A .special meeting of the council was held today at
4;04 P.M., and was attended by Maybrx Jones, who presided and
Councilmen Walsh, Henry, Fergurson, Biotin, Lovell, Daniels and
Town Attorney Dutton.
The meeting was called for the purpose of changing the
time of the regular meetings of the council.
Councilman Fergurson moved that the time of holding
the regular meeting of town council be changed to 4:OO P.M., on
the first Tuesday of each month effective October 7. Councilman

The regular meeting of council was held today at 4:OO P.M.
and was attended by Mayor Jones, who presided and Councilmen Walsh,
Henry, Fergurson, Siotin, Lovell, Daniels, and Town Attorney Dutton.
Also by Mr. Pitman, Mr. Little, and Mr. Bacon, of
the Works Progress Administration, and G. R. Vinson, of the J. B.
McCrary Company.
The Mayor offered the Towns fullest cooperation in Con-
nection with the sewarge project that was about to begin, Mr. Pitman

stated that there were several points to be cleared up as the present

projectAoannot be put on a -full time schedule. The next was the use
of water and asked%[the Town would be able to get this from Fort
Screven. It was estimated that a distance of 14S feet be required
to connect up the Fort Screven line. Mr. Pitman also stated that
the W.P.A. *could not accept the obligation to finish the project ,
and that installation would be made when the treatment plant was
finished, Councilman Biotin stated that it would be well if they
could avoid tearing up the streets in the bus1nesa °:section:during the
busy season and as3 if this could be avoided. Mr. Vinson stated
that it could be, and that it would be kept in mind.
Councilman Slotin moved that if it is found that the
mules cannot be put to any use in connection with the sewerage pro-
ject or any other kind of work in which they could be used that
theimeYor be authorized to advertise and sell them. Councilman
Henry second and the motion passed.
The Mayor informed council as regards the recreation
center the original idea was the municipality would furnish the
site and retain title to same, the government would furnish the
improvements and, or erect suitable building and when the present
emergency is over the property would revert back to the community.
This was under the Publio Works Administration but that now under the
new setup the army is taking over from the W.P.A. to operate these
centers themselves, and that they want the municipality to furnish
the land and convey this to the government. The government to reef-
plate the concession% etc., and when the emergency is over the
government will sell the property but will give preference tithe
municipality. The Mayor ask for instructions as to what to do.
Councilman Walsh moved that as this would not be to the Towns
terests that the Mayor be instructed not to go into it. Counoilman

Councilman Walsh informed council that Mr. 0. H. Strong
had petid for an adjustment on the assessments on the building
upon Tilton Streetswhch was damaged during the storm of August, 1940.
It was brought out that this improvement had been reduced to $500
from an original assessment of$$2050 on improvements. A petition
was received from W. T. Veronee, who resigned, effective September 30
as Lieut. of Police, that he be payed the time for the two weeks va-
cation that he did not take. Captain Daniels moved that in consider-
ation of his long length of time Mr. Veronee was employed by the
Town that he be given two weeks pay. Councilman Walsh second and
the motion passed.
A petition was received from William G. Kendrick, who

requested that he be payed salary to cover the vacation period, „which
he did not take. Councilman Henry moved that Mr. Kendrick be payed
one weeks salary as his connection with the Town was :' diart duration.
Councilman Fergurson second it and the motion passed.
Councilman Henry moved that the salary of Chief of Police
Stewart be raised $10 per month effective September 15, 1941 and
that this increase does not exceed the budget°allowanoe for the
police department for 1941. Councilman Walsh seconded and the motion
passed.
Plan's and specifications were presented by Mr. Vinson
for the jail and fire station. He stated that he had put out pegiestf
for bids for the oonstrution of this building and that only one was
received and that was way out of line. He estimated cost of building
was $4,252.74, that the estimated cost of the labor was 3953, which
was included in the above amount, and that the cell blocks would

