3573. AN ORDINANCE PFERSCRIBING REGULATIONS FOR FIRE PREVENTIOM
AND PROTECTION IN CONIfECTION WITH DRY CLEANERG.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF JEFFERSON AS FOLLOWSs
Section 1. For the purpose of this ordinance aXI dry cleaning
or dying business is defined to be the business of gleaning or
dying cloth, clothes, feathers or any sort of fabrics or textiles
by the use of carbon bisulphide, gasoline, naptha, benzine, benzole
or other light petroleum or coal tar products, or infl.amable liquids
or cleaning, or dying by processes known as dry cleaning and dying
where inflamable volatile substahces are used.
Section 2. No building used for dry cleaning, dying 6r drying
purposed shall be located within ten feet of any other building
unless seperated therefrom by an unpierced fire wall. All rooms
or structures used or tb be used for the purpose of the business of
dry cleaning or dying, as above defined, shall have masonery or
concrete walls and reinforced concrete or equivalent roof, and not
exceed one story in height, and shall be without basement,oellar or
open apace, below the ground floor. If, due to local conditiond, it is
desirable to vent possible explosions upward the roof shall be of
light construction and of incombustible material. No dry cleaning
building shall be used for any occupancy other than dry clea,niri'g,
dying and reclaiming gasoline. All exterior openings in walls
shall be provided with standard wire glass in metal frame and sash,
fire doors and fire shutters.
Section 3. There shall be no direct sewer connection with such dry
cleaning and dying rooms or structure, and the floor of the same
shall be of concrete construction, laid not lower than the surface
of the earth surrounding the wall.
Section 4. For venyilating in dry cleaning and dying rooms, vent
openings, of at least 20 sq.in. shall be provided at the floor and
roof leve. The vent at roof level shall be
directly above the vent at the floor level. The vents shall be near
each machine and opposite to any door or any other air inlet. Each
vent shall be covered with a 12 by 12 mesh wire screens
Section 5. One foam type hand chemical extinguisher, shall, be
provide& for each 200 sq. feet: of floor space.
Section 6. At the xlose of the days operations all liqufdo contained
in washers, extractors, stills or otherwise, shall be returned to
underground tanks, the location of all. tanks buried or otherwise, and
their contents and hazards pt shall be plainly marked by signs as
approved byl.:the chief of the Fire Deoartment. The cleaning of floors
with inf lamable liquids is hereby prdhibited.
Section 7. No steam boiler, furnace or steam generator, or heating
device, exposed fire nor other spark emitting device shall be allowed
in any washing, dying 6r distilling room, or in line with vapor travel
therefrom.
Section S. All artificial lighting shall be by incandescent electric
lights in keyless sock eta, enclosed in vapor-proff globes with control
switch outside. All electric wiring and wquipment,including motors
shall be in accordance with the requirments of the "National Electriea
cal Code" as approved bj; the American Standadds Association,
Section 9. All machines, pipes, bearings and shafting shall be
properly grounded
Section loo All drying rooms, if under the same roof as the dry
cleaning an4 dyeing rooms, must be seperated from such rooms by
a fire-resistive wall. The entrance of such drying room or rooms
shall be provided with standard self-closing doors, or have only
an outside entrance. Means for the ventilation of such drying room
shall conform to the conditions provided in relating to dry
cleaning and dyeing rooms and the pravidions for fire extinguishment
must be complied with. If the drying room be a seperate building,
it must conform in all respects 68 construction and equipment to the
t,.:. conditiond named relative to dry cleaning and dyeing rooms as above
described.
Section 11. All dpy cleaning rooms shall be provide with at least
two exits remote from each other.
