RICHLAND HILLS CRIME CONTROL AND PREVENTION DISTRICT
BOARD OF DIRECTORS ORDER NO.
A JOINT RESOLUTION AND ORDER OF THE CITY COUNCIL OF THE
CITY OF RICHLAND HILLS, TEXAS AND THE BOARD OF DIRECTORS
OF THE RICHLAND HILLS CRIME CONTROL AND PREVENTION
DISTRICT APPROVING AN INTERLOCAL AGREEMENT REGARDING
PAYMENT OF INCREASED POLICE SALARIES, PROVIDING FOR
NOTICE; AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City of Richland Hills is a home rule city acting under its charter
adopted by the electorate pursuant to Article XI, Section 5 of the Texas Constitution and
Chapter 9 of the Local Government Code; and
WHEREAS, the CCPD is a crime control and prevention district created pursuant
to Chapter 363 of the Texas Local Government Code, acting through the Board of
Directors of the CCPD, the duly authorized governing body as established by Chapter
363; and
• WHEREAS, the CCPD and the City have determined that increasing police
salaries immediately will enhance the benefits to the citizens of the CCPD by permitting
the City to attract and retain experienced, capable police officers, and that failing to do
so will have a detrimental effect on public safety; and
WHEREAS, the CCPD is authorized to finance the costs of crime control and
prevention programs, including the costs for personnel; and
WHEREAS, the CCPD wishes to finance increases in City police salaries
immediately, but has no currently available funds because the CCPD has not yet
received sales tax funds from the State Comptroller's office; and
WHEREAS, the City is willing to pay such increased police salaries until the
CCPD has sufficient funds available to begin paying such increases, which the City and
the CCPD agree would require the City to pay out the sum of Fifty-Nine Thousand,
Three Hundred and Eighty Dollars and no cents ($59,380.00) for such salary increases,
provided that the CCPD agrees to compensate the City an amount equal to the costs of
such increases plus interest at the rate of three percent (3.0%) per annum, or provide to
the City a benefit of comparable amount acceptable to the City; and
WHEREAS, the CCPD is willing to agree to compensate the City an amount

and
• WHEREAS, the CCPD and the City have negotiated an agreement to accomplish
the foregoing;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF RICHLAND HILLS, TEXAS AND ORDERED BY THE BOARD OF DIRECTORS OF
THE RICHLAND HILLS CRIME CONTROL AND PREVENTION DISTRICT:
SECTION 1.
ORDER
The City Council and the Board of Directors hereby approve the interlocal
agreement which is attached hereto as Exhibit A.
SECTION 2.
NOTICE
Upon adoption of this Resolution, the City Secretary is directed to give notice of
this resolution in the manner required by law.
SECTION 3.
AUTHORIZATION OF NECESSARY ACTIONS
• The Mayor and the City Secretary, in consultation with the City Attorney, are
authorized and directed to take all actions necessary to effectuate this resolution.
SECTION 4.
EFFECTIVE DATE
This Resolution and Order shall be effective upon its adoption.