cost extra. Councilman Henry moved that the Town undertake to
build the jail at a cost of not over $4,252.74 as no bide were in
line with the proposed cost and also that the Town Attorney examine
the title to the site on which the building will be erected.
Councilman Fergurson seconded the motion and the motion was passed.
Councilman Biotin moved that the Mayor and a committee
select the exact location on which the jail and fire station is'to
be built. Council Walsh seconded and the motion passed.
Council Fergurson called attention to the need in some
parts of the Town of more fire protection for new buildings that
have gone up in the pant several years, but it was the consensus
of the opinion of council that new plugs cannot be installed at this
time.
Councilman Slotion stated that as a suggestion when the
new sewer system is installed there will be a surplus of septic
tanks and it would be a good idea if some plan could be worked out
so that the property owners can sell these tanks to some organiza-
tion or individual, and realize something on them. This was received
as information.
Mr. Dutton stated that Mr. B. P. Hosts had complained
about the taxes placed on his property on Second Avenue and stated
that he was being over taxed. Councilman Walsh moved that 1941'
taxee =gin lot' 26-=B Ward =3..be. -'cancelled, sp provided they were paid
within 30 days. Councilman Slotin seconded and the motion passed.
Councilman Lovell called attention to the bad condition
of the baatayes behind the seawall between Tilton Avenue and First
Street. Some of them have rusted out and also the steps attached
to the seawall in this area are in bad condition and are danger-
ous. They should be either taken out and the openingA closed or

repaired. The Clerk of Council was instructed to pay The Espy
Paving and Construction Company $200 on account of the work done
by them on the backfilling of the seawall between 1ffith and 19th
Streets, and advise them that the balance will be paid just as
quickly as possible.
Councilman Siotin stated.that he had been approached
by Mr. E. B. Izlar asking that some of the cost�on the property
owned by him and sold-at the court house last November be reduced.
He stated that he agreed to c.canoCl the interest charge of $10.27
making the net amount due by Mr. Izlar to April 30, 1942 $145.70.
Councilman Walsh moved that this be authorized, Councilman Fer
gurson seconded and the motion passed.
Councilman Slotin°.presented bills for purchases of
materials for the Town for September amounting to $1091;.98 and
recommended that they be paid. Councilman Henry moved for the
payment of same, Councilman Fergurson seconded and the motion
passed.
Councilman Henry moved that effective October 7, 1941 -
until April 1, 1942 that the Town not collect any more charges for
the use of the parking area. Councilman Fergurson seconded and
the motion passed.
The pollee oommitte reported that Mr. R. Rankin and
Mr. C. E. Todd were employed as new policemen to relieve W. T.
Veronee and W. G. Kendrick, who resigned from the police depart-
ment. Also council was informed that Lucile Wilson was employed
October 16 as assistant to the Clerk of Council to succeed Mrs.
Marion Meeks, who resigned. Councilman Henry moved that the
position of Lieut. of Police be abolished, effective at once.
Councilman Fergurson seconded and the motion passed.

The Mayor read a report of Mrs. McMillan, who attented
the beauty pagent in Atlantis City, in oonneotion with the repre-
sentives from Savannah Beaoh. It was stated that Savannah Beach
made a very creditable showing at the pagent, and that an effort
. would be made to get ;;a'y franchise for Savannah Beach for next
year. Governor Talmadge expressed a desire to furnish some financial
.assistance. It was stated that next yearsfranchise would either
be awarded to Atlanta or Savannah Beaoh.
Councilman Henry moved that the following resolution
be passed.

RESOLUTION
WHEREAS on the eighth day of October, 1941, the Mayor
and Councilmen of the Town of Savannah Beaoh, Tybee Island, in
Coijnoil assembled, passed a resolution requesting the Representa-
tives from Chatham County, Georgia, and the Senator from the First
Senatorial District of Georgia, in the Legislature of the State '
of Georgia to introduce in the 1941 Session of. the General Assembly
of Georgia an Act authorizing The Mayor and Councilmen of the
Town of Savannah Beach, Tybee Island, to deed, transfer.and quit-
claim by resolution to any property owner who has contributed an
aliquot part of the cost of the erection of the sea wall from the
northern oorner of Second Street to the northern corner of Four-
teenth Street along the Strand all of.the right, title and interest
of the said municipality in and to that portion of the Strand
-whio1 remains abutting the property of such property owner eastwardly
to within eighteen (IS) feet of the sea wall; and,

