A special meeting of Council was held at 8 p.m. today in the Council
Chamber in the Town Hall and was attended by Mayor Jones, who presided,
and Councilmen Slotin, Ldvell, Daniels, Walsh, Henry and Town Attorney
Dutton.
The meeting was called for the purpose of adopting whatever ordinances
were necessary, and any other matters that may come up.
The Mayor informed Council that he had been approached by Gordon
Saussy relative to the open ditch leading across his property on the
inlet, and he stated that former Mayor Righton had promised to close
this ditch for him. The Mayor stated that at the present time the
convict force was right down to a minimum, but that this work should
be done. Councilman Slotin moved that this work in the vicinity of '
Judge Saussy's property and Chatham Avenue, and also the area in Smith
Road between 17th and 18th Streets be closed, and the Mayor authorized
to purchase the necessary pipe to do this work'. Councilman Henry
seconded and the motion passed.
Councilman Henry'moved that the following ordinance be adopted.
Councilman Walsh seconded and the motion passed.
ORDINANCE
AN ORDINANCE TO BE ENTITLED, "AN ORDINANCE TO REGULATE THE OPERATION
AND SPEED OF AUTOMOBILES AND OTHER VEHICLES WITHIN THE CORPORATE LIMITS
OF THE TOWN OF SAVANNAH BEACH, TYBEE ISLAND: TO PROVIDE FOR LIGHTS UPON
SAID AUTOMOBILES AND VEHICLES: TO PROVIDE FOR THE UNNECESSARY BLOWING
OF HORNS. ON. AUTOMOBILES AND VEHICLES: TO FIX A PENALTY
• SUCH VIOLATION: AND FOR OTHER PURPOSES." )
Section lt Be it enacted by the Mayor and Councilmen of the Town of
Savannah Beach, Tybee Island, in.Council assembled, and it is hereby
enacted by the authority aforesaid that it shall be unlawful for any
person to operate an automobile or any other vehicle within the corporate
limits of the. Town of Savannah Beach, Tybee Island, at a speed exceeding
thirty (30) miles per hourly except in a zone starting from the northern
side of 14th street south to the river, from the Strand west to Chatham
Avenue and the speed within this zone shall not exceed fifteen (15) miles
per hour.
Section 2: Be it further enacted by the authority aforesaid that it
shall be unlawful for any person to use any automobile and /,or vehicle
upon any street, lane or easement of the Town of Savannah Beach, Tybee
Island, from one' (1) hour after sunset to one (1) hour before sunrise
Which does not have a light or lights which can be seen in any direction
from said vehicle and all automobiles shall be provided with two (2)
front lights,.one on each side, and a rear lamp showing red and causing
a white light upon the number attached • to the rear of said automobile.
Nor shall it be lawful for any automobile to have in use upon any street
lane:and /or easement any form of light . casting a shadow two hundred (200)
feet or, more from said light or other blinding light.
Section.3: Be it further enacted by the authority aforesaid that it
shall be unlawful for any person operating any automobile or any other
vehicle while driving on the streets or parked before any place of
business in the Town of Savannah Beach, Tybee Island, to make or cause
to be made any boistrous or unnecesnry noise or to disturb the public
peace by blowing an automobile horn, gongorrsimilar devise or instru-
ment except as a warning of danger.
Section 4: Be it further enacted by the authority aforesaid that any
person violating any of the provisions of this ordinance shall be
subject, upon conviction before the Recorder's court of the Town of
Savannah Beach, Tybee Island, to a fine not exceeding One Hundred
Dollars ($100.00) or.to imprisonment not exceeding Thirty (30) days,
either or both in the discretion of the Court.
Section 5: Be it further enacted by the authority aforesaid that all
ordinances or parts of ordinances in conflict with this ordinance be
and the same are hereby repealed.

