In the event the owner or owners above named fail to construct said sideynalh an _,bove directed, then the City of Jefferson under the power and authority given it by its Charter and Ordinances, will construct said sidewalk and will issue a speei .l tax bill against said property for the cost of the construction of said sidewalk, which said special tax bill will be a lien against the property above described.
