Carteret was called to order by Mayor Daniel J. Reiman at
approximately 6:00 p.m. on Monday, January 31, 2022, remotely, via
telephone call -in.
Upon individual roll call, the following were noted present:
Mayor Daniel J. Reiman
Councilmember Vincent Bellino
" Dennis DiMascio
" Jorge Diaz
" Ajmar Johal
Also noted present were Carmela Pogorzelski, Municipal Clerk and
Robert J. Bergen, Esq., Law Director.
Noted absent was Councilmember Susan Naples.
The meeting was opened with a moment of silent prayer and the
Pledge of Allegiance led by Councilmember Bellino.
The 2022 Amoral Notice was emailed to The Home News Tribune,
The Star Ledger and posted on the bulletin board and on the doors of
the Memorial Municipal Building on January 11, 2022. Notice was
published in The Home News Tribune and The Star Ledger on January
14, 2022. All items being voted on tonight were posted on the
Borough's website, www,carteret.netprior to tonight's meeting.
Upon MMS &C, by Councilmembers Diaz and Bellino and unanimous
affirmative vote of the four (4) Councilmembers present, the minutes
of December 30, 2021 and January 6, 2022 were approved as
transcribed and engrossed by the Clerk.

ORDINANCE #22 -1 ORDINANCE #22 -1 was introduced and adopted on First Reading
ACQUISITION OF and the Clerk authorized and directed to advertise same for Public
BLK. 402, LTS. 11 & Hearing, upon MMS &C, by Councilmembers Diaz and Bellino. Upon
12 - ROMANOWSIC individual roll call vote, Councilmembers Bellino, Diaz, DiMascio and
Johal voted in the affirmative. Councilmember Naples was noted
absent.

"AN ORDINANCE AUTHORIZING ACQUISITION OF CERTAIN
REAL PROPERTY WITHIN THE BOROUGH OF CARTERET
FOR PUBLIC PURPOSES"
Mayor Reiman said this was regarding the end of Romanowski Street
for road widening of the cul -de -sac.
PUBLIC PORTION A copy of each Resolution was posted on the Borough's website for
RESOLUTIONS/ public review prior to the meeting in accordance with the Rules of
AGENDA ITEMS Council. Upon MMS &C, by Councilmembers Diaz and Bellino and
& NEW BUSINESS unanimous affirmative vote of the four (4) Councilmembers present,
the meeting was opened for public input on all Resolutions /Agenda
items and new business.
Charlie Kratovil, editor of New Brunswick Today asked if there was a
CHARLIE KRATOVII, representative from the police department on the call.
Mayor Reiman said the police department does not participate in
council meetings.
Charlie Kratovil said he was concerned about the Body Worn Camera
Mandate and asked if the Carteret Police Department has a policy for
when they wear and when they activate their body worn cameras.
Law Director, Robert Bergen said Carteret has a policy which is in
compliance with the Attorney General's guidelines for body worn
cameras and said Carteret had cameras well before they were
mandated.

Charlie Kratovil said he was at an event and filed an OPRA for copies
of the body worn camera footage but was told "no responsive records
exist." He said he was concerned that some officers didn't active their

Law Director Bergen told Mr. Kratovil to get him the date, time and
incident.
Charlie Kratovil said the ribbon cutting at the performing arts center
on December 4 "'.
Law Director Bergen said he was there and didn't see any indication
why police officers would be activating their cameras but would take a
look.
Charlie Kratovil said the mayor was involved in a crash on December
28, 2021 and said lie hoped no one was injured. He then asked if there
was a criminal investigation or non - criminal.
Mayor Reiman said he was not aware of a criminal investigation it was
a motor vehicle accident; single person; single occupant. He said he
received a moving violation and he will be contesting it.
Law Director Bergen said he was not aware of any criminal
investigation.
Charlie Kratovil said he had a pending OPRA and he would reply to
the department's response and continue to investigate. He asked the
mayor if he had anything to add for the article he is working on.
Mayor Reiman replied that he did not but that he would be happy to
forward Mr. Kratovil what he sent to nj.com and 101.5. I-Ie said he
avoided hitting a dog; unfortunately he hit a low profile car; injured his
own car and wound up with a concussion. He thanked God nobody
else was injured.
Charlie Kratovil said he was sorry about the mayor's concussion and
damage then asked if it were true that three (3) vehicles total were
damaged.
Mayor Reiman said a low profile parked car that was hit on the corner
that rolled slightly into the truck parked in front of it.

Charlie Kratovil asked if it were hue that one of the vehicles flipped
on its side.
Mayor Reiman said as detailed in the police report, his vehicle flipped
on its side when he over corrected to the left to avoid the dog.
HEARING CLOSED There being no further comments or objections to the
Resolutions /Agenda items or new business, upon MMS &C, by
Councilmembers Diaz and Bellino and unanimous affirmative vote of
the four (4) Councilmembers present, the meeting was closed.
