The Council of the City of Jefferson pledges it- self that should the grant hereinbefore mentioned be made, that. said amount will be used by the City of Jefferson to defray the cost of labor and material used in the construction of Sewer District Number Fifty-Five, and that in letting the contract for said sewer district, which will be done as the application mentioned herein is acted upon, the City of Jefferson, through its City Council, pledgges itself to meet all the regirements of the Federal Government rela- tive to wages to be paid various types of labor, and all matters incident the construction of public works with the aid of the Federal Government grant. SECTMON 3. This ordinance shall be in full force and effect from and after the date of its passage and approval. Passed December 4th, 1933 Approved December 4th, 1933 Means Ray Means Rater ___ President of the Council Mayor #3602 AN ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR OF THE CITY OF JEFFERSON TO MAKE APPLICATION TO THE FEDERAL EMERGENCY ADMINISTRATION OF PUBLIC WORKS FOR LOAN AND GRANT OF FUNDS TO BE USED FOR THE CONSTRUCTION OF A 11UNICIPAL WATER SYSTEM, AND PLEDGING THE COUNJ6 CIL OF THE CITY OF JEFFERSON TO SUBMIT A PROPOSITION TO THE VOTERS OF THE CITY OF J-X7FERSON AT A SPECIAL ELECTION TO DETERMINE WHETHER OR NOT THE CITY SHALL INCUR INDEBTEDNESS AND ISSUE BONDS TO SECURE FUNDS TO CONSTRUCT SAID MUNICIPAL WATER WORKS SYSTEM. WHEREAS, The City of Jefferson has filed, herefore with the State advisory Board for Missouri, of the Federal Emergency Administration of Public Vlorks, its application for a loan and grant of said funds for the purpose of constructing a municipal water works system in the City of Jefferson and. WHEREAS, The City Council of the said City has learned that it is necessary that the Council, by resolution or ordinance, for- mally authorize the application, and, WHEREAS, The Council believes, that should a proposition to incur indebtedness within the constitutional limits for the pur- pose of constructing a water works system be submitted to the voters of the City of Jefferson, that such proposition will receive more than two thirds majority of voters voting on such proposition at a special election to be held thereof. Now THEREFORE, BEAlT ORDAINED BY TIM! COUNCIL OF THE CITY OF JEFFERSON, AS FOLLOWS: SECTION 1. That the Mayor of the City of Jefferson, bissouri, is hereby instructed to apply to the Federal Emergency administration of Public- Works for a loan to the amount of $6479430.00, plus a Federal grant of thirty per cent, (301o) of the cost of labor and materials to be in the construction of a munici al owned water works system and plant which thirty per cent, �30O15 is estimated to be the total amount of loan and grant being $833,270.00, as shown in detail in application heretofore filed with the State advisory Board for Missouri, SECTION 2. The Council of the City of Jefferson pledges itself that should the loan grant hereinbefore mentioned be approved by the Federal government, that the various amounts of said loan and grant will be used by the City of Jefferson to defray the cost of material, and other necessary expenses in the construction of said municipal water works system, and that in letting the contract for said project, the City Council pledges itself that all
