands Subdivision is involved with conservat ion and thought Conservation Plainfield could be a resource. Trustee Lamb suggested rea ching out to other groups to see what ideas worked for them. Mayor Collins read the reminders. Trustee Fay moved to adjourn. Seconded by Trustee Peck . Voice Vote.
