The Agenda Meeting of the Mayor and Council of the Borough of AGENDA MEETING
Carteret, preceding the Regular Meeting February 24, 2022, was held
Thursday, February 10, 2022, at approximately 6:00 p.m. remotely, via
telephone call -in.
The following were noted present: ROLL CALL
Councilmember Vincent Bellino

Also noted present were Carmela Pogorzelski, Municipal Clerk and
Robert J. Bergen, Esq., Law Director.
Noted absent was Mayor Reiman. NOTED ABSENT
The meeting was opened with a moment of silent prayer and the PRAYER, PLEDGE
Pledge of Allegiance led by Council President Diaz. OF ALLEGIANCE
The 2022 Annual Notice was emailed to The Home News Tribune, STATEMENT OF
The Star Ledger and posted on the bulletin board and on the doors of MEE'T'ING NOTICE
the Memorial Municipal Building on January 11, 2022. Notice was
published in The Home News Tribune and The Star Ledger on January
14, 2022. All items being voted on tonight were posted on the
Borough's website, www.carteret.net prior to tonight's meeting.
Upon MMS &C, by Councilmembers Bellino and Naples and APPROVAL
unanimous affirmative vote of the full membership present, the OF MINUTES
minutes of January 31, 2022 were approved as transcribed and
engrossed by the Clerk.

a) 2022 Annual SID I & II Budgets
PUBLIC HEARING Upon MMS &C, by Councilmembers Bellino and Naples and
2022 ANNUAL SID I unanimous affirmative vote of the four (4) Councilmembers present
& SID II BUDGET the Public Hearing on the 2022 Annual SID I & II Budgets was open.
Councilmember DiMascio abstained.
There being no comments or objections Council President Diaz
HEARING CLOSED declared the Public Hearing on the 2022 Annual SID I & II Budgets to
be closed, upon MMS &C, by Councilmembers Bellino and Naples and
unanimous affirmative vote of the four (4) Councilmembers present.
Councilmember DiMascio abstained.
ORDINANCE #22 -2 ORDINANCE #22 -2 was introduced and adopted on First Reading
CAP BANK and the Clerk authorized and directed to advertise same for Public
ORDINANCE Hearing, upon MMS &C, by Councilmembers Bellino and Naples.
Upon individual roll call vote, Councilmembers Bellino, Diaz,
DiMascio, Johal and Naples voted in the affirmative.

AUTHORIZING and the Clerk authorized and directed to advertise same for Public
PARKING GARAGE Hearing, upon MMS &C, by Councilmembers Bellino and Johal.
LEASE AGREEMENTS Upon individual roll call vote, Councilmembers Bellino, Diaz,
BLK. 6704, LT. 6.02 DiMascio, Johal and Naples voted in the affirmative.

Upon individual roll call vote, Councilmembers Bellino, Diaz,
DiMascio, Jobal and Naples voted in the affirmative.

The Municipal Clerk stated that Ordinance #22 -1 was introduced and
adopted on First Reading on January 31, 2022. It was duly published
in the Home News Tribune on February 3, 2022, with notice that it
will be considered for final passage after Public Hearing to be held on
February 10, 2022 at approximately 6:00 p.m. The Ordinance was
posted on the bulletin board and copies were made available to the
general public and according to law, she read the Ordinance by title.
Upon MMS &C, by Councilmember Bellino and Naples and
unanimous affirmative vote of the full membership present, Council
President Diaz declared the Public Hearing to be open.
Council President Diaz said this is for the Romanowski road
expansion.
There being no further comments or objections to the Ordinance,
Council President Diaz declared the Public Hearing to be closed, upon
MMS &C, by Councilmembers Naples and Bellino and unanimous
affirmative vote of the full membership present.