AREAS an Act was introduced, passed and approved by
His Excellency the Governor, Eugene Talmadge, giving The Mayor
and Councilmen of the Town of Savannah Beach, Tybee Island, Georgia,
the authority hereinabove requested by previous resolution;
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council-
men of the Town of Savannah Beach, Tybee Island, in Council assem-
bled, that the Mayor be and he is hereby authorized to deed, transfer
and quit -claim to any property owner who has contributed an aliquot
part of the cost of the erection of the sea wall, i.e. $2.50 per
linial foot, from the northern corner of Second Street to the
northern corner of Fourteenth Street along the Strand all of the
right, title and interest of the said municipality in and to that .
portion of the Strand which remains abutting the property of such
property owner eastwardly to within eighteen (16) feet of the sea
wall, the Clerk of Council attesting, on behalf of the Mayor and
Councilmen, the Mayorrs,.signature and affixing the seal of the
municipal corporation to each and every deed. This authority is
hereby given to the Mayor and the Clerk of Council for any deeds
which they have already executed in compliance with the said Act
_granting them authority from and after the passage of the said Act
by the General Assembly of the State of Georgia.
Councilman Slotin moved that the following resolution
be passed.

RESOLUTION
WHEREAS, in accordance with the Charter of the Town
of Savannah Beach, Tybee Island, and the amendments thereto, the
regular general election for the Mayor and Councilmen of the Town
of Savannah Beach, Tybee Island, will be held on the first Monday

in April, to wit, April 6, 1942; and,
WHEREAS, Section 6 of the Act amending the Charter of
the Town of Savannah Beach, Tybee Island, approved March 24, 1939,
requires that the Clerk of Council shall open the registration.. list
of voters at the Town Hall at Savannah Beach, Tybee Island,. ninety
(90) days prior to the first Monday in March of each year in which
an eleotion'is held, which list shall be kept open from ten (10) a.m.
until five (5) p.m. each and every day, Sundays and legal holidays
excepted, until forty -five (4+5) days prior to the first Monday in
March in the year in which an eleotion is held, and which list will
be finally closed. Provided, b wever45that during the last
fifteen (15) days, Sundays and legal holidays excepted, of the
above period the Clerk of Council shall keep said list open in a
place designated by the Mayor and Councilmen of the Town of Sav-
annah Beach, Tybee Island, in the City.of Savannah, Georgia, from
ten (10) a.m. until five (5) p.m. on each day in order that duly
qualified electors residing in Chatham County will have an oppor-
tunity to register in the City of Savannah instead of at Savannah
Beach, Tybee Island; and,
WHEREAS, The Mayor and Councilmen of the Town of Savannah
Beach, Tybee Island, desire the Clerk of Council to keep the said
registration list open for the convenience of the electors residing
in Savannah, Georgia, in the offioe of the Clerk of the City Court
of Savannah in the Court House of Chatham County, Georgia;
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council-
men of the Town of Savannah Beach, Tybee Island, in Council assem-
bled, that the Clerk of Council be and he is hereby directed to
open the registration books of the Town of Savannah Beach, Tybee
Island, within the time prescribed by law for the convenience of
the electors residing in Savannah, Georgia, in the office of the
Clerk of the City Court of Savannah in the Chatham County Court
House.

The regular meeting of Town Council was held today at 4 :00 P.M.
and was attended by Mayor Jones, who presided, and Councilman
Slotin, Lovell, Daniels, Walsh, Henry and Fergurson.
The minutes of the meetings of September 3 and October 7 were
read and approved. Councilman Slotin read the October financial
statement which showed a balance of $6395.36; also that the Sav-
annah Bank &Trust Company and the Citizen Bank & Trust Company
were paid 0550 each as a reduction on the notes of seawall project
No. 2 held by them. He also presented bills for payment amounting
to tro'I, ? , and moved that same be paid. Councilman Walsh seconded
and the motion passed.
The Mayor informed Council that as regards to,the Public Works
Administration projects that the project for storm drainage had
been pla'aed in classification A, that he was still handling the
matter relative to the recreation center for the soldiers. That
the Public Works Administration had allocated approximately $4200
on a previousfyproposed project. He stated that he had been working
in connection with the Savannah So1dibrs Sooial Service, that it