ORDINANCE`
AN ORDINANCE TO BE ENTITLED, "AN ORDINANCE TO REQUIRE.ALL HOTELS AND /OR
ROOMING HOUSES WHICH OPERATE FIFTY (50) ROOMS OR MORE TO EMPLOY A
REGULAR LIFE GUARD FOR THE PROTECTION OF THEIR SAID GUESTS AND /OR THE
PUBLIC: TO PROVIDE FOR THE QUALIFICATIONS FOR SAID LIFE GUARD: TO
PROVIDE FOR THE SUPERVISION OF ALL LIFE GUARDS, WHETHER VOLUNTEER OR
EMPLOYED: TO FIX A PENALTY FOR SUCH VIOLATION: AND FOR OTHER PURPOSES.
Section 1: Be it enacted by the Mayor and Councilmen of the Town of
Savannah Beach, Tybee Island, in Council assembled, and it is hereby
enacted by the authority aforesaid that it shall be unlawful for the

owner, proprietor, manager or person in charge and control of any hotel
and.or rooming house which operated fifty (50) or more rooms to operate
said hotel and/or rooming house without regularly employed lifeguard for
the protection of their said guests using the hotel and /or rooming house.
Section 2: Be it further enacted by the authority aforesaid that every
lifeguard employed by said hotel and /or rooming house as aforesaid must
pass tkierequired test given by the American Red Cross Lifeguard Corps .

Section 3: Be it further enacted by the authority aforesaid that the
Mayor and Councilmen shall appoint a Lifeguard Committee, the committee'
not to exceed three (3) members, which shall have full supervision and
control over the.qual ifieations and /or conduct of said lifeguards,
whether volunteer or employed.
Section 4: Be it further enacted by the authority aforesaid that any
person, firm or corporation violating the provisions of this Ordinance'
shall, upon conviction before the Recorder's Court of said Town. of
Savannah Beach, Tybee Island, be subject to a fine not exceeding One
Hundred Dollars 0100.00) or to imprisonment for not more than Thirty
;(30) days, either or both, in the discretion of the Court.
Section 5: Be it further enacted by the authority aforesaid that all
ordinances or parts of ordinances in conflict with this ordinance be and
the same are hereby-repealed.
The Mayor informed Council that some difficulty had arisen in connection
with starting the work on the disposal plant of the house sewerage
project, but that these 'matters had been apparently worked out, and it
was hoped that work would be started very shortly.
The Mayor gave the Chairman of the Finance Committee a book on Muni'oipal
Finance. Administration, and the Chairman of the Police Committee a book
on Municipal Police Administration with his compliments. Both Chairmen
thanked the Mayor and expressed their appreciation of his thoughtfulness.
The Mayor informed Council that we were having trouble with.the International
Truck, so he had ordered it repaired. He also informed Council that as
the tractor isnot running.as well as it should, that it should be repaired
also.
Councilman Henry informed Council that he had seen some Soldiers parked
on the Government reservation known as Egan Street at the north end of
the Island, and he had addressed one of the officers with the infentiof :r
of informing him that a parking area for soldiers was available at South
End, and he had been informed by tthis officerr,that his information was

that it would cost the soldiers to go down and use this area. Councilman
Henry stated that he had informed the officer that this was a mistake as
this was built for the free and exclusive use of soldiers.
Councilman Slotin moved that the bill presented by E.A. Dutton amounting
to $28.45 in connection with the case of Harley Thomas, be paid.
Councilman Henry seconded and the motion passed.
Councilman Walsh moved that a fee of $350.00 be paid Attorney Dutton
as compensation for his work in connection with the House Sewerage
Bonds. Councilman Lovell seconded and the motion passed.
There being no further business the meeting adjourned, subject to
the call of the Mayor.

The regular meeting of Council was held today at S p.m. in the
Council Chamber in the Town Hall, and was attended by Mayor Jones,
who presided, And Councilmen Siotin, Lovell, Walsh, Henry, Daniels
and Ferguson.
The-minutes of the meetings of June 4, 11, and 23, were read, and
adopted.
The Chairman of the Finance Committee informed Council that on
Seawall Project #2, the Town owed approximately $3800.00, and he had
authorized payment as follows: The 42300.00 owed by the General Fund
to the Seawall account be paid, and also that the $1500.00 provided
for in the budget as a deficit against thia project be used to close
