The regular meeting of Town Council was held today at 4 :00 P.M.
and was attended by Mayor Jones, who presided, and Councilman
Slotin, Lovell, Daniels, Walsh, Henry and Fergurson.
The minutes of the meetings of September 3 and October 7 were
read and approved. Councilman Slotin read the October financial
statement which showed a balance of $6395.36; also that the Sav-
annah Bank &Trust Company and the Citizen Bank & Trust Company
were paid 0550 each as a reduction on the notes of seawall project
No. 2 held by them. He also presented bills for payment amounting
to tro'I, ? , and moved that same be paid. Councilman Walsh seconded
and the motion passed.
The Mayor informed Council that as regards to,the Public Works
Administration projects that the project for storm drainage had
been pla'aed in classification A, that he was still handling the
matter relative to the recreation center for the soldiers. That
the Public Works Administration had allocated approximately $4200
on a previousfyproposed project. He stated that he had been working
in connection with the Savannah So1dibrs Sooial Service, that it
would be well, in his opinion tosevcr‘hH connection with them and

deal direct with the United Service Organization where Tybee in-
terests are concerned. He stated that the United Service
Organization representive was expected in Savannah very shortly,
and he expected to contact him. The information was that under
the new set -up the Town would purchase a lot, they to erect the
building or buildings. He also informed- Council that he had made
arrangements with the Fort Screven authorities to connect up
with their water main so as to get water over to the treatment
plant. They agreeing to this, provided that it would be done
with no cost to the government, and that they would furnish water
at cost on the basis of the meter reading. Also that in connection
with the wooden bulkhead from Tilton Street to First Street he
had found that it was in bad condition in some places and other
places were alright. That some of the stays behind the wall re-
inforcing it were in bad shape and had rusted out, and that it
would be necessary to .spend at least $1000 to repair the wall
in this section and that, in his opinion, unless it was repaired
it would be gone within two years. Also he had sent the Mack
truok into Savannah and was having it put into first class condition
and that it would be used in connection with the severage'projact
on which credit would be given on this project.
Councilman Slotin stated that taxes for the second half of
1941 did not come in as good as expected and since the discount
period expired October 15, he believed it would be a good idea
to extend the time for the payment of taxes and the allowance of
10% discount for the second half to November 20, and that letters
be sent out to the property owners.notif.ng them of this and he
would make this as a motion. Councilman Walsh seconded it and the
motion passed.

Councilman Slotin stated that in connection with delinquent
taxes that he noticed that some of the taxes covered estates, and
that he would like to get a ruling from the Town Attorney has to
the status of the Town with regard to advertising property owned
by estates for sale for delinquent taxes, and he made a motion
that the financial committed be authorized to check the delinquent
tax.list and advertise for sale any property for which back taxes
are owed. Councilman Henry seconded and the motion passed.
Councilman Slotin brought up the question as to what hid been
done relative to the removing of the concrete steps south of the
Tybrisa pavilion that litro 40 built into the bulkhead.
In connection with the lack of sufficient convicts to carry
on the work necessary in the Town, Councilman Walsh informed Council
that he had handled the matter with Judge Houlihan, and also had
talked to Mr. Kelly Byrnes, the Warden, and was informed by him
that the county did not have the men available at the present time.
Council Walsh stated that the usual type of men sent to Tybee were
the short -term convicts.
Councilman Slotin moved that affective with the regular Dec-
ember monthly meeting that the time of the regular meetings be
made thereafter at g:00 on the first Tuesday in each month.
Councilman Walsh seconded and the motion passed.
Petition was presented from the Parent Teacher's Association
requestioff some financial assistance from the Town. Councilman
Slotion moved that the be given the same amount as was given them
last year, which was $10. Councilman Fergurson seconded and the
motion passed.
Petition was presented by Mr. A. P. Solomon, honorary fire
chief,of the fire department, requesting that the building now
used to house the fire engine located on Second Street be given

to him after the new building to house the fire department is
completed and after the Town vacates the building on Second Street.
Council Lovell seconded and the motion passed.
Councilman Ferguson inquired as to whether Pat Mock, a driver
of one of the trucks, was still employed. He was informed that
Mock was. Some diseusion was held relative to the handling of the
trucks by some of the negro drivers who had been driving them.
It was the opinion of Council that since they had torn up several
of the trucks on several occasions it was not advisable to put
them on as drivers. This was receraet as information.
The Mayor informed Council that he had written a letter to
Mr. Donald Mills, assistant chief engineer of the J. H. McCrary
Company in oonnection with the discrepanciesAamount of funds es-
timated on the Works Projects Administration proposal on the sew_
erage project and the actual cost of pump -for the .pumping stations
that he had also sent a copy of this letter to Mr. D. G. Nichols,
State Director of the Works Project Administration.
There being no further business the Council adjourned, subject
o the call of •e Mayor.
