HomeMy Public PortalAbout20120315TybeeIslandBeachTaskForceTybee Island Beach Task Force Minutes March 15, 2012 Members Present: Amy Lanier, Freda Rutherford, Cecil DeLorme, Mary McCracken, John Wylly, Arnie Seyden, Joe Richardson, Bert Adams Visitors/Ex-O fficios Present: Paul Wolff, Bill Garbett, Diane Schleicher and Jason Buelterman Call to Order: Amy Lanier called the meeting to order at 11:45AM Approval of Minutes: Arnie Seyden made a motion to approve December 15, 2011, January 19, 2012 and February16, 2012 (as amended) minutes. Bert Adams seconded. Vote was unanimous. Bert Adams made a motion to approve the election of officers as proposed. John Wylly seconded. Vote was unanimous. Harvey Ferrell as chair and Amy Lanier as vice-chair. Old Business Mayor’s Update. Mayor Buelterman stated he had a meeting with Colonel Hall, US Corp of Engineers (COE). Colonel Hall indicated that there might be a problem with Tybee Island receiving funds for the LLR. He further stated that after writing several letters there is now $150,000 in the president’s budget for the LLR. He suggested that Tybee Island continue working with the county educating them on the importance of this project. He is concerned that SPLOST will not pass this year. Mr. Wolff stated that it would be in the best interest of Tybee Island for residents to vote for TSPLOST as widening both Bull River and Lazaretto Bridges and adding a bike lane is a high priority. If TSPLOST passes the bridges will be widened. Mayor Buelterman stated that he has met with the governor and is working with Ben Watson to coordinate a visit by the governor to Tybee Island. Ms. Lanier stated that Hilton Head is gearing up for a beach re-nourishment in 2015 and they would be open to cost sharing for the project. Ms. Rutherford feels we need an evaluation of the last re-nourishment. Ms. Lanier stated that she had a telephone conversation with Erik Olsen and he stated that with the last re-nourishment they had over filled the template at 2nd Street as this is a hot spot on the front beach. Mr. Seyden stated that Alan Garrett has a handle on this study and understands the problems at Tybee Island. Mayor Buelterman stated that the cost for LLR for the 2015 re-nourishment is $247,116.96 and our share is $97,000.00 which is a 60/40 split. Ms. Adams feels that the reason the independent engineer came to Tybee Island was to give us suggestions on how to proceed independently. There has been no determination on the status of the engineer. EriK Olson mailed a Tybee Island Erosion Control Project which was done in 1998. He reviewed the alternatives on what to do with the hot spot on 2nd. Ms. Adams feels we need to find an ideal template for re-nourishment. She also feels we need to contact the COE to see the results of the over fill at the hot spot on 2nd Street. She is also not opposed to putting in t-groins/hardware to assist with these areas. Ms. McCracken suggested that we have a telephone conference with the engineers at a future BTF meeting to discuss the pros and cons of the t-groin/hardware at the hot spots. Ms. Adams stated that we would still have to pay for their time. Mayor Buelterman stated that there are two different topics on the table: (1) overfill and (2) t-groins, if it would work. Ms. Adams stated that both Erik Olson and DNR do not want us to put hardware on the beach but rather add more sand on the beach or use sanding fencing to address erosion. We still need to evaluate and compare the last over fill. Mr. Seyden asked Ms. Lanier what the COE recommended in regards to the hot spots. She stated that the COE’s project does not call for any hardware at 2nd Street. Ms. McCracken stated that the COE is using rock at Cockspur Lighthouse to help with erosion. Mayor Buelterman had a discussion regarding a dune crossover at Anchor Park on Butler. As a result the following motions were made and will be set on the upcoming city council agenda: Bert Adams made a motion to recommend to Tybee Island City Council that a dune crossover be erected at the curve near the anchor access point at Butler Avenue to assist in capturing sand and to funnel foot traffic off the dunes and onto the crossover. Joe Richardson seconded. Vote was unanimous. Bert Adams made a motion to recommend to Tybee Island City Council contact the Department of Natural Resources to meet with the city Manager and representatives from the Department of Public Works to come up with a sand fencing plan for Tybee Island that will develop a scheme that facilitates the development of sand dunes. Bill Sprague seconded. Vote was unanimous. Sub Committee Reports State Funding Committee. Ms. Adams met with Ben Watson and will have a meeting after Easter to discuss funding for the re-nourishment. Mr. Sprague asked the status of the motion sent to mayor and council regarding bringing a suit against the federal government. Ms. Lanier replied she did not have an update as it was discussed during executive session but she feels council does not want to go into litigation against the federal government. Ms. Adams concurred. Mr. Wolff stated that the risks outweigh any potential benefits. Cockspur Lighthouse. John Wylly gave an update on the lighthouse. Plans and specification are ready to build a horseshoe around the lighthouse and bids are to be released soon. Project is to start October 1, 2012 and completed by June 2013. Meeting adjourned at 1:00PM.
