SECTION u: Be it further enacted by the authority aforesaid that it
shall be unlawful for any person, firm or corporation to park any
vehicle on 16th street which is designated as the bus parking station.
SECTION 5: Be it further enacted by the authority aforesaid that any
person violating any of the provisions of this Ordinance shall be subject ,
upon conviction before the Recorder's Court of the Town of Savannah
Beach, Tybee Island, to a fine not ,exceedin One hundred Dollars (4$100.00)
or to imprisonment not exceeding thirty (30) days, either or both in the
discretion of the Court.
SECTION 6: Be it further enacted by the authority aforesaid that all
Ordinances or parts of Ordinances in conflict with this -Ordinance be and
the same are hereby repealed.
There being no further business the meeting adjourned, subject to the
P 1 of the Mayor.

A special meeting of Council was held today at 8 p.m. and was attended
by Mayor Jones who ptesided and Councilmen Slotin, Walsh, Henry and
Ferguson and H. Sol Clark.
The meeting was called for the purpose of (1) awarding bids for
purchasing equipment and material, etc, for sanitary sewerage system.
(2) Approving projects applications to Public Works Administration
covering Storm Sewerage, Incinerator and Health Center Projects. (3)
and handling any or all matters that may come before the meeting.
Councilman Siotin moved that H. so1 Clark be elected assistant Town
Attorney. Councilman Henry seconded and the motion passed.
The Mayor informed Council that in connection with the above mentioned
projects that Mr. Robert Vinson, the engineer of J.B. McCrary Company
who is to install the house sewerage system, worked hard and cooperated
splendidly in getting the above applications arranged, and suggested
that Mr. Vinson be appointed Town Engineer. Councilman Henry moved
that Mr. G. Robert Vinson be appointed Town Engineer without salary.
Councilman Ferguson seconded and the motion passed.
The Mayor stated to Council that members of the board should be more
discreet in discussions relative to matters that have been handled within
the meetings, and called attention to the letter written by J.O. Blair
relative to the plumbing ordinances of the Town, and stated that he had
heard some remarks that apparently had come from some one on the board.
Councilman Siotin called attention to the bad condition existing in
handling garbage and he stated that it was not being hauled away. That .
there were dry wells in his vicinity that were in bad condition, and he
had requested the Sanitary Inspector to have these remedied. The Mayor
stated that he had requested the Chairman of the Sanitary Committee to
instruct the Sanitray Inspector to visit all places on the Island and to
check all septic tanks and dry wells that were in bad condition, and
report back.
Councilman Ferguson stated that since the meeting held at the Mayor's
house; he was under the impression that the garbage question had been
settled. Mr. Fitzgerald had requested permission to put on extra men
to haul garbage, which he had granted, but stated that consideration
must be given to the very poor labor that the department has to work
with and the sorry formen that they have been able to employ. The
Mayor requested Mr. Ferguson to talk to Mr. Fitzgerald in an effort to
try and correct the situation existing in handling the garbage. The
Mayor stated that Mr. Goette is aqueinted with the construction of build-
ings, and knows plumbing, etc., and suggested that plumbing and building
inspections should be handled by Mr. Goette and relieve Mr. Fitzgerald
of this extra work and keep him entirely on garbage collections. The
Mayor stated that he had been informed that n7r. Fitzgerald is not
cooperating as well as he should. Councilman Ferguson stated that

he expressed his views of Mr. Fitzgerald and Council has been informed
of it.
Councilman Slotin moved that the following resolution be adopted.

