SECTION 3. The Council of the City of Jefferson further pledges itself that upon the approval of the application so made for a loan and grant, the Council will immediately or -as soon thereafter as it may properly do so and comply with the vequirements of statute, submit at a special election, a proposition to incur indebtedness to the amount of $648,000.00, for the purpose of ob- taining funds to erect and construct a municipal water works system, and if such proposition be approved by two thirds of the qualified voters voting at said election, to immediately issue its negotiable direct obligation serial bonds in such form as the Federal Emergency Administration of Public Workd shall Esquire, it being understood that said bonds shall not bear more than six per cent (6J) interest and shall be sold for less than par. It is further found by the Council that the City of Jefferson, should the voters approve the issue, has the authority to issue and sell bonds to the amount of $ 648,000.00 for the purpose of constructing a municipal water works system without exceeding the constitutional limatation of itd power to incur indebtedness. ORIZE THE CITY OF JEFFERSON TO INCUR CERTAIN INDEBTEDNESS AND Tu ISSUE BONDS. EEREAS,By Ordinance No. 3588, approved October 3Ist, 1933 it was ordered and directed that a special election be held in the City of Jefferson, for the purpose of submitting to (-.the qualified voters of said City, four seperate proposition No, 1, Proposition No, 2, Proposition Nov 3, and Proposition No. 4, respectively, each jax� proposition authorizing the incuring of indebtedness and the issu- ance of bonds, and, WHEREAS, Said propositions are as follows; PROPOSITION NO. I . To authorize the' City of Jefferson City, Missouri, To incur an indebtedness in the amount of sixty- five thousand ($65,000.00) for the purpose of establishing the channel of Ware's Creek from ` its intersection with Monroe Street in an east- erly direction for a distance of 1800 feet, in said City, by walling and covering same, and to evidence such indebtedness by -the issuance of ' bonds of said City in the said amount for said purpose. PROPOSITION NO-2. To authorize the City of Jefferson City, Missouri, to incur an indebtedness in the amount of twenty Thousand Dollars ($ 20,000.00) for the purpose of making improvements to the City Hall in said City, and to evidence such indebtedness by the issuance of bonds of said City in said amount for said purpose. 13 PROPOSITION N0. 3. To authorize the City of Jefferson City, 11issouri, to incur an indebtedness in the amount of Thirty— five Thousand Dollars (35, 000.00) for the pur- pose of erecting a fire station in said City, and to evidence such indebtedbess by the issuance of bonds of said City in said amount for said Purpose. Ask To authorize the City of Jefferson City, Iviissouri, to incur an indebtedness in the amount of Three Thousand Dollars ($3,00090O) for the purpose of improving the roadway of East Capital Avenue in said City from the 'lest line of Yadison Street to the East line of the State Capital Grounds, by widening and paving the same, and to evidence such indebtedness by the issuance of bonds of said City in said amount for said purpose. and. 1,MEREAS, Said election was held on the 28th. day of November, I933, due notice thereof having been given as required by statue, and in accordinance No. 3588, here- inbefore mentioned and, VIHEREAS, the said Council of the City of Jefferson, x on this 4th. day of December, I933, in a, regular meeting assembled has. canvassed sid wlection returns, and had found that there were cast at said election, 2568 votes in favor of proposition No. I and 806 votes against proposition No. I. it has found that there were cast at said election 1644 votes in favor of proposition No. 2. and 725 votes against Proposition No. 2. it has found that there were cast at said election I667 votes in favor of Proposition No. 3. and 695 votes against Proposition No. 3. and. has found that there were cast at said election I6I0 votes in favor of Proposition No. 4, and 769 votes against Proposition No. 4. NOW THEREFORE, BE IT ORDAIiv'ED BY THE COUNCIL CF TIM CITY CI' JE1,7hR j011 AS FOLLOVIS t That the Council hereby declares that it has canvassed the votes cast at the special bond election held on November 28th, 1933 That there were 2374 votes cast on Proposition No. I. hereinbefore mentioned, of which votes 1568 were "For increase of debt, Yes", and 806 votes were " For increase of debt, No"; That there were 2569 votes cast on Proposition No . 2. of which votes 1644 were " For increase of debt, Yes" and 725 were " For increase of debt, No", that there were 2352 votes cast an Proposition No-3, off which votes 1657 were " For increase of debt, " Yes", and 595 votes were " For increase of debt, No"; and that there were 2379 votes cast o on Proposition No.. 4, of which votes I6I0 were cast " For increase of Debt, "Yes and 769 were " For increase of debt, No"; and it appears to the Council that less than two thirds of the votes cast at said election on Proposition No, I, were for the increase of the debt, ,and that more than two thirds of thevvtes ­ cast at said election were for the increase of debt on each of said Pro- poditions No. 2. No. 3. and No -4 respecttiV-.d y, acid that the said Proposition No I. failed to receive the assent of more than two thirds of the qualified voters of the said City voting on said proposition, and that proposition No.2.No.3. and No.4 respectively received the assent of more than two thirds of the qualified voters of the City, voting on said Propositions, and the Council hereby finds and declares that Proposition No. I. failed to receive the required number of votes and that Propositions NO. 2, No . 3 and No. 49 respectively, each. received the necessary votes and were duly approved by the voters of said City.
