Councilman Henry stated that he had informed the officer that this was a mistake as this was built for the free and exclusive use of soldiers. Councilman Slotin moved that the bill presented by E.A. Dutton amounting to $28.45 in connection with the case of Harley Thomas, be paid. Councilman Henry seconded and the motion passed. Councilman Walsh moved that a fee of $350.00 be paid Attorney Dutton as compensation for his work in connection with the House Sewerage Bonds. Councilman Lovell seconded and the motion passed. There being no further business the meeting adjourned, subject to the call of the Mayor. _16/VALI Savannah Beach, Georgia, July 1st, 1941 The regular meeting of Council was held today at S p.m. in the Council Chamber in the Town Hall, and was attended by Mayor Jones, who presided, And Councilmen Siotin, Lovell, Walsh, Henry, Daniels and Ferguson. The-minutes of the meetings of June 4, 11, and 23, were read, and adopted. The Chairman of the Finance Committee informed Council that on Seawall Project #2, the Town owed approximately $3800.00, and he had authorized payment as follows: The 42300.00 owed by the General Fund to the Seawall account be paid, and also that the $1500.00 provided for in the budget as a deficit against thia project be used to close 140 out these'bills. He also rec©mmended that bills amounting to 5 covering purchases' made to April lst, be paid. Councilman Slotin discussed the advisability of having purchase orders issued when any purchases were made by the Town, and suggested that the purchase orders -be numbered, and also that requisitions be approved by the Chairmen of the committees, and also that the requisition show what department materials were purchased for. That each Chairman cooperate with the Clerk and see that the proper requisition is made` out so that -the Clerk in turn can issue the necessary purchase order. Councilman Walsh suggested that he would work out a plan with the Clerk. Councilman Slotin read the auditors report for the year ending April 330th . 194 which was adopted. Councilman Lovell called attention to the bad condition of Tilton Street and First Street, that there were bad holes in both of these streets that needed fixing. The Mayor celled the attention off Council to the bad condition of the 1 sewer line emptying into the inlet, and stated that he had been informed by a competent engineer that the solution would be to put asbestos treated sewer pipe of arch type construction, properly braced with wooden graples, and that it would d -take about 280 feet of this pipe , 211- inches in diameter, which would cost approximately 5650.00. Councilman Walsh moved that the Mayor be authorized to make the purchase necessary to remedy this bad condition. Councilman Slotin seconded and the motion passed. Councilman Slotin called attention to the high cost of feeding the Red Cross Life Guards. The Mayor informed Council that Hotel Tybee has employed a life guard to meet the requirements of the recently passed ordinance. He also informed Council that he had gotten in touch with the proper authorities relative to some of the Army planes flying too low over the Island. 141 Councilman Siotin stated that it would be necessary to get two tarpaulins to cover trucks in hauling garbage. It was decided to purchase these and Councilman Siotin was requested to make the purchase. The Mayor informed Council that the contract that had been signed with J.K. Attaway Company in connection with the building of treatment plants, etc. for the House Sewerage System had been cancelled and that he was now bargaining on a different line and that he hoped that when the transaction was consummated, the Town would have the benefit of about 13000.00. The matter of the new building Tto' house' the jail and fire engine was discussed. It was decided to get blue prints and specifications for this construction. It was suggested that the Jail and fire house be built in close proximity to the Town Hall, with the fire house on Butter Avenue and the jail in the rear. Councilman Ferguson moved that the Clerk be instructed to turn over to W.J. Bryan the money due him as salary that was being held pending the return of some tools that it was contended Mr. Bryan had that belonged to the Town, and which were never returned. Councilman Henry seconded and the motion passed. The Mayor informed Council that he had been in conversation with Mr. A.A. Ainsworth of the Chatham County Planning Board, and suggested that the Town adopt some rules and regulations relative to the erection of signs in the Town limits. Councilman Ferguson moved that the Town adopt that portion of the Chatham County Ordinance that applies to advertising signs. Councilman Walsh seconded and the motion passed. ORDINANCE 7 f < AN ORDINANCE ENTITLED, "AN ORDINANCE TO REGULATE THE CONSTRUCTION AND /OR ERECTION OF ALL ADVERTISING SIGNS IN THE TOWN OF SAVANNAH BEACH, TYBEE ISLAND; TO FIX A PENALTY FOR SUCH VIOLATION: AND FOR OTHER PURPOSES. SECTION 1: Be it enacted by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, in Council assembled,and it is hereby enacted by the authority aforesaid that it shall be unlawful for any 142 person, firm or corporation to construct and /or erect any advertising signs without first obtaining from the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, a permit for the placing of advertising signs of every kind and description. Applications for permits shall be accompanied in each instance, either by a letter authorizing the placing of a sign on the land or builsing, signed by the owner or his duly authorized agent, or accompanied by a lease showing the right of the applicant. No sign shall be erected or painted on any area until the application and /or permit is acted upon and granted. SECTION 2: All outside advertising signs must be kept neatly painted, properly braced and supported and the foundation or the area beneath the sign kept clear of weeds. :The Mayor and Councilmen are autho- rized to direct the removal of any advertising sign which does not show this care, after five (5) days' notice in writing is mailed to the address of the owner given in the application. Any advertising sign which has been damaged by fire, storm