HomeMy Public PortalAbout19420106CCMeeting1.74 Savannah Beach, Georgia January 6, 1942 The regular meeting of Council was held today at 8 :00 P.M. in the Council room in the Town Hall and was attended by Mayor Jones, who presided, and Councilmen Walsh, Henry, Ferguson,, Siotin, Lovell, and Daniels. The minutes of the meeting of December 9 were read and ap- proved. Mayor Jones informed Council that the removing of the con- crete steps erected into the seawall south of Sixteenth was progressing very slowly? due to his inability to get the proper equipment, and that they would be removed just as quickly as possible. That the area behind the seawall from Eighteenth Street down to the cottage•of A. A. Lawrence has been completely covered with rock, that he was making an effort to swap the log trailer *owned by the Town for a 3 -yd. dump body inagatic. Council Siotin moved that bills covering purchases for month of December amountlit,ttW3.41 be paid. Council Walsh seconded and the motion passed. Request was made by T. B. F. Scott to transfer his whiskey license for the year 1941 for his place of business located at First Street and First Avenue °!'to C: 77M:" Cart'e47) Councilman Walsh moved that this be done, Councilman Henry sec- onded and the motion passed. Mrs. Josephine Whalen requested that she be permitted to redeem her property Lot 2,-8106,k 2.,„ Bay Ward which was sold at the Court House on November 5, 1940 to E. A. Dutton as agent for taxes and cost. Councilman Walsh moved that permission be granted, Councilman Siotin seconded and the motion passed. Mrs. Alice Dougan requested permission to use the two rooms over the library for living quarters. Councilman Fergurson 175 moved that she be granted permission provided that the Town is not put to any expense whatever. Councilman Lovell seconded and the motion passed. Councilman Ferguson r called attention to vandalism that is taking place in several parts of the island and as3dff the Town had proper ordinances to cover this. He was informed in .the affir- mative. Councilman Siotin moved that the following ordinance be passed, Councilman Walsh seconded and the motion passed. ORDINANCE An ordinance entitled, "An ordinance providing for the conduct of, all persons and inhabitants of the Town of Savannah Beach, Tybee Island, during the time of air rad warnings or during the time ofvQaic-,, the black -out in aceordanoe with such air raid warning; providing for the parking of vehicles during such time; providing for the turning off of lights; providing all other necessary provisions for the conduct of persons and the darkening of lights during the time of any air raid warning or black -out signal or during the time of any air raid or black -out; providing a penalty for the vio- lation of any of the provisions of this ordinance; repealing all ordinances in conflict herewith; and for other purposes." Section 1. It shall be the duty of every person, or persons, within the corporate limits of the Town of Savannah Beach, Tybee Island, whenever an air raid warning or a black -out signal is given by belle or sirens, for and during the time. that the United States. of American is in a state of War, to comply with the follow- ing provisions: (1) Immediately upon the sound by sirens or bells or an air raid warning or black -out signal, between the hours of official sundown and official sunrise, it shall be the duty of all persons 176 within a home, structure, store, hotel, hospital, manufacturing establishment, factory or any other public or private building, to immediately extinguish all lights at any kind or character therein, which may be visible from the exterior of the building. No lights shall be permitted to burn which may shed its rays from within the interior of such building or structure. (2) All occupants of premises where it is necessary to burn lights for some necessary public utility purpose shall, between the hours aforesaid, whenever an air raid signal or black -out warning is given, mask all windows, skylights and doors with dark blinds, curtains or other means, so that no light burning in such premises may be visible from the outside. Outside lights of any kind are forbidden. (3) All illuminating advertisements and signs must be extin- guished upon the giving of an air raid signal or black -out alarm and continue in darkness until the "all clear" signal is given. (4) All persons driving or being in automobiles, trucks or other motor vehicles shall, immediately upon the signal or warning being given, stop such vehicle on the right hand side of the curb- ing and out out all lights. Parking is prohibited in the area next to a fire hydrant. (5) Immediately upon the signal or'warning being given, all pedestrians shall leave the streets, lanes or public thoroughfares and retire to the nearest house, building or structure and remain therein until the "all clear" signal is sounded by bell or siren. (6) It shall be the duty of every person within the corporate limits of the Town of Savannah Beach, Tybee Island, upon the sounding of an air raid or black -out signal, to cooperate with the duly appointed Air Raid Warden, who is hereby clothed, during the time of an air raid or an air raid warning, with the powers of a Police Officer, or any other duly constituted authority in charge of the area within which such person, or persons, may be located at the time of said warning, and every person, or persons, shall obey all necessary instructions of an Air Raid Warden in keeping with the provisions of this ordinance and to assist such Air Raid Warden in case of casualties or destruction of property or injury to per- son or persons and to help conserve, protect and care for the same. Section 2. Any person, firm or corporation violating any of the provisions of this ordinance shall, upon conviction in the Re order's Court of Savannah Beach, Tybee Island, be fined in a sum not exceeding One Hundred Dollars ($300.00) or imprisoned for a period of time not exceeding thirty (30) days, either or both, or any portion of either or both, in the discretion of the Court. Section 3. All ordinances or parts of ordinances in conflict with the provisions of this ordinance be and the same are hereby repealed. Councilman Siotin moved that the following resolution be passed. Councilman Walsh seconded and the motion passed. RESOLUTION BE IT RESOLVED by the Mayor and Councilmen of the Town of Savannah Beach, Tybee Island, in Council assembled: WHEREAS, there exists a casual deficiency in the revenue of this municipality and it is necessary to make a temporary loan to supply this deficiency; THEREFORE, BE IT RESOLVED by the authority aforesaid that the Mayor of the Town of Savannah Beach,'Tybee Island, and /or the Chair- man of Council of the Town of Savannah Beach, Tybee Island, for the purpose of supplying the said deficiency in revenue, be and they are hereby authorized to borrow in the name of the Mayor and Council- men of the Town of Savannah Beach, Tybee Island, from the Citizens 178 Bank and. Trust Company and the Savannah Bank and Trust Company the sum up tO and not exceeding Seventy -five Hundred Dollars ($7500.001 and to give and execute a note and /or notes of the Mayor and Council- men of the Town of Savannah Beach, Tybee Island, for any sum up to and not exceeding the sum of Seventy -five Hundred Dollars ($7500.00), .bearing interest from date of the execution of said note and /or notes - at 'the rate of four (1) per cent per annum.
