The regualr meeting of Council was held today at 8 :00 P.M. in
the Council Room in the Town Hall and was attented by.Mayor Jones,
who presided, and Councilmen Walsh, Henry, Lovell, Siotin, and
Town Attorney Dutton.
The minutes of the meeting of November 4 were read and approved.
Councilman Siotin informed Council that the finance committee
had met and went through the list of delinquent taxes name by name,
and it was the opinion of the committee that some .of the property
should be sold, while others - the owners should be contacted with
the view of getting the taxes paid, the committee noted that the
delinquent taxes owed the Town were less than ever in the history
of Tybee. He suggested that the advertising of property for sale
for delinquent taxes be postponed for the time being. ItVtla the
opinion of council that the finance committee handle the.matter as
they see fit.
Councilman Siotin stated that since the time had expired for
redeeming the :property sold November. 5, 1940 at the Court House
for taxes, that the•'Town'Attorney be requested to draw up the proper
deeds conveying the property to the Town, bought in by him as agent.
Councilman Slotin stated that the Tybrisa Company owed taxes
for 1940 and 1941 and asked the opinion of Council as to whether
they should be allowed the discount if they would pay up the taxes.
It was the opinion of Council that they should not be granted the
19140 discount and Councilman Henry moved that if they paid all taxes
due the Town within 30 days that they be granted the discount allowed
on 1941 taxes. Councilman Slotin seconded and the motion passed.
The Mayor informed council that at the present time there was
not an adequate warf -.µ on the island to launch a boat in case an

emergency should occur, that now since the country was at war and
with the probability that the bridges between Savannah and Tybee
might be distroyed, it was his suggestion that the Town endeavor
to build a warf .. That on alley 42 there remains some of the piling
from the old public dock, this along with good heart:, lumber that
could be purchased by him at a very nominal figure, could be used
in reconstructing a wrf'; at this location. The Mayor stated that
he had already contacted the U. S. Engineer Department for permis-
sion to construct a proposed dock. Councilman Henry moved that the
dock be built and that the Mayor be authorized and empowered to
have the work done. Councilman Walsh seconded and the motion passed.
The Mayor informed Council that Chief Britt, of the Fort Screven
Fire Department, had offered the use of the department to the Town
for use at all fires except grass. That Chief Britt had also offered
to give instructions in first aid, he being.a certified instructor
in first aid. The Mayor stated that he had thanked Mr. Britt for
his very kind offers.
The Mayor informed Council that as regards the cost of the
pumps to be used on the sewer system, that the matter was being
cleared up and that he was getting splendid cooperation from Mr.
Mills, of the J. B. McCrary Company, and also the Works Project
Administration.
Councilman Slotin inquired as to what affect the war is going
to have on the construction of the sewer system. The Mayor stated
that this project has a priority rating and would not be affected.
Councilman Henry inquired if the sewer system was on a pre-
ferred rating and was informed that Mr. Pittman of the Works Pro -
ject.Administration had stated that this had not been agreed to as
yet.
Mayor Jones informed Council that the Department of Public
Works was functioning rather slowly at the present time due to the
fact that there are not sufficient men to carry on the work. `...That
aa2regardsthe concrete steps erected into the sea wall south of
Sixteenth Street that he had gotten hold of the necessary equipment
to remove these stepsb ;t that now since the war had started he had,
been unable to get it up to the present time but that he was still
trying. He also stated that he was working on a supplemental pro-
ject with the Works Project Administration toward getting the area
behind the sea wall back filled and ale) repairing the pavement
behind the sea wail from 14th to 15th Streets and also 16th to 18th
Streets. He was informed that if the Town can furnish the equip -
ment and sand the project could be started.
Town Attorney Dutton reported to Council on Lots 91- 92 -93,
Ward 4, the property of the Tybrisa Company, with relation to the
encroachment made by them between the eastern end of their property
to the present concrete sea wall and beyond that eastward to the
high water mark, they having claimed this property as theirs.
Councilman Lovell moved that the Town Attorney be instructed to
take the necessary steps to establish a proper claim to that por-
tion of the Strand in front of said Lots 91- 92 -93, Ward 4 by legal
process. Councilman Walsh seconded and the motion passed. Peti-
tion was read from the Chbistmas tree committee of Savannah Beach
unit #154 of the American Legion Auxiliary requesting a donation
toward sponsoring a community Christmas tree. Councilman Slotin
moved that $25 be donated, seconded by Councilman Walsh, the
motion passed.
A bill for $250 for legal services rendered in the case of
Mrs. May B. Thomas against the Town, in which she was sueing for
the death of her husband, the case having gone to the Court of
Appeals ril vAt.lanta, was presented by Town Attorney Dutton, the case
having been won by the Town. Council Lovell moved that the bill

be paid, Councilman Henry seconded and the motion passed.
The Mayor suggested that the old siren formerly used by the
Fire Department be placed at a convenient spot at the South end
of the island to be used in connection with war work activities
and also as a fire alarm signal. Council Lovell moved that the
25 which was with held from the payment due the W. S. Darley
Company when the new siren was purchased and for which the Town
was to be allowed the credit of $25 on the return of the old siren
to the Darley Company, the $25 be paid to them. Councilman Henry
seconded and the motion passed.
The matter of making donation to the volunteer fire department
was brought up and Councilman Siotin moved that the Mayor be author-
ized and empowered to handle the matter. Councilman Henry seconded
and the motion passed.
In connection with the maintaining of the registration book
in Savannah during the required period it was agreed that Chief
Stewart *mad alternate in keeping the book open 'lit- -Savannah with
the Clerk.
A petition was read from A. F. Solms requesting that he be
relieved of taxes for the last half of 19.1 on Lot 101, Ward 5
which had been used as a parking lot for the various army camps.
Councilman Siotin moved that the petition be granted, Councilman
Henry seconded and the motion passed.
Councilman Henry moved the following resolution to set up
ra free library at Savannah Beach be adopted. Councilman Lovell
seconded and the motion' passed.
RESOLUTION
WHEREAS, the people of the Town of Savannah Beach, Tybee Island,
Georgia are desirous of having a legally constituted, free public
library set up in the community, and

WHEREAS, it is desired that this project be sponsored in con-

nection with the Georgia Library Board,
NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Councilmen of
the Town of Savannah Beach, Tybee Island, Georgia, in Council assembled,
that they sponsor the setting up of a legally constituted, free public
library in connection with the Georgia Library Board, for the use of
the people of the community.
Councilman Slotin moved thatttiel4Nprbeauthorized to appoint a
library board in connection with the Savannah Beach public library.
Councilman Henry seconded it and the motion passed.
Councilman Slotin read the financial statement for the month of
November and also moved that bills incurred for the sewage system
amounting to $3085.16; and for the jail amounting to $11O -.l4 and
be paid
also for the general operation of the town $677.234;doujoilman Henry
seconded it and the motion passed.
There being no further business the Council adjourned subject
to the all of • +Mayor.
