NO. 3466. AN ORDINANCE ESTABLISHING THE GRADE OF THE ROADWAY OF
ST. MARY'S BOULEVARD FROM A POINT 158 FEET EAST OF THE INTEMSECTION
OF THE CENTER LINE OF ST. MARY'S BOULEVARD AND WAVERLY STREET, WEST
3333 FEET TO THE EAST PROPERTY LINE OF BECK STREET.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON
MISSOURI, AS FOLLOWS:
SECTION. I. That the grade line of the roadway of St. Mary's
Boulevard, from a point 158 feet East of the intersection of the
center line of St. Mary's Boulevard and Waverly Streety hest 3333
feet to the ]East property line of Beck Street, in the City of Jefferson
Missouri, be and is hereby established as follows; Beginning at a
point on the eenter line of St. Mary's Boulevard, 158 feet East of
the center line of Waverly Street, where the elevation of the grade
is, 194.2a thence westerly along the center line of St. Mary's
Boulevard on a uniform grade, 158 feet to the center of Waverly Street
where the elevation of the grade shall be, 196.09 thence on a uniform
grade, 942 feetm where the elevation of the grade shall be, 217.44;
thence 100 feet on a vertical curve, where the elevation of the grade
shall be, 218.549 thence 100 feet on a vertical curve where the
elevation of the grade shall be, 217.28; thence 400 fe6t on a uniform
grade, where the elevation of the grade shall be, 207.32$ thence 400
feet on a uniform grade, where the elevation of the grade shall be
200.759 thence 1233 feet on a uniform grade to the East line of Beck
Street, where the elevation of the grade shall be, 210.0
SECTION. 2. All Ordinances or parts of Ordinances in
conflict with this Ordinance are hereby repealed.
SECTION. 3. This Ordinance shall tkke effect and be in
force from and after its passage and approval.

NO. 34870 AN ORDINANCE FOR SAFEGUARDING LIFE AND PROPERTY BY REGULA-
TING AND PROVIDING FOR THE INSPECTION OF THE INSTALLATION AND MAINTEN-
ANCE IN BUILDINGS OF ELECTRICAL WIRING, ELECTRICAL DEVICES AND
ELECTRICAL MATERIAL, CREATING THE OFFICE OF ELECTRICAL INSPECTOR, AND
FIXING A PENALTY FOR VIOLATION THEREOF.
BE IT ORDAINED BY THE COUNCIL OF ,THE CITY OF JEFFERSON,
AS FOLLOWS$
SECTION. I. ELECTRICAL INSPECTOR$ There is hereby created the
office of Electrical Inspector. The person chosen to fill the office
of Electrical Inspector shall be a duly qualified citizen of Jefferson
City, State of Missouri, shall be a competent electrician of good moral
character, and shall have had at least four years experience as a
Journeyman in the practice of his trade or two years training in a
recognized college of electrical engineering, and in addition thereto
two years of practicable experience in electrical construction, ,shall
be well versed in approved methods of electrical construction for' safe-
ty to life and propertyp The National Electrical Code and Supplements

