# 3587 AN ORDINANCE ASTHORIZING THE BOARD OF TRUSTEES OF BRAGG
HALL TO PURCHASE THIRTY THREE DECK STEEL COTS TO BE INSTALLED IN
THE BASEMENT OF THE CITY HALL, AND APPROPRIATING MONEY IN PAYMENT
THEREOF.
BE IT ORRAINED BY THE VOUNCIL OF THE CITY OF JEFFERSON AS FOLLOWSs
SECTION I. The Board of trusties of the Bragg Hall, consisting of
the Mayor, City Attorney and City Treasurer of the City of Jefferson
is hereby authorized to negotiate for and purchase thirty..three-deck
steel cots , to be installed in the basement of the city hall for
use of transient wgyfarers, or such local citizwns, who may be without
shelter and in need of a place to sleep. Persons desiring to sleep
in such quarters shall report to the police department and upon per-
mission of the officer in charge may use said cots for sleeping pur-
poses.

Sec. I1. There is hereby appropriated, chargeable to the revenue
fund, the sum of four hundred Fifty dollars, to be used in payment
of and for the above mentioned, and the City clerk if hereby directed
to draw a warrent if favor of the persons, firm or corporation furn-
ishing said cots, in such amount, not exceeding the amount hereby
appropriated, whenever such action shall be ordered in writing by
said Board of Tru. stees above mentioned.

to determine whether said CITY OF JEFFERSON, MISSOURI , shall
evidence said indebtness of the four propositons, or either
of them, by issuance of bonds .
WHEREAS, the council of the City of Jefferson, Missouri, deems
it necessary to establish the channel of Ware's creek from its
intersection with Monroe Street, easterly for a distance of I800
feet, by walling and covering said Ware's Creek and
WHEREAS, the Council believes that the walling and covering of
Ware's Creek, as aforesaid is necessary to the health and welfare
of the citizens of the City of Jefferson, and
WHEREAS, the cost of walling and covering Ware's Creek as afore-
said will amount to the sum of SIXTY-FIVE THOUSAND ($65,QOO.00)
DOLLARSt and
WHEREAS, the Council of the City of Jefferson deems it necessaryy
to improve and repair the City Hall, and
WHEREAS, the cost of making said improvements on said City Hall
will amount to the sum of TWENTY THOUSAND ($ 20,000.00) DOLLARSt
and
WHEREAS, the Council deems it necessary to construct and erect
a new fire station off of High Street and on ground now .owned by
the City of Jefferson, and
WHEREAS, the cost of constructing'and erectin said fire station
will amount to the sum of THIRTY-FINE THOUSAND 4 359000.00)
DOLLARS and
WHEREAS, the Council deems it necessary to improve the roadway
of East Capitol Avenue from the west line of Madison Street to
the east line of bhe State Capitol grounds, by widening and
paving the same and
WHEREAS, the cost of such improvements of East Ca ital Avenue
will amount to the sum of TUM THOUSAND ($3,000.COT DOLLARS, and,
WHEREAS, said amounts of revenue are not 'availa.ble to the said
City from any source other than borrowing and evidencing such
indebtedness by the issuance of interestf bearing bonds of the
City, and
WHEREAS, the assessed valuation of the taxable property in said
City, based upon the ownerA�hip of property as of the year I930
amounts to the sum of $IL;15-A456.00 and
WHEREAS, the indebtness of 6hid City evidenced by negotiable
bonds amounts to the sum of $ 333,000900; and the endebtedness
of said City evidenced by warrerbts issued and outstanding amounts
to the sum of none and all other indebtedness owing by said City
evidenced by unsatisfied judgements, current accounts and contracts
obligating the said City to pay money amounts to the sum of NONE
e.11 of which amounts aggregate the sum of THREE HUNDRED THIRTY
THREE THOUSAND ($333,000.00) DOLLARS and
WhEEREAS, said City now has a debt incuring power based upon five
per cent of the assessed valuation for the year I930, exculisive
of the bonds outstanding in the sum of (43339000900of ($5049672.80
and can provide the several amounts of money for the aforesaid
various purposes by negotiating a loan in the aggregate of sand
sums, or any part thereof,and,
WHEREAS, the aggregate amount of said sum is darn in excess of
the income and revenue of the City for the year I933, and
WHEREAS, in order to acquire ind obtain the lawful power and
authority on the part of said City to become indebted in the .
several amounts aforesaid, or any of them, aggregating the amount
aforesaid for the various purposes aforesaid, or any of them,it
will be to obtain the assent thereto of the legal voters of said
City voting at any election to bd held in each of the several
wards of said City called and held for that purpose,
NOW THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF JEFFERSONp
AS FOLLOWSt
SECTION I. That a special election shall be .and the same is
herebjr called and ordered to be held in the City of Jefferson,
Missouri, on Tuesday, November 28th, 1933, for the purpose of
ascertaining the will and sense of the electors of said City upon
the following propositions, towit;

