AUTHORIZING A PROFESSIONAL ENGINEERING SERVICES
CONTRACT WITH CME ASSOCIATES, FEE ESTIMATE
2022 RAISE INTERMODAL GRANT BENEFIT -COST ANALYSIS
FERRY TERMINAL BUILDING & SITE IMPROVEMENTS
WHEREAS, the Borough of Carteret is in need of specialized engineering services in
connection with the 2022 RAISE Ilrternodal Grant Benefit -Cost Analysis for the Ferry
Terminal Building and Site Improvements; and
WHEREAS, CME Associates, 1460 Route 9 South, Howell, New Jersey 07731,
possesses the requisite experience and expertise to provide said services; and
WHEREAS, CME Associates has submitted a proposal to provide said services at a total
cost not to exceed $6,500.00; and
WHEREAS, the Mayor and the Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
for said purpose. Acct. # 2 -01 -20 -165 -254
NOW, THEREFORE, BE IT RESOLVED by the Mayor and the Council of the
Borough of Carteret, County of Middlesex, State of New Jersey, as follows:
1. The proposal from CME Associates for engineering services related to the
2022 RAISE Intermodal Grant Benefit -Cost Analysis for the Ferry
Terminal Building and Site Improvements at a cost not to exceed
$6,500.00 is hereby approved.
2. This action is approved as an award of a professional services contract
pursuant to N.J.S.A 40A:11- 5(1)(a) in accordance with the Borough's Fair
and Open Process as authorized by law.
3. A copy of this Resolution be forwarded to the Borough's Purchasing
Department, the Borough Director of Engineering and CME Associates.

Dear Mayor Reiman:
We are pleased to have the opportunity to present our fee estimate for professional engineering
services for the above - referenced project. This fee estimate outlines the scope and costs of
services necessary for CME Associates to support the Borough's application for the 2022
Rebuilding American Infrastructure with Sustainability and Equity (RAISE) grant by developing
the required benefit -cost analysis (BCA) to demonstrate the cost effectiveness of the project.
We understand the Borough is seeking RAISE Intermodal Grant funding in the amount of
approximately $20 million dollars to support the construction of the Municipal Ferry Terminal, site
and vehicular access improvements, and waterside improvements. Our team has already begun
coordinating with Millennium Strategies and is attending weekly status update meetings in order
to meet the grant deadline of April 14, 2022.
The USDOT has established specific and detailed guidelines for the development of BCAs in their
March 2022 document entitled "Benefit -Cost Analysis Guidance for Discretionary Grant
Programs" which will be utilized as a basis for the analysis. Our office will draw upon the following
market demographic, ridership, and technical reports within the framework of the USDOT BCA
requirements:
• Proposed Carteret Passenger Ferry Expanded Ridership Demand Study, prepared by
Rutgers University, dated October 23, 2018;
• Carteret Ferry Feasibility Study, prepared by Nelson Nygaard, dated December 2016;
and,
• Carteret Ferry Terminal Traffic Impact Study, prepared by McCormick - Taylor, dated May
2021

With this in mind, we offer the following scope of services:

Our office will work in support of the application to prepare a thorough BCA which draws upon
published metrics, standards, and engineering economics principles, including the following:
1. Identification, quantification, and comparison of expected economic benefits and costs of the
project, including but not limited to the following as provided for in available publications
related to the project:
a. Capital construction costs;
b. Fixed and variable costs related to operations, staffing, and utilities;
c. Long -term maintenance costs;
d. Residual benefits; and,
e. Assignment of values to various benefits associated with modal diversion, including,
but not limited to:
Safety benefits (relative safety improvement of ferry versus car travel);
ii) Travel time savings (time saved in traffic congestion);
iii) Operational cost savings;
iv) Emissions reduction benefits (S02, NOx, PM2,5, and CO2) as a function of
reduced fuel consumption;
v) Quality of life, property value, and health benefits (walking and biking to ferry);
and,
vi) Resilience benefits;
2. Examination of the above - factors over an established analysis period while accounting for the
DOT - recommended 7% discount rate and inflation adjustments;
3. Preparation of a detailed report and calculations of the above to establish a positive net
present value (NPV) and benefit -cost ratio (BCR) for the project and thereby establishing the
cost - effectiveness of the application; and,
4. Coordination with USDOT economists during the BCA review process as needed.
We estimate our fees for the above services to be $0.00. Should you accept our fee estimate,
kindly provide a purchase order or professional services resolution authorizing same.
