AWARDING BID FOR IMPROVEMENTS TO DR. BISHOP WILLARD K. ANDREWS
PARK (A/IVA/ CHROME PARK PHASES I -IV
IEREAS, the Borough has publicly advertised for the receipt of bids for the Improvements to
Bishop Willard K. Andrews (a/k/a Chrome Park) Phases I -IV; and
the Borough has solicited and received three (3) bid proposals for the
to Dr. Bishop Willard K. Andrews (a/k/a Chrome Park) Phases I -IV Project as
Base Bid + Add A
1. The LandTek Group, Inc. $4,019,971.00
2. Zenith Construction Services, Inc. $4,088,585.00
3. Applied Landscape Technologies $4,306,957.60
WHEREAS, The LandTek Group, Inc, of Bay Shore, NY has submitted the lowest bid for said
contract as evidenced by the response on file with the Borough's Purchasing Department and with
the Borough Engineer; and
WHEREAS, the Borough Engineer has reviewed the above bid proposals and has recommended
the award of a contract to The LandTek Group, Inc., in a total amount not to exceed
$4,019,971.00, per attached award letter; and
WHEREAS, the Chief Financial Officer has certified that finds are or will be available for said
purpose. Acct. #
NOW TIMPEFORE BE IT RESOLVED by the Mayor and Council of the Borough of
Carteret as follows:
1. That the appropriate Borough Officials are hereby authorized to enter into a
contract with The LandTek Group, Inc., of Bay Shore, NY for the Project for
the sum of $4,019,971.000 in accordance in all respects with the request for
proposals and bid on sane.
2. That a copy of this Resolution shall be forwarded to the Borough's
Purchasing Department, the Borough's Consulting Engineers CME
Associates and the Borough's Director of Engineering.
3. That the aforementioned award of bid is contingent upon formal approval
from the New Jersey Department of Labor, Division of Wage and Hour
Compliance.
4. That the aforementioned award of bid is contingent upon NJDEP
authorization.

Dear Mayor and Borough Council:
Enclosed herewith please find a summary of bids received on February 4, 2022, for the above
referenced project. A total of three (3) bids were submitted, ranging from an apparent low base bid of
$3,494,971 by The LandTek Group, Inc to a high base bid of $3,794,221.60 by Applied Landscape
Technologies, The Engineer's Estimate for the base bid was $3,250,000. Please find enclosed a
complete Summary of Bids for the Council's review.
Upon analysis of the base bid as well as the base bid plus Addition A, LandTek Group, Inc. is the low
bidder for the base bid plus Addition A. It should be noted that the low bidder's proposal submitted an
alternate synthetic turf material sourced from FieldTurf.
As a matter of procedure, our office has contacted The LandTek Group, Inc. to discuss their bid. The
representative we spoke to indicated they are comfortable with the bid as submitted and there is no
objection to completing the project based on the bid prices submitted and the contract time.
Based on this information, we recommend the following actions:
Award of the contract to the low bidder, The LandTek Group, Inc. of 105 Sweeneydale Ave, Bay
Shore, NY 11706, within 60 calendar days, on a unit price basis in the total amount of

$4,019,971.00 for base bid and Addition Item A -1, items 1 -1 through 1 -23, 2 -1 through 2 -26, 3 -1
through 3 -13, 4 -1 through 4 -70, inclusive, as available funding permits. The award should be
subject to review and approval by the Borough Attorney, the review of the bid bond and surety
from the low bidder, submission of the required bonds and insurance certificates for the project,
and review and concurrence from Green Acres and Middlesex County.
2. Bids and bid securities of the second and third low bidder, Zenith Construction Services, Inc. and
Applied Landscape Technologies., be retained and held open, pending execution of the contract
agreement by The LandTek Group, Inc.
By copy of this letter, we are requesting the Borough Attorney prepare the necessary Resolution of
Award. Upon execution, please have four (4) signed and sealed copies of the resolution forwarded to
this office for further execution.

Dear Mayor and Borough Council:
Enclosed herewith please find a summary of bids received on February 4, 2022, for the above
referenced project. A total of three (3) bids were submitted, ranging from an apparent low base bid of
$3,494,971 by The LandTek Group, Inc to a high base bid of $3,794,221.60 by Applied Landscape
Technologies. The Engineer's Estimate for the base bid was $3,250,000. Please find enclosed a
complete Summary of Bids for the Council's review.

Upon analysis of the base bid as well as the base bid plus Addition A, LandTek Group, Inc. is the low
bidder for the base bid plus Addition A. It should be noted that the low bidders proposal submitted an
alternate synthetic turf material sourced from FieldTurf.
As a matter of procedure, our office has contacted The LandTek Group, Inc. to discuss their bid. The
representative we spoke to indicated they are comfortable with the bid as submitted and there is no
objection to completing the project based on the bid prices submitted and the contract time.
Based on this information, we recommend the following actions:
1. Award of the contract to the low bidder, The LandTek Group, Inc. of 105 Sweeneydale Ave, Bay
Shore, NY 11706, within 60 calendar days, on a unit price basis in the total amount of