PROPOSITION N0. I.
To authorize he City of Jefferson City, Missouri, to
incur indebtedness in the sum of Sixty- five thousand Dollars
U ($65,000.00( for the purpose of establishing the ak

an indebtaoss in the amount of Twenty Thousand Dollars
(200000.00) for the purpose of making improvements to the City
Hall in said City, and to evidence such indebtness by the issuance
of bonds of said City in said amount for said purpose.
PROPOSITION NO.3*
To authorize the City of Jefferson City, Missouri, to incur
an indebtedness in the amount of Thirty-five Thousand Dollars
($359000.00) for the purpose of erecting a fire station in said
City, and to evidence such indebtedness by the issuabee of
bonds of said City in said amount for said purpose.
PROPOSITION NO. 4.
To authorize the City of Jefferson City, Missouri, to incur
an indebtedness in the amount of Three Thousand Dollars 03,000.®0
for the purpose of improving the roadway of East Napital Avenue
In said City from the West line of Madison Street to the east
line of the State Capital grounds, -by widening and paxing the
same, and to evidence such indebtedness by the issuance of bonds
of said amount for said purpose.
SECTION 2. The Council finds that the present outstanding
indebtedness of the City of Jefferson in the amount of ($333900o.00)
together with and added to the proposed issue, will not exceed
rive per cent of the assessed valuation of property in the Cijtyy
of Jefferson as of June I, I938t
SECTION 3* That said special election so ordered to be held
on Tuesday, November 28th. I933, for the purposes aforesaid, shall
be held between the hours of 6 o°clock to the forenoon until 7
o°clock in the afternoo of said day.
SECTION 4. 'hat for the purpose of holding said special
election three poling places be and the same are herebjF established
in each of the several wards of the city, except the fifth ward,
in which four polling places are hereby established, and such
polling places shall be, and hereby are fixed and located at the
following described places, to wit;

by publication in the Jefferson City Post-Tribune, a newspaper
published in the City of Jefferson once a week for four consecutive
weeks, by making four, insertiond of said publication in laid
newspaper, which said notice shall state the time, place and pur-
pose of such election, the amount of bonds to be voted. and which
said notice shall be in substantially the following form;

PURSUANT TO AN ORDINANCE DULY ADOPTED BY THE City Council of the
City of Jefferson City, Missouri and approved by the Mayor of

that a special election be held in said City on Tuesda y the 28the
day of November, 193x, for the purpose of testing the sense of
the qualified voters of said City upon the following propositions.
PROPOSITION NO.I:
To authorize the City of Jefferson City, Missouri, to incur an
indebtedness in the amount of Sixty-five Thousand Dollars
($659000.00) for the purpose of establishing the channel of
Wares Creek from its intersection with Monroe Street in an
easterly direction for a distance of 1800 feet in said City#
by walling and covering same, and to evidence such indebtedness

To authorize the City of Jefferson City, Missouri, to incur and
indebtedness in the amount of Twenty Thousand Dollars ($20,000.00)

To authorize the City of Jefferson City, Missouri., to incur and

SECTION 6. If two thirds or more of the qualified voters of the
City of Jefferson City, voting on said propositions, or either of
them, shall assent therto, said municipality shall be authorized
to borrow upon its credit such sums as shall be assented to, as
aforesaid, and if all four propositions are assented to by two—
thirds of the qualified voters voting at such election, as aforesaid,
said municipality shall be authorized to borrow u on its credit the
sum Of ONR HUNDRED TWENTY—THREE THOUSAND DOLLARS M23,000.00) and
to issue, negotiate and sell interest bearing coupon bonds in said
amount.
SECTION 7. That the City Clerk be and he is hereby directed to
transmit a certified copy of this Ordinance to the Board of Regis-
trars of the City of Jefferson elected at the election of November,
I932 and that said Board and the members thereof, be, and it and they
afire hereby requested.-to proceed with the holding of a registration
of voters as in such cases required under the provisions of an Act
of the Gereral Assembly of Missouri, approved May 12, 19339, and found
in the Laws of Missouri, I933, pages 239 to 249y inclusive*
SECTION 8. This Ordinance shall take effect and be in force from
and after its passage and approval.