thereto, as approved by the American Engineering Standards CommIttee.
SECTION. 2. APPOINTMENT, SALARY AND DUTIES OF ELECTRICAL
INSPECTOR. Said Electrical Inspector shall be appointed for two years
by the Mayor, by and with the advice and consent of the City Council,
and shall- hold office until his successor shall be appointed and :
qualified. He shall receive a salary of $1,200.00 per year, to be
paid Monthly out of the fees collected, and before entering upon the
discharge of his duties, shall file a bond in the sum of $19000.,
payable to the City of Jefferson, said bond to be approved by the
Mayor and City Attorney and conditioned upon the faithful performance
of his duties. The Electrical Inspector shall also take and subscribe
an oath which together with the certificate of his appointment will be
filed with the City Clerk. He shall be removed from office for cause
only, after a full hearing by the City Council. It shall be unlawful
for the Electrical Inspector to engage in the business of the instal-
lation or maintenance of electrical wiring, electrical devices and
electrical material either directly or indrictly and he shall have no
financial interest in any concern engaged in such business in the City
of Jefferson at any time while holding office of electrical inspector.
Any violation of the provisions of this section by said electrical
inspector, shall be sufficient cause for his removal from office, but
he may be removed for other just cause.
SECTION. 3. RIGHT OF ACCESS TO BUILDINGS. SAid Electrical
Inspector shall. have the right , during reasonable hours, to enter any
r' .. . building in the discharge of his official duties, or for the purpose
of making any inspection, or test of new installation of electrical
'- wiring, electrical devices or electrical materials contained therein
and shall have the authority to cause the turning off of all electrical
current and cut or disconnect in cases of emergency any wires where
such electrical current is dangerous to life or property or may
interfere with work of the fire department.
SECTION. 4. PERMITS. No alterations or additions shall be made
in the existing wiring of any building, nor shall any building; be
wired for the placing of any electric lights, motors, heating devices, '
or any apparatus requiring the use of electrical current, nor shall any
alterations be made in the wiring in any building after inspection,
without first notifying the Electrical Inspector and securing a permit
therefor, except minor repair work, such as repairing flush and snap
ewitches, replacing fuses, changing lamp sockets and receptacles,
taping bare joints and repairing drop cords. Applications for such
permits, describing such work shall be-made by the person, firm or
corporation installing same and permit when issued will be to such
applicant. This section shall not apply to maintenance and repairs
on the premises of a person, firm or corporation regularly employing
journeyman electricians for that purpose.
SECTION. 5. INSPECTION. . Upon the completion of the instal.
lation of the wiring and/or electrical equipment for which a permit is
required it shall be the duty of the person, firm or corporation in-
stalling the same to notify the Electrical Inspector who shall inspect
the installation within 24hours of the time such notice is given; and
if it is found to be fully in compliance with this Ordinance and does
not constitute a hazard to life and property, and upon the payment of
the proper fees as hereinafter designated, he shall issue to such
ti. person, firm or corporation for delivery to the owner a Certificate of
Inspection and Approval authorizing connection to the electrical service
and turning on the current. All wires which are to be hidden from
view shall be inspected before concealment and any person, firm" or
corporationf'installing such wires will notify the Electrical ,Inspector,
giving him 24 hours in which to make the required inspection before
such wires are concealed. Further, the Electrical Inspector, shall
make a thorough inspection or reinspection of the installation, in any
commercial buildings where change of accupancy takes place, of all
electrical tiviring, electrical devices and electrical material and
issue a Certificate of Inspection and Approval to the new occupant or
occupants authorizing connection to the eleetrical• service and the
turning on of the current. When the installation of'. any such wiring,
devices and/or materials is found to be in a dangerous or unsafe
condition, the person, firm or corporation, using or operating the
same. shall be notified and shall make the necessary repairs or changes

required to place such wiring, devices and materials in safe condition
and have such work completed within 15 days, or any longer period
specified by the Eleotrical Inspector in said notice. The Electrical
Inspector is hereby empowered to dise6nneet or order the discontinu-
ance of electrical service to such wiring, devices and/or material so
found to be defectively installed until the installation of such wiring,
devices and materials has been made safe as directed by the Electrical
Inspector.
SECTION. 6. CONSTRUCTION REq,UIRE11ENTS. No Certificate of
Inspection and Approval shall be issued unless the electric light,
power and heating installation are in strict conformity with the
provisions of this Ordinance, and unless they are in conformity with
the most approved methods of construction for safety to life and pro-
perty and upon payment of the proper fees as hereinafter designated.
. The regulations as laid down in the National Electrical Code and
supplements thereto, as approved by the American Engineering Standards
Committee, shall be prima facie evidence of such most approved methods.
SECTION. 7. Rd.-CORDS OF PERMITS .& INSPECTIONS. The Electrical
Inspector shall keep complete records of all permits issued and
inspections made and other official work performed under the provis-
ions of this Ordinance. He shall be provided with the necessary
clerical help to carry out the provisions of this section.
SECTION. 8, REVIEW. When the Electrical Inspector condemns
all or part of the electrical installation, the owner may, within five
days after receiving written notice from the Electrical Inspector,
file a petition in writing for a review of said action of the Electri-
cal Inspector with the Light and Water Committees of the City Council
of Jefferson City, State of Missouri, upon receipt of which the said
Light and Water Committee shall at once proceed to determine whether
said electrical installation complies with this ordinance and within
three days shall make a decision in accordance with its findings.
SECTION. 9. FEES. The City of Jefferson, State of Missouri,
shall receive the following fees for inspections made by the Electrical
Inspector, to-wit:
Service entrance up to and including 60 amperes - - - - - - - - -$ 1.00

SECTION- 10. PENALTY. Any person, firm or corporation who shall
fail to comply with any of the provisions thereof, shall upon convict-
ion thereof, be deemed guilty of a misdemeanor.
The imposition of one penalty for any violation of this Ordinance
shall not excuse the violation, or permit it to continue; and all such
