Golf Course Advisory Committee Meeting

The minutes of the September 9, 1998, meeting were reviewed and approved as written.
Old Business:
► Dan Pillard reported that the drilling of the new well should start anytime. He has advised
the contractors that this project needs to be done prior to month -end.
New Business:
► 1999 golf course fee structure: Due to the quality of the course under Dan's supervision,
the Committee feels there should be little or no change in pricing for the 1999 golf season.
We can still increase revenues with an increase in play. The estimated revenues and
operating expenditures for the 1998 season were reviewed. The fee structure was also
reviewed. It is recommended to the City Council for approval that the 1999 fee structure
be as follows:
Green Fees:
Monday - Thursday
9 Holes $13.00 (no change)
18 Holes (before 2:00 p.m.) $24.00 (no change)
18 Holes (after 2:00 p.m.) $18.00 (new)
Twilight (after 5:00 p.m.) $15.00 ($2.00 increase)
Green Fees: Fridays, Weekends & Holidays
9 Holes $15.00 (no change)
18 Holes (before 2:00 p.m.) $28.00 (no change)

Harry Simpson made the motion to set the 1999 fees as outlined; seconded by Jeanne
Campbell. Jeff Goodman voted nay; the motion passed.
The motion was made by Chairman Max Williamson, seconded by Harry Simpson and
passed unanimously that there be no change in the trail fees and locker rental for the 1999
season. It is recommended to the City Council that they are to remain at:
Private Carts: Annual Trail Fee
Daily Fee (9 Holes)
Daily Fee (18 Holes)

$ 14.00 (no change)
Lockers: Season $ 30.00 (no change)
► A written request from Roger Ross for refund of his 1998 season pass due to injury was
reviewed. The motion was made by Jeanne Campbell, seconded by Chairman Max
Williamson and passed unanimously that the City refund Mr. Ross's 1998 season pass
(Mon.-Thurs) $300.00+tax, less $24.00+tax for 1 round played. This equates to a
$289.80 refund.
► A verbal request submitted by Jeanne Campbell from the Donnelly Merchants Association
asking to establish a weekly playing time for their organization was discussed. The
committee is in accord with the request and asks that Head Pro Carl Hoss do all he can to
accommodate this group, along with any future requests from other interested local
organizations. This should help increase our season pass sales as the Donnelly Merchants
Association members have been buying their season passes and playing at Meadow Creek
in the past.
► Mike DeBoer of "In Idaho Vacation Services" is still interested in entering into contract
with the City of McCall to provide a tee time reservation service for their customers. The
Committee is not familiar with the program and will contact Mr. DeBoer to request that
he make a presentation at the December 1998 meeting for consideration and
recommendation.
Staff Reports:
► Dan Pillard received a letter from Peter O'Neill regarding the low water level of the ponds
on Cedar at times over the summer Dan advised this was done to save water costs and
help maintain the golf course and that the new well should eliminate this problem in the
future. Dan has so responded to Mr. O'Neill.
► Dan also reported that the City has fulfilled its obligation with the McCall Men's Golf
Association for $4,900.00 to improve drainage on the course in exchange for their monies
for cart path repair.

► Mary Clemmer reviewed her income figures with the Committee for the 1998 season to
date. She is presently ahead of last season's revenues and slightly ahead of 1993, her best
season. Mary advises she served 438 dinners under her 1998 program and this should
continue to increase in future years. The air conditioning has helped tremendously.
► Carl Hoss provided a month -by -month revenue and play comparison for 1997 vs. 1998
seasons based on the City's fiscal year end. The City FYE 1998 was - $24.5M over FYE
1997. 1998 season pass and punch card sales were also reviewed with the
recommendation being made to eliminate punch cards for next year due to poor public
reception. May and June rains withstanding, the 1998 golf season has been successful.
The meeting scheduled for November 1998 is cancelled by the Chairman because some committee
members will be out of town and the presentation from "In Idaho Vacation Services" can not be
scheduled for November as originally planned.

POLICY STATEMENT
CITY OF MCCALL, IDAHO
REGARDING REFUNDS ON GOLF SEASON PASSES
I. PURPOSE:
The purpose of this policy is to ensure fairness in the
refunding of golf pass funds by persons who may have purchased a
pass and were unable to use it.
II. POLICY:
Persons wishing to secure a refund must apply to the City in
writing outlining the reasons and conditions which did not permit
them to use the pass. This application will be reviewed by the
Golf Committee and their recommendation acted upon by the City
Council.
It is the policy of the city to issue refunds only based on
physical injury, disability, or death subsequent to the purchase
of the pass. Relocation, change of plans and other matters of
personal choice shall not be the basis for any refund.
No refund will be made for any pass used 7 times or more.
For passes used 6 or fewer times, daily greens fees will be
deducted from the purchase price for each time the pass was used.
For example, a Pass costing $300, if
used 6 times, if the daily fee were $20 per round,
would result in a refund of $300 - 120 = $180.
No refunds will be issued prior to the closure of the golf
course for the season. No refunds will be made after December 31
for the prior year.
The City may permit the pass payment to be extended to the
next season's golf play or a cash refund of the unused portion of
the pass payment, at the passholder's option.
III. EXCEPTIONS:
