Old Business: ► Dan Pillard reported that the drilling of the new well should start anytime. He has advised the contractors that this project needs to be done prior to month -end. New Business: ► 1999 golf course fee structure: Due to the quality of the course under Dan's supervision, the Committee feels there should be little or no change in pricing for the 1999 golf season. We can still increase revenues with an increase in play. The estimated revenues and operating expenditures for the 1998 season were reviewed. The fee structure was also reviewed. It is recommended to the City Council for approval that the 1999 fee structure be as follows: Green Fees: Monday - Thursday 9 Holes $13.00 (no change) 18 Holes (before 2:00 p.m.) $24.00 (no change) 18 Holes (after 2:00 p.m.) $18.00 (new) Twilight (after 5:00 p.m.) $15.00 ($2.00 increase) Green Fees: Fridays, Weekends & Holidays 9 Holes $15.00 (no change) 18 Holes (before 2:00 p.m.) $28.00 (no change) 18 Holes (after 2:00 p.m.) $22.00 (new) Twilight (after 5:00 p.m.) $17.00 ($4.00 increase) Season Pass: Single $400.00 (no change) Single (Mon.-Thurs., excluding holidays) $300.00 (no change) College Student $155.00 (no change) Junior $150.00 (no change) McCall -Donnelly Sch. Golf Course Advisory Committee Meeting September 9, 1998 page 2 Harry Simpson made the motion to set the 1999 fees as outlined; seconded by Jeanne Campbell. Jeff Goodman voted nay; the motion passed. The motion was made by Chairman Max Williamson, seconded by Harry Simpson and passed unanimously that there be no change in the trail fees and locker rental for the 1999 season. It is recommended to the City Council that they are to remain at: Private Carts: Annual Trail Fee Daily Fee (9 Holes) Daily Fee (18 Holes) $175.00 (no change) $ 8.00 (no change) $ 14.00 (no change) Lockers: Season $ 30.00 (no change) ► A written request from Roger Ross for refund of his 1998 season pass due to injury was reviewed. The motion was made by Jeanne Campbell, seconded by Chairman Max Williamson and passed unanimously that the City refund Mr. Ross's 1998 season pass (Mon.-Thurs) $300.00+tax, less $24.00+tax for 1 round played. This equates to a $289.80 refund. ► A verbal request submitted by Jeanne Campbell from the Donnelly Merchants Association asking to establish a weekly playing time for their organization was discussed. The committee is in accord with the request and asks that Head Pro Carl Hoss do all he can to accommodate this group, along with any future requests from other interested local organizations. This should help increase our season pass sales as the Donnelly Merchants Association members have been buying their season passes and playing at Meadow Creek in the past. ► Mike DeBoer of "In Idaho Vacation Services" is still interested in entering into contract with the City of McCall to provide a tee time reservation service for their customers. The Committee is not familiar with the program and will contact Mr. DeBoer to request that he make a presentation at the December 1998 meeting for consideration and recommendation. Staff Reports: ► Dan Pillard received a letter from Peter O'Neill regarding the low water level of the ponds on Cedar at times over the summer Dan advised this was done to save water costs and help maintain the golf course and that the new well should eliminate this problem in the future. Dan has so responded to Mr. O'Neill. ► Dan also reported that the City has fulfilled its obligation with the McCall Men's Golf Association for $4,900.00 to improve drainage on the course in exchange for their monies for cart path repair. Golf Course Advisory Committee Meeting September 9, 1998 page 3 ► Mary Clemmer reviewed her income figures with the Committee for the 1998 season to date. She is presently ahead of last season's revenues and slightly ahead of 1993, her best season. Mary advises she served 438 dinners under her 1998 program and this should continue to increase in future years. The air conditioning has helped tremendously. ► Carl Hoss provided a month -by -month revenue and play comparison for 1997 vs. 1998 seasons based on the City's fiscal year end. The City FYE 1998 was - $24.5M over FYE 1997. 