HomeMy Public PortalAbout2013-09-12 HPC Minutes Village of Plainfield Special Meeting of the Historic Preservation Commission Record of Minutes Date: September 1 2 , 2013 Location: Village Hall CALL TO ORDER, ROLL CALL , PLEDGE Chairman Bortel called the meeting to order at 7:0 0 p.m. Roll call was taken; Commissioners Schmidt , Derrick , Hendricksen, Hagen , Rapp and Chairman Bortel were present. Commissioners Kachel, Olsen, and Buchannan w ere absent. Michael Garrigan, Village Planner and Merrilee Trotz, Recording Secretary w ere present. Ch airman Bortel led the pledge to the flag. APPROVAL OF AGENDA Commissioner Hendricksen made a motion to add the COA for 24215 W Lockport to Old Business. Commissioner Hagen seconded the motion. Roll Call Vote: Schmidt, yes ; Derrick , yes ; Rapp , yes; H agen, yes; Hendricksen, yes; Bortel, yes. Motion carried 6 -0 . APPROVAL OF MINUTES: Commissioner Schmidt made moti on to approve the minutes from August 22 , 2013 . Commissioner Hagen seconded the motion. Voice vote . All in favor. 0 opposed . Motion carried. CHAIR’S COMM ENTS: Chairman Bortel mentioned the Plainfield website is near completion with the coordination between the downtown historic register district and QR codes ; once the website is prepared a letter will be sent to the downtown busines ses and Commissioners will visit the businesses offering distribution of the brochure s to the businesses to handout to their customers . COMMISSIONERS COMMENTS: Commissioner Hendricksen mentioned the article in the Enterprise PUBLIC COMMENT: (Items no t on the Agenda) No one approached the microphone. STAFF REPORT: Mr. Garrigan indicated there have been no new applications for any new demolition; staff has received a landmark application for 24010 W Commercial; staff has met with a developer regarding 15307 S Route 59 so this property continues to be on the watch list; otherwise the watch list remains the same. A walk through is scheduled for the Trolley barn at the end of this month; staff is working with the owner and a prospective purchaser of the Trolley barn; Old St. Mary Church or Baci building is under contract for a new restaurant and staff is working with the applicant regarding restoration of the windows. Staff reached a compromise with Mr. Zimmerman to maintain the clapboard on the house a nd maintain the Historic Preservation Commission Minutes Se ptember 1 2 , 2013 Page 2 of 3 original windows on Lockport Street and the western elevation. Vinyl clad windows will be installed on t he rear and western elevation. Chairman Bortel explained the reason the commission will consider the landmark of 24010 W Commerci al is to allow the possibility of receiv ing the benefit of the tax freeze; further explaining that if t he restoration does not follow the Secretary of Interior Standards the property cannot be eligible for the tax freeze. Chairman Bortel mentioned the h ouse north of Overman Jones has been purchased by a gentleman who plans to operate a florist shop on the first floor and the second floor will be used as an apartment. OLD BUSINESS Case No. 1627 -072313.HPC (COA) 24 215 W Lockport Street Commissioner Hen dricksen stated staff has made an agreement with the owner of the property at 24215 W Lockport regarding the Certificate of Appropriateness ; the Commission would like to prepare a letter of agreement also for the Certificate of Appropriateness. NEW BUSINE SS Case No . 1629 -073013.HPC/DEMO Kelley Demolition Commissioner Hendricksen made a motion to open the public hearing. Commissioner Rapp seconded the motion. Vote by roll call: Hagen, yes; Derrick, yes; Schmidt, yes; Rapp, yes; Hendricksen, yes; Bortel, yes. Motion carried 6 -0 Mr. Garrigan stated this is a public hearing being heard pursuant to public notice being published and in accordance with all state statutes and applicable local ordinances. Th e applicant is requesting demolition of the main ba rn at the property commonly known as 12002 S Essington Rd. This farmstead was settled by David Dague sometime between 1850’s to the 1880’s. There is an opinion that the barn dates back to circa 1860. The barn has been identified as a potential local lan dmark in the Village’s Rural Survey. The house on the farmstead is an excellent example of a brick “Italianate” house and has also been identified as a potential landmark. Mr. Garrigan reviewed the findings of fact . While the subject property has been id entified as a potential landmark in the Village’s Rural Survey, there remains a real question about whether the current condition of this barn would provide any practical potential of an adaptive re -use. The subject barn is currently in poor condition with an immediate need to replace the existing roof and much of the original siding. The applicant has identified the fact that she has no intention of restoring the barn and has no use for the subject building . Mr. Garrigan mentioned the letter which was rec eived from the structural engineer which related the integrity of the building. It is Staff’s recommendation to approve the proposed demolition of the main barn located at 12002 S Essington Road. Chairman Bortel swore in Mary Kelley, 23507 W 127 th Stree t, owner. Commissioner Hendricksen asked if there was any arrangement for the foundation stone. Ms. Kelley stated she did not have plans at this time but indicated the stone would not go in to a landfill. Commissioner Hendricksen wondered it if was pos sible this stone could be used in other community projects. Ms. Kelley indicated she would consider it among her options. Ms. Kelley indicated she is taking one step at a time; right now she is concerned with the demolition in a recycling type way; the next step would be to build an end wall for the one story shed portion that is still being used. Ms. Kelley thought there might be an Ag exemption or something in her a nnexation agreement to treat any restrictions in some way. Mr. Garrigan stated the question is whether this would fall in with our legal non -conforming existing building; mentioned there may be some exemptions under the building code because it is an agri culture building. Ms. Kelley stated there is no water or electric going to that building now and water and electric will not be added as it is simply a storage shed for equipment; and the only addition would be the end wall. Mr. Garrigan stated if Ms. K elley was expecting to expand or rebuild the structure it would be a different analysis. Commissioner Derrick sought clarification as to whether this barn was a contributing element to the Limestone Farmstead Thematic District. Mr. Garrigan explained th e survey suggests the formation of a thematic limestone farmstead district; the Grill -Weinhold, Clarkson and Herzog farmsteads could form a thematic district . Commissioner Derrick expressed concern that a major contributing element was potentially going t o be lost and would weaken this thematic district. Commissioner Hendricksen mentioned that Ms. Kelley is going to recycle the material; explained it is very difficult to maintain these barns when the barn no longer serves a purpose. Commissioner Derrick made a motion to close the public hearing. Commissioner Hendricksen seconded the motion. Voice vote . All in favor. 0 opposed. Motion carried. Commissioner Hendricksen made a motion to recommend approval of the proposed demolition of the main barn lo cated at 12002 S Essington Road. Commissioner Schmidt seconded the motion. Vote by roll call: Derrick, yes; Rapp, yes; Hagen, yes; Schmidt, yes; Hendricksen, yes; Bortel, yes. Motion carried 6 -0.
