AN ORDINANCE AUTHORIZING THE USE OF WHITE CANES OR WALKING STICKS EXCLUSIVELY BY PEDES'T'RIANS WHOLLY OR PARTIALLY BLIND; PROHIBITING OTHER PERSONS FROM USING SUCH WHITE CANES OR WALKING STICKS; REQUIRING OPERATORS OF HORSE-DRAWN AND MOTOR VEHICLES TO TAKE COGNIZANCE OF SAID WALKING STICKS, AND PROVIDING PENALTIES FOR VIOLATION OF THIS ORDINANCE. BE IT ORDAINED BY THE COUNCIL OF THE CITY OF JEFFERSON CITY, MISSOURI, AS FOLLOWSs , SECTION. I. That, for the purpose of guarding against accidents, it 13 Hereby declared unlawful for any person not wholly or partially blind to carry or use upon the Streete, Highways or public places of this City any cane or walking stick which is white in color. The term 1°White" in color as used herein, shall mean painted or enameled, and not an unpainted or natural wood color. Such white cane or walking stick may be used on the Streets or in other public places of the City by persons wholly or partially-blind as a means of indentifying them to drivers or operators of horse-drawn and motor vehicles for the purpose of protecting them from injury by said vehicles. SECTION. 2. Any driver or operator of any vehicle who approaches, or comes into proximity with any person, or persons, Carrying white canes or walking sticks shall immediately come to a full stop, if such person is in the path of, or about to enter, or approaching the path of, such vehicle, and the operator of said vehicle shall take such precautions, before proceeding, as may be necessary to avoid injuring such person so carrying a white cane or walking stick. SECTION. 3. Any person violating any provisions of this Ordinance shall be guilty of a misdemeanor for each, separate offense, and upon conviction shall be fined not less than $5'.00 nor more than $100.00, or by imprisonment in the City Jail not more than 30 days, or by both such fine and imprisonment, SECTION. 4.
