Savannah Beach Georgia,
August 5th, 1941
The regular meeting of Council was held today at 8 p.m. and was
attended by Mayor Jones, who presided, and Councilmen Slotin, Henry,
Ferguson, Lovell and Town Attorney Dutton.
The Mayor informed Council that he had gotten in touch with Governor
Talmadge and the State Highway Department and requested that they
make an effort to put that portion of the Tybee Road in condition, so
that the high spring tides will not come over it, and he had been
informed that the work would be done at the earliest' possible date.
The matter of unpaid business licenses came up and Council had been
notified that some had paid and some had not, and the Chief was
instructed to subpoena any operator who owed ligitimate licenses, and
had not paid, and in the matter of merchandise vending machines, for
licenses covering these machines that had not been paid that the
machines be taken lib and impounded if licenses were not paid by 4 p.m.
Wednesday, August 6th.
The Mayor informed Council that relative to the applications for
storm drainage and incinerator, he.had been informed by Public Works
Administration that they had been received and that docket numbers
had been applied to them. That in relation to the Soldiers Social
Service Center, this was operated in this vicinity at Savannah, and
was conducted under one head, and that his request for a Strom sewerage'
project a loop -hold had been discovered in Georgia Law In relation to
certificates, and this matter was referred to the Town Attorney.
The House Sewerage Project work had been held up due to the inability
to get priority release on the steel necessary for use on this project.
So far it has been impossible to get it. He had tried going through
Washington. Mr. Vinson, resident engineer of McCrary Company was still

here, ans also his assistant, Mr. Eason. That he had been in communication
with a representative of McCrary Company, and they stated that it may be
necessary to send Mr. Vinson elsewhere, but he hoped this could be
avoided. Everything on the job is up to date, such as blue prints,
surveys and some material was on hand, and just waiting for the order to
• go. Don Nicholls had taken a personal interest in the matter and had
.done everything possible to get a priority release through.
Councilman Lovell stated that, with regards to the revenue certificates,
to pay for the Storm Sewer and incinerator projects, it would cost the
Town about $1,000.00, covering principal and interest. After some
discussion Councilman Ferguson moved that in the event the Storm Sewer
and incinerator projects are erected by the Public Works Administration
that this amount be placed in the budget to provide for the Towns annual
paymenVbovering principal and interest.
Councilman Slotin moved that the following resolution be adopted.
Councilman Ferguson seconded and the motion passed._-
RESOLUTION
WHEREAS, The Mayor and Councilmen of the Town of Savannah Beach, Tybee
Island, have deposited in a special fund known as the Sanitary Sewerage
Fund the proceeds from the Sanitary Sewerage Bond election in the
Savannah Bank and Trust Company, a banking corporation in the city of
Savannah, Georgia; and,
WHEREAS, The Mayor and Councilmen of the Town of Savannah-Beach, Tybee
Island, Georgia, desire to have this fund deposited equally in two
banks in the city of Savannah, Georgia, to -wit:. The Savannah Bank and
Trust Company and the Citizens Bank and Trust Company;
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Councilmen of the .Town
of Savannah Beach, Tybee Island, Georgia,' that the Clerk of Council
open a separate account known as the Sanitary Sewerage account in the
Citizens Bank and Trust Company and withdraw from the funds now
deposited in the special account, Sanitary. Sewerage Fund, one half (1/2)
of the °amount so deposited with the Savannah Bank and Trust Company and
deposit same in the Citizens Bank and Trust Company.
Councilman Slotin suggested that some method of sweeping or cleaning
the parking area be adopted, especially for week ends. It was decided
to get literature covering this type of equipment, then see if some-

thing coul be done about it.
A petition was read from a group of property owners in the vicinity
of Izlar Avenue requesting that several low areas be filled so as not
to accumulalte water after heavy rains. It was the opinion of Council
that nothing could be done at this time, but as soon as possible, and
effort would be made to correct this condition.
A petition lwas read. from D.J. Sheehan relative to the sewer line
running thtough his lot on the inlet, and requested that he ba allowed
full payment of his 1941 taxes against same. Councilman Slotin moved
that his petition be declined, and also that the previous opinion
rendered by the Town Attorney relating to the pipe running across his
property that the Town was not liable. Councilman Lovell seconded
and the motion passed.
There bein4 no further business the meeting adjourned, subject to
the call of the Mayor.
