A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RICHLAND HILLS, TEXAS, AUTHORIZING THE CITY'S
PARTICIPATION IN THE TARRANT COUNTY BOND
PROGRAM FOR 2005 FOR THE RECONSTRUCTION OF
BAKER BOULEVARD FROM BOOTH GALLOWAY TO
HIGHWAY 26.
WHEREAS, funds have been made available through Tarrant County and Texas Department of
Transportation (TxDot) to reconstruct Baker Blvd (Hwy. 183) from Booth Calloway Rd. to Highway 26;
and
WHEREAS, the State of Texas, acting by and through the Texas Department of Transportation, has
been requested by the City of Richland Hills to contribute up to 80% of the city's required 50% matching
funds to reconstruct Baker Boulevard; and
WHEREAS, Tarrant County is in the process of implementing a bond program for the cities in
Tarrant County and has agreed to provide 50% of the total program costs; and
WHEREAS, the City Council of the City of Richland Hills, Texas, desires by this resolution to
accept the terms that Tarrant County has proposed and is, by this resolution, submitting to Tarrant County
• the reconstruction of Baker Boulevard from Booth Calloway Road to Highway 26.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
RICHLAND HILLS, TEXAS:
I.
That the City Council hereby accepts the provisions of Tarrant County for the reconstruction of
Baker Blvd. between Highway 26 and Booth Calloway Road within the City of Richland Hills, Tarrant
County, Texas.
Be it further resolved that the City Council hereby authorizes the participation of TxDot up to 80%
of the City of Richland Hills 50% matching funds in the development of the aforesaid roadway
improvement project, as stated in this resolution.
PASSED AND APPROVED by the City Council of the City of Richland Hills, Texas, by a vote
of 4 ayes, 0 nays and 0 abstentions this 9`h day of A_ u~ust, 2005

TARRANT COUNTY BOND PROGRAM 2005
CITY OF RICHLAND HILLS
The City of Richland Hills would like to propose the reconstruction of Highway 183
(Baker Blvd.) from Booth Calloway (east city limits) to Highway 26 (west city limits).
Attachment "A" is a map that defines the limits of the project as previously described.
Also, attached is a detail of the proposed cross-section for Highway 183.
The scope of the project includes the following:
1. The street section of the project will include curb and gutter, 8" of lime
stabilized subgrade, 4" of asphalt, and 8" of concrete.
2. The major cross drainage will be reviewed and additional drainage capacity
will be constructed if required.
3. The existing traffic signals will reviewed and upgraded if required.
• The estimated cost for the reconstruction of Highway 183 is as follows:
1. Baker Blvd. Reconstruction $11,800,000.00
(Includes street and utilities)
2. Engineering and Surveying $ 1,770,000.00
3. Inspection and Contingencies $ 430,000.00
Total Cost $14,000,000.00
Funding for the project is as follows:
Tarrant County $7,000,000.00
Texas Department of Transportation $7,000,000.00
If the City of Richland Hills project is selected, the estimated time line for the project
would be as follows:
Selection of the engineer January 2007
Completion of design January 2008
Start of Construction June 2008
Start of Construction January 2010