A resolution authorizing the Town of Savannah Beach, Tybee Island,
Georgia, to file an application with Public Works Administration for a
loan and grant to finance the cost of installing a storm sewerage and
surface drainage system, and designating Roland R.Jones, Mayor of said
Town, to furnish such information as Public Works Administration may
request:
Be it resolved by the Mayor and Council of the Town of Savannah Beach,
Tybee Island:
Section 1: That Roland R. Jones, Mayor, be and he is hereby authorized
to execute and file applications on behalf of the Town of Savannah Beach,
Tybee Island, with Public Works Administration for a loan and grant, with
which to install and/or construct a storm sewerage and surface drainage
system in the Town of Savannah Beach. Any loan extended to be paid off
with revenue certificated.
Section 2: That Roland R. Jones, Mayor, be and he is hereby authorized
and. directed to furnish such information as Public Works Administration
may request in connection with the application which is herein authorized
to be filed.
In open meeting, this 21st day of July, 1941.

an incinerator for the disposal of garbage, and designating Roland R.
Jones, Mayor of said Town, to furnish such information as Public Works
Administration may request:

authorized to execute and file applications on behalf of the Town of
Savannah Beach, Tybee Island with Public Works Administration for a

the disposal of garbage in said town of Savannah Beach. Any loan
extended to be paid off with revenue certificates.,

It is proposed to secure the two loans of 6,739.80 and 3,401.90 on
Storm sewerage and incinerator respectively aggregating 10,14.1.70 by
the issuance of Revenue Certificates at an interest rate of 311% repaying
same at rate of 600.00 and 300.00 or a total of 900.00 annually. A
copy of Revenue Certificates Law of Georgia is herewith attached for your
information. Our Charter amendment of this year authorizes us to assess
special taxes for maintaining the sea wall and groins, for beach erosion,
for street paving and for sanitary purposes including the collection and
disposals of garbage. Inasmuch as the two projects are of sanitary nature
this special tax can be collected from that cource provided the general
funds cannot bear the burden. .
Councilman Walsh informed Council that he was talking with a representative
of the H.P. Smart Estate, and he stated that they would pay when the Town
was ready to give.the deeds to the newly created property behind the
seawall.

increase over the original charge, and asked the_advise
of Council as to whether the 100 charge should be continued or not. It
was the opinion of Council that it remain on for the rest of the season.
He also stated that Tybrisa had closed for lack of patronage, and he
suggested that an effort be made to get the owners to let the public
use it for having lunches, etc, without charge. After some discussion
is was decided that.the matter be turned over to the Chamber of Commerce
to see if they can do anything about it.
The Mayor stated that the Beauty Pageant was to be held on the 22, and
23, and that arrangements had been made for handling a big crowd and
also that he had invited Governor Talmadge and other prominent persons
in the State, and that he had received an acceptance from the Governor,
and had made arrangements for a reception for him.for Saturday Afternoon,
August 23rd, at the DeSoto Beach Hotel.

Councilman Henry moved that on the amount of pipe provided to close the
ditch at 12th Street adjacent to the property of C.F. Powers,-that Mr.
Powers pay for one half of the cost of this pipe. Councilman Walsh
seconded and the motion passed.

RESOLUTION
WHEREAS, the Firemans Fund Indemnity Company on the lst day of May, 1940;
issued Bond No. 46586 in the sum of $5,000.00 on Henry M. Buckley, Clerk,
of Council and ex- officio Treasurer, of the Town of Savannah Beach, Tybee
Island, for two years, said bond to expire April 30th, 1942; and,
WHEREAS, The Mayor and Councilmen of the Town of Savannah Beach, Tybee Island,
Georgia, desire to place said bond with another insurance company;
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Councilmen of the Town of
Savannah Beach, Tybee Island, Georgia, that the said Bond no. 46586 issued
by the Firemans Fund Indemnity Company on May lst, 1940, for a period of
two yews on Henry M. Buckley, Clerk of Council and Ex- officio Treasurer
of the Town of Savannah Beach, Tybee Island, Georgia, in the sum of
`5,000.00 be cancelled as of May 1st, 1941.
The Mayor informed Council that he had been made Chairman of the Aluminum
Drive for Savannah Beach. Also that in relation to the encroachment on the
Strand in the vicinity of 15th Street by Tyrrisa Company, he had requested
information relative to this, but had never gotten it.
A letter from 3.0. Blair Plumbing Company relative to the Town's plumbing
ordinance was tabled until a later meeting of Council.
There was some discussion relative to the balance owed by some operators
on 1941 licenses, and which had not been paid, but no action was taken.
There being no further business, the meeting adjourned, subject to the .
calf of the Mayor.
