equipment of such anpl.icant to determine whether it complies with
Ordinance 3432, and upoh finding that the equipment does qualify, shall.
issue a. permit to such a, person, firm or corporation, engti.ged in the
business of gathering un and hauling garbage and refuse, vegetable -and
animal matter.
SECTION 4. It shall be unlawful for any person, firm or corporation
to engage in the work, business or occup4tion of gathering up and
hauling garbage and refuse, veget��,ble and animal matter, unless they
have Hermit so to do , granted by the City Board of Hee.lth .
Any person violating the terms of this ordinance, whether as employee,
ermi.)loyer or agent, shall be deemed guilty of a misdemeanor and upon
conviction shall be punished 'by a fine of not more than one hundred
dollars ($100.00) or by imprisonment in jail for not more than ninety
days, or by both. si ch fine and impriscnment.

AS FOLLOWS:
SECTION 1. That the City Council hereby finds and declares theft it is
necees:ory to repair, surface and resurface, at a cost not exceeding
sixty (0.60) cents per front foot, the following described streets

Locust Street from the intersection of Locust Strec;t and McCc:1.rty Street
to t?qe intersection of Locust Street and I: ille•r Street, all of said
improvements to be within the limits of spri klieg, oiling, repa.iringo
surfacing and resurfacing District Number Five of the City of Jefferson,
Missouri , and all of said work to be done according to the plans and
specifications on file viith the City Clerk.
SECTION 2. The City Council finds and declares it is advisable and to
the best interests of the owners of property to be charged with the
cost of said work: that the said work shall be done by the City without
letting a contract therefor, and that the Street Cormissioner is hereby
directed to purchase the necessaary materials and employ the necessary
labor for the performance of said work, and shall superintend the same
and keep an accurate account of the cost thereof.
SECTION 3. The cost of such repairing, surfacing and resurfacing shall
be defrayed by a special tax, to be assessed in favor of the City of
Jefferson, Iissouri, on the adjoining property fronting or bordering
on the street where such work is done, in proporticn that the linear
feet of each lot fronting or bordering .thereon bears, to the total number
of linear feet of all property chargeable with the tax aforesaid, in
the territory embraced within this ordinance. Special tax bills shall be -
issued, evidencing such assessment, and shall become liens on said
property, �,nd shall be issued and enforced as provided by law.
SECTION 4. Cost of such repairing, surfacing and resurfacing shall
not exceed . the sum of sixty (0.60) cents per front foot;, per annum,
on property abutting the street aforesaid.
SECTION 5. All ordinances or parts of ordinances in conflict with this
ordinance are hereby repealed.
SECTION 6. This ordinance shall take effect from and after its '
passage and approval.
