HomeMy Public PortalAbout02-24-22 CouncilThe Regular Meeting of the Mayor and Council of the Borough of Carteret was called to order by Mayor Daniel J. Reiman at approximately 6:00 p.m. on Thursday, February 24, 2022, remotely, via telephone call -in. Upon individual roll call, the following were noted present: Mayor Daniel J. Reiman Councihnember Vincent Bellino " Dennis DiMaseio " Jorge Diaz " Ajmar Johal Susan Naples Also noted present were Carmela Pogorzelski, Municipal Clerk and Robert J. Bergen, Esq., Law Director. The meeting was opened with a moment of silent prayer and the Pledge of Allegiance led by Councilmember Bellino. Mayor Reiman asked everyone to remember the victims in the Ukraine struggling for democracy under the invasion of the oppressive regime of Vladimir Putin and Russia. The 2022 Annual Notice was emailed to The Home News Tribune, The Star Ledger and posted on the bulletin board and on the doors of the Memorial Municipal Building on January 11, 2022. Notice was published in The Home News Tribune and The Star Ledger on January 14, 2022. All items being voted on tonight were posted on the Borough's website, www.carteret.net prior to tonight's meeting. Upon MMS &C, by Councilmembers Diaz and Naples and unanimous affirmative vote of the full membership present, the minutes of February 10, 2022 were approved as transcribed and engrossed by the Clerk. FEBRUARY 24, 2022 COUNCIL MEETING ROLL CALL PRAYER, PLEDGE OF ALLEGIANCE STATEMENT OF MEETING NOTICE APPROVAL OF MINUTES was finally adopted. Upon individual roll call vote, Counciltnembers Bellino, Diaz, DiMascio, Johal and Naples voted in the affirmative. APPROVED AND ADOPTED: FEBRUARY 24, 2022 INTRODUCED: FEBRUARY 10, 2022 Advertised as Adopted on First Reading with notice of Public Hearing: FEBRUARY 16, 2022_ Hearing Held: FEBRUARY 24, 2022 Approved By: MAYOR DANIEL J. REIMAN Advertised as Finally Adopted: MARCH 2, 2022 The Municipal Clerk stated that Ordinance #22 -3 was introduced and adopted on First Reading on February 10, 2022. It was duly published in the Home News Tribune on February 15, 2022, with notice that it will be considered for final passage after Public Hearing to be held on February 24, 2022 at approximately 6:00 p.m. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. Upon MMS &C, by Councilmember Diaz and Bellino and unanimous affirmative vote of the full membership present, Mayor Reiman declared the Public Hearing to be open. Mayor Reiman said this is in a redevelopment district, the Arts District, for a lease between parking garage and some of the residential redevelopers. There being no fi rther comments or objections to the Ordinance, Mayor Reiman declared the Public Hearing to be closed, upon MMS &C, by Couneilmembefs Diaz and Bellino and unanimous affirmative vote of the full membership present. 3 FEBRUARY 24, 2022 (continued) ADOPTED ORDINANCE #22 -3 PARKING GARAGE LEASES BLK. 6704, LT. 6.02 PUBLIC HEARING HEARING CLOSED Upon MMS &C, by Councilmembers Diaz and Bellino ORDINANCE #22 -4 "AN ORDINANCE PROVIDING A SUPPLEMENTAL APPROPRIATION OF $1,000,000 FOR VARIOUS SEWER IMPROVEMENTS IN AND BY THE BOROUGH OF CARTERET, IN THE COUNTY OF MIDDLESEX, NEW JERSEY, AND AUTHORIZING THE ISSUANCE OF $1,000,000 BONDS OR NOTES OF THE BOROUGH TO FINANCE PART OF THE COST THEREOF" was finally adopted. Upon individual roll call vote, Councilmembers Bellino, Diaz, DiMascio, Johal and Naples voted in the affirmative. Upon MMS &C, by Councilmembers Diaz and Bellino and unanimous affirmative vote of the full membership present, the meeting was opened for public input on all Resolutions /Agenda items and new business.
