A RESOLUTION OF THE CITY OF RICHLAND HILLS, TEXAS
SETTING A DATE, TIME AND PLACE FOR PUBLIC HEARINGS
TO BE HELD REGARDING PROPOSED ANNEXATIONS OF'
CERTAIN PROPERTY BY THE CITY OF RICHLAND HILLS,
TEXAS; DIRECTING THAT NOTICE BE PROVIDED FOR THE
PUBLIC HEARINGS; DIRECTING THAT A SERVICE PLAN FOR
THE PROPERTY BE PREPARED; AND ESTABLISHING AN
EFFECTIVE DATE.
WHEREAS, the City of Richland Hills is a home rule city acting under its charter
adopted by the electorate pursuant to Article XI, Section 5 of the Texas Constitution and
Chapter 9 of the Local Government Code; and
WHEREAS, a detailed analysis of past annexation ordinances has revealed
possible minor discrepancies in the area considered to be part of the corporate limits of
Richland Hills; and
WHEREAS, in order to eliminate any question concerning the corporate limits of
• the City of Richland Hills, the Council deems it appropriate to commence annexation
proceedings; and
WHEREAS, Chapter 43 of the Local Government Code requires that public
hearings be held and a service plan be prepared prior to annexation of property by a
municipality.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF RICHLAND HILLS, TEXAS:
SECTION 1.
PUBLIC HEARINGS
The City Council will conduct public hearings on the 17th day of November, 2005 at 6:30
p.m. and on the 18th day of November, 2005 at 6:30 p.m. in the Richland Hills City Hall
located at 3200 Diana Drive, Richland Hills, Texas 76118, where all interested persons
will have the right to appear and be heard on the proposed Annexation by the City of
Richland Hills, Texas of land being described as follows:

• 1. Approximately 4.6 acres situated in and being a part of the M. Lynch Survey,
Abstract No. 953 and the George Akers Survey, Abstract No. 30, Tarrant
County, Texas and being more fully described on Exhibit "A"; and
2. Approximately 5.1 acres situated in and being a part of the W. Norris Survey,
Abstract No. 116, Tarrant County, Texas and being more fully described an
Exhibit and "B".
SECTION 2.
NOTICE
City staff is directed to publish notice of the public hearings at least once on or after
the twentieth but before the tenth day before the date of the public hearings.
SECTION 3.
SERVICE PLAN
City staff is hereby directed to prepare a service plan that provides for the provision
of services to the above referenced tracts of land in compliance with Chapter 43 of the
Texas Local Government Code.
SECTION 4.
• EFFECTIVE DATE
This resolution shall be effective from and after its passage and adoption by the city
council.

Beginning at the intersection of the centerline of an unnamed creek (approximately 2340 feet east
of the centerline of Big FosszZ Creeks with the south Line of the M. Lynch Survey and the north Line

State Highway No, I83; said intersection point also being is the westerly Line of the present City
Limits Line of Richland HiIIs established by the originai Incorporation of Richland Hills August 30,
2950; said point also being approximately 2430 feet west of the southeast comer of the Lynch

THENCE in a southerly direction along the present westerly City Limit line of Richland Hills to
the south ROW line of State Highway No_ I83 and the north Line of Richland Hills South, an

THENCE in a westerly direction along said south ROW line of State Highway No. 183 and along
said north line of said addition to the northwest corner of Lot 6, Block 4 of said addition; said
northwesflot comer also beingin the present easterly City Limit Line of Haltom City established