or other cause to the extent of fifty (50 %) per cent or more of its value, as appraised by the Mayor and Councilmen, shall not be erected or replaced, but shall be removed as directed by the Mayor and Councilmen. A sign that has blown over shall be considered damaged more than fifty (50) per cent, if not restored by the owner in fourteen (14) days 'after the occurance. SECTION 3: No advertising sign shall be constructed and /or erected within ten (10) feet from either edge of the 'highway and /or street right -of -way. SECTION 4: No advertising sign shall be constructed and /or erected so as to constitute a hazard to traffic bn a curve. SECTION 5: Be it further enacted by the authority aforesaid that any person violating any of the provisions of this Ordinance shall be subject, upon conviction before the Recorder's Court of the Town of Savannah Beach, Tybee Island, to a fine not exceeding One Hundred Dollars, ($100.00) or to imprisonment not exceeding thirty (30) days, either or both in the discretion of the Court. SECTION 6: Be it further enacted by the authority aforesaid- that all Ordinances or parts of Ordinances in conflict with this Ordinance be and the same are hereby repealed. Councilman Slotin informed` Council that the operators of Tybrisa were working on a new plan to try and make the pavilion more attractive to the public, and had gotten the cooperation of the bus lines, etc. and he suggested that during the week days a parking charge of 10¢ be made except on holidays and week ends. After some discussion, Councilman Walsh moved that. the present Ordinance covering the collection of parking fees be amended as of July 7th to cover the new charge of 100. Councilman Slotin seconded and the motion passed. ORDINANCE 1 143 ORDINANCE AN ORDINANCE ENTITLED, "AN ORDINANCE TO AMEND THAT.CERTAIN ORDINANCE DATED THE 17th DAY OF JUNE, 1932, ENTITLED 'AN ORDINANCE TO ESTABLISH PARKING SPACE UPON CERTAIN PORTIONS OF THE PUBLIC DOMAIN EXISTING BETWEEN FOURTEENTH STREET AND EIGHTEENTH STREET, AND NOW GENERALLY KNOWN AS THE STRAND, IN THE MUNICIPALITY OF SAVANNAH BEACH, TYBEE ISLAND, AND FB. FOR OTHER PURPOSES, ' BY STRIKING SECTION 3 FROM SAID ORDINANCE AND INSERTING IN. :LIEU THEREOF A NEW SECTION TO BE KNOWN AS SECTION 3: AND FOR OTHER PURPOSES. Section 1: Be it ordained by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, Georgia, in council assembled, and it is. hereby ordained by the authority of the same, that that certain Ordinance, dated the 17th day of June, 1932, entitled "An Ordinance to establish parking space upon certain portions of the public domain existing between Fourteenth and Eighteenth Streets, and now generally known as the Strand, in the municipality of Savannah Beach, Tybee Island, be amended by striking Section 3 from said Ordinance and inserting in lieu thereof a new Section to be known as Section 3, as follows: SECTION 3: Every person, firm or corporation parking an automobile wagon or any other vehicle in and upon the parking space between Fourteenth and Fifteenth Streets and Sixteenth and Eighteenth Streets, now generally known as the Strand, shall pay= the municipality of Savannah Beach, Tybee Island, the sum of ten (10) cents excerpt on Saturdays, Sundays and legal holidays when such charge sha.11.be twenty -five (25) cents." SECTION 2. Be it further enacted by the authority aforesaid that all Ordinances or parts of Ordinances in conflict with this Ordinance be and the same are hereby repealed. Councilman Walsh moved that the following ordinance regulating the parking of automobiles be adopted. Councilman Slotin seconded and the motion passed. ORDI NANCE AN ORDINANCE ENTITLED "AN ORDINANCE TO REGULATE.THE PARKING OF VEHICLES IN THE MUNICIPALITY, TO FIX A PENALTY FOR SUCH VIOLATION AND FOR OTHER PURPOSES." SECTION 1: Be it enacted by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, in Council assembled, and it is hereby enacted by the authority aforesaid that ti shall be unlawful for any iperspn, firm or corporation to park any Vehicle pe.r11e1 to' the ° ' 7 western "?.part . ;df the' Strand`fro cme .Strseti,so.uth. _to 17th Street.: Section 2: Be it further enacted by the authority aforesaid that it shall be unlawful for any person, firm or corporation to park any vehicle on the driving way parallel to the western side od the Strand from 17th Street to 18th Street. SECTION 3: Be it further enacted by the authority aforesaid that it shall be unlawful for any person, firm or corporation to park any 144 vehicle in front of any hotel, rooming house or to block the drive ways. of any private or commercial homes or business. • SECTION u: Be it further enacted by the authority aforesaid that it shall be unlawful for any person, firm or corporation to park any vehicle on 16th street which is designated as the bus parking station. SECTION 5: Be it further enacted by the authority aforesaid that any person violating any of the provisions of this Ordinance shall be subject , upon conviction before the Recorder's Court of the Town of Savannah Beach, Tybee Island, to a fine not ,exceedin One hundred Dollars (4$100.00) or to imprisonment not exceeding thirty (30) days, either or both in the discretion of the Court. There being no further business the meeting adjourned, subject to the P 1 of the Mayor. /7 fil Mayor &4i Clerk of Counci 1 Savannah Beach, Georgia, July 21st, 1941 A special meeting of Council was held today at 8 p.m. and was attended by Mayor Jones who ptesided and Councilmen Slotin, Walsh, Henry and Ferguson and H. Sol Clark. The meeting was called for the purpose of (1) awarding bids for purchasing equipment and material, etc, for sanitary sewerage system. (2) Approving projects applications to Public Works Administration covering Storm Sewerage, Incinerator and Health Center Projects. (3) and handling any or all matters that may come before the meeting. Councilman Siotin moved that H. so1 Clark be elected assistant Town Attorney. Councilman Henry seconded and the motion passed. The Mayor informed Council that in connection with the above mentioned projects that Mr. Robert Vinson, the engineer of J.B. McCrary Company who is to install the house sewerage system, worked hard and cooperated
