HomeMy Public PortalAboutr 22-062AJA �Keoxltufiou of No. #22-62 Date of Adoptto February 24, 2028 AUTHORIZING EUS SERVICES AGREEMENT ' AREAS, the Borough of Carteret ('Borough ") is in need of specialized municipal grant research, writing and consulting services; and, WHEREAS, the Millennium Strategies, LLC, 60 Columbia Road, Morristown, New Jersey 7960 ( "Millennium ") has submitted a proposal to provide said services; and WHEREAS, the Borough has determined that the proposal from Millennium is advantageous to he Borough, considering all relevant factors including price; and WHEREAS, Millennium has extensive expertise, knowledge and a proven reputation and record in is this field; and AREAS, the Local Public Contracts Law, N.J.S.A. 40A:11 -5 (1)(a) (ii), authorizes the warding of a contract for such extraordinary, unspecifnable services while providing the contract's availability for public inspection; and WHEREAS, the governing body has deemed it advisable to enter into a contract with Millennium to provide specialized municipal grant research, writing and consulting services for he Borough for the determined contract term of one year in accordance with the terms of its THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of t, County of Middlesex, and State of New Jersey as follows: I. That the Mayor. and appropriate Borough officials are hereby authorized to execute and enter into a formal agreement with Millennium to provide the specialized municipal grant research, writing and consulting services provider for in a form acceptable to the Borough's Law Director and substantially in the form attached hereto, for a sum not to exceed $36,000. 2. That this dual contract is awarded as an extraordinary, unspecifsable services in accordance with N.J.S.A. 40A:11 -5 (1)(a)(ii) of the Local Public Contracts Law as the provision of said services require special expertise and extensive training in the area of said services and a proven reputation in said field, which is critical and essential to this grant consulting proposal. 3. Details pertaining to our fu'in, experience, proposed services, and fees are outlined further within this proposal. COMPANY PROFILE Founded in 2005, Millennium Strategies is the largest full service grants consulting firm in the region. Service O rtion I - Grant Consulting Service - Overview Millennium Strategies will provide services on behalf of the Borough via our Grant Consulting Service. This service would provide the Borough with access to proactive grant research and proactive grant writing services throughout the duration of the contract period. Proposed Services Proposed Service l: Create a Strategic Plan— Millennium will create a Strategic Plan for grant research and funding to be pursued in keeping with the Borough's budget, capital plan and other identified objectives. This process will include coordination of necessary meetings with administrators, department heads, supervisors and key personnel to determine future funding goals and how best to achieve them. Proposed Service 2: Research Available Opportunities /Frequent Notification — Millennium will research all available governmental and nongovernmental grant opportunities that support the Borough's priorities on an ongoing basis for the duration of the contract period. Grant summaries and detailed application breakdowns will be provided to key personnel as the Borough selects grant opportunities that are consistent with the Strategic Plan. Proposed Service 3: Complete Grant Writing — Millennium will complete all grant applications, both presented by Millennium and identified by the Borough, in accordance with funding guidelines established by the granting entity, on a continuing basis for the duration of the contract period. This includes all necessary follow up in support of applications submitted on behalf of the Borough. Proposed Service 4: Monthly Reporting— Millennium will submit a monthly report detailing all activities undertaken by the Millennium team on behalf of the Borough as well as a monthly invoice of services rendered. The monthly report will include details pertaining to all grants recommended, grants awarded, grants submitted and pending approval, grant applications -in- progress, as well as grants denied, providing the Borough with an ongoing assessment of our efforts on a regular basis. Proposed Service 5: Meetin Attendance — Millennium will attend all meetings as requested by with 48 hours' notice. Fee Proposal Millennium Strategies will provide Proposed Services I — 5, as outlined and described above, for a monthly retainer fee of $3,000.00 per month payable in twelve equal monthly installments for an amount not to exceed $36,000.00 per annum. Service Option 2 - Grant Research Portal Service Overview Millennium Strategies will provide services on behalf of the Borough via our Grant Research Portal Service. This service would provide the Borough with proactive grant research throughout the duration of the contract period. In addition, tine Borough would also have access to project -based grant writing services, that would be provided on a mutually agreed basis. Pro osed Services Proposed Service 1: Establishment of UserPlatfornn Within Online Grant Research Portal — Millennium will establish a user platform, for the Borough, within our online grant research portal. This platform will serve as the center for viewing grant sunnnaries on all governmental and non - governmental grant opportunities that are applicable to the Borough. Proposed Service 2: Access to Detailed Grant Snannraries — Millennium will post detailed grant summaries, for all available governmental and non - governmental grant opportunities, that are applicable to the Borough within the portal. These opportunities will be posted on a weekly basis and will provide municipal staff with access to key information pertaining to each grant opportunity including key deadlines, eligibility requirements, program goals /objectives, etc. Key staff from the Borough will be notified when grants are posted and will be able to view them via the online platform. Proposed Service 3: Consultations on Available Grant Opportunities — Millennium will provide consultations, when requested by the Borough, regarding grant opportunities that the Borough has identified, via their portal, and may be interested in pursuing. These consultations will help to provide municipal staff with guidance regarding the goals /objectives and other qualifying criteria associated with each grant opportunity presented in order to determine whether the opportunity is viable for the Borough to pursue. Proposed Service 4: Grant Writing Support — Millennium will assist with the preparation of grant applications, when requested by the Borough on a case -by -case project basis. This service will only be rendered when specifically requested by the Borough, and mutually agreed to by Millennium. Millennium reserves the right to reject any grant writing support Fee Proposal Millennium Strategies will provide Proposed Services 1— 3, as outlined and described above, for a monthly retainer fee of $650.00 per month, payable in twelve equal monthly installments, for au amount not to exceed $7,800.00 per antrum. Millennium Strategies will provide Proposed Service 4, as outlined and described above, at a blended rate of $130.00 per hour for a set to not to exceed amount for each project assigned._ Service Option 3 -. Grant Writing Support Services Overview Millennium Strategies will provide services on behalf of the Borough via our Grant Writing Support Service. This service would provide the Borough with access to project -based grant writing services, that would be provided on a mutually agreed basis. Proposed Services Proposed Service 1: Grant Writing Support — Millennium will assist with the preparation of grant applications, when requested by die Borough, on a case -by -case, project basis. This service will only be rendered when specifically requested by the Borough, and mutually agreed to by Millennium. Millennium reserves the right to reject any grant writing support request made by the Borough at any time for any reason. Fee Proposal Millennium Strategies will provide Proposed Service 1, as outlined and described above at a blended rate of $150.00 per hour for a set to not to exceed fee for each project assigned. Millennium Strategies is a limited liability corporation. Since our inception in 2005, Edward Farmer and Susan Scavone have remained the sole principals of the firm. During this time, the firn has not undergone any changes to the business name. Millennium Strategies is registered as a Small Business Enterprise and complies with all applicable EEO and Affirmative Action Laws, as evidenced by the compliance documentation included with our proposal as an allaclinient. No judgments, claims or suits have ever been filed against our company. In addition, Millennium Strategies is not now, nor has it ever been involved in any bankruptcy or reorganization proceedings.