1998 season pass and punch card sales were also reviewed with the recommendation being made to eliminate punch cards for next year due to poor public reception. May and June rains withstanding, the 1998 golf season has been successful. The meeting scheduled for November 1998 is cancelled by the Chairman because some committee members will be out of town and the presentation from "In Idaho Vacation Services" can not be scheduled for November as originally planned. i2-9-?d Max Williamson, Chairman McCall Golf Course City Fiscal -Year 1997 vs. 1998 Month -by -Month Green Season Punch Trail Locker Tourney Sales Fees Passes Cards Fees Fees Fees Tax TOTAL 1997: Oct. 1-17, 1996 9,040 452 9,492 1998: Oct. 1-31, 1997 8,992 20 450 9,463 1997: Pre -Season Passes 45,600 2,235 47,835 1998: Pre -Season Passes 1,600 80 1,680 1997: May 15-31st 1998: May 15-31st 15,011 38,170 10,333 1,020 3,227 67,761 4,672 63,345 630 7,728 930 3,865 81,170 1997: June 34,135 18,170 2,773 260 2,420 2,769 60,527 1998: June 28,874 30,470 2,580 5,034 810 4,560 3,388 75,716 1997: July 79,871 5,110 955 80 2,950 4,301 93,227 1998: July 94,605 8,025 2,080 1,679 150 4,250 5,327 116,116 1997: August 102,111 495 317 60 660 5,016 108,659 1998: August 102,165 780 349 1,300 5,165 109,759 1997: September 1998: September 36,729 51.654 112 20 2,270 1,888 41,019 190 170 30 4,560 2,602 59,206 1997: Total 276,897 107,545 14,490 1,460 8,300 19,886 428,558 1998: Total 290,962 104,220 5,480 14,960 1,940 14,670 20,878 453,110 McCall Golf Course City Fiscal -Year 1997 vs. 1998 Month by Month Page 2 of 2 Rounds Played: 18 Holes 9 Holes Twilight Passes Tourney TOTAL Days/#Rain/% 1997: Oct. 1-17, 1996 303 229 686 1,218 17/5/30% 1998: Oct. 1-31, 1997 244 207 636 1,177 31/14/46% 1997: May 15-31st 1998: May 15-31st 461 211 981 156 1,809 17/9/53% 240 50 28 555 873 17/12/71%* 1997: June 1,152 546 2,330 812 4,840 30/9/30% 1998: June 744 535 165 2,010 912 4,366 30/12/40% 1997: July 2,462 1,400 2,423 1,494 7,779 31/7/23% 1998: July 2,617 1,230 683 2,864 1,352 8,746 31/6/20% 1997: August 3,192 1,294 2,548 720 7,754 31/6/20% 1998: August 2,929 1,270 764 2,885 712 8,560 31/0/0% 1997: September 1,141 556 1,491 908 4,096 30/12/40% 1998: September 1,440 513 283 1,833 912 4,981 30/6/20% 1997: Total 8,711 4,236 10,459 4,090 27,496 156/48/31% 1998: Total 8,214 3,805 1,923 10,783 3,888 28,703 170/50/30% *5/15-5/31/98: Course closed 5 days due to weather; IdahoBSU Challenge Matches slated for 5/30-31 cancelled due to weather and rescheduled for June, which downsized the tournament field from previous years. DRAFT 1-25-94 AMENDED 3-2-94 AMENDED 3-11-94 POLICY STATEMENT CITY OF MCCALL, IDAHO REGARDING REFUNDS ON GOLF SEASON PASSES I. PURPOSE: The purpose of this policy is to ensure fairness in the refunding of golf pass funds by persons who may have purchased a pass and were unable to use it. II. POLICY: Persons wishing to secure a refund must apply to the City in writing outlining the reasons and conditions which did not permit them to use the pass. This application will be reviewed by the Golf Committee and their recommendation acted upon by the City Council. It is the policy of the city to issue refunds only based on physical injury, disability, or death subsequent to the purchase of the pass. Relocation, change of plans and other matters of personal choice shall not be the basis for any refund. No refund will be made for any pass used 7 times or more. For passes used 6 or fewer times, daily greens fees will be deducted from the purchase price for each time the pass was used. For example, a Pass costing $300, if used 6 times, if the daily fee were $20 per round, would result in a refund of $300 - 120 = $180. No refunds will be issued prior to the closure of the golf course for the season. No refunds will be made after December 31 for the prior year. The City may permit the pass payment to be extended to the next season's golf play or a cash refund of the unused portion of the pass payment, at the passholder's option. III. EXCEPTIONS: There are no exceptions to this policy. ct` ADOPTED BY THE,MCCALL CITY COUNCIL, THIS THE YEAR 19 MAYOR %/ DAY OF 02'. ./ W„,
