The regular meeting of Council, postponed from Tuesday, February 3
was held tonight at S:00 P.M. and was attended by Mayor Jones, who
presided, and Councilmen Walsh, Henry, Ferguson, Lovell, and Town
Attorney Dutton.
The minutes of the meeting of January 6 were read and approved.
The Mayor informed Council that the labor shortage was still a
problem, that the number of convicts on hand was so small that no
real work could be accomplished but that he was still endeavoring to
get some more men from the County, he had been authorized by the Navy
to get surplus shell and sand from Cockspur.Island but that with the
present shortage of men his work-,vas held up and May.S was set by the
Navy as the dead line, the opinion of Council was that if it was nec-
essary for the Mayor to hire some labor that he do so.
The Mayor stated that he had been in touch with Mr. J. J. BOA
who had been to Atlanta in a effort to get some help from the state
highway board for the automobile road to Tybee. Mr. Bohn was informed
by them that as the Tybee road was not placed in the status of a
military road they could do nothing about it at this time. The Mayor
stated that he would write a letter to the highway board informing
them how much it is being used by the military, and that he will also
request the commanding officer of Fort Screven to contact the command-
ing officer of the Fourth Corps Area with the view of getting their
help toward having necessary work done on the Tybee road - -he also in-
formed Council that he had a feeler for the trailer used on the G.M.C.
truck but that the prospect was interested in the condition of the
tires and that he was trying to adjust this with them - -that three
dump trucks would be needed to keep the garbage moving to the new
location at the disposal plant and that he was tring to work out some
plan whereby it might be possible that a dump truck could he gotten

out of the old G.M.C. -- sometime back he had requested permission
from the Fort Screven authoritives for the use of water at the
disposal plant and at that time it was granted provided the Town
buy a meter and install it, since then he had been contacted by the
government authoritives requesting various information relative to
the use of the water and of which he had answered them, but he
stated it may be that the Town may have to sink a well of its own.
Councilman Walsh moved that bills for expenditures of the jail
amounting to $925.38 and bills for materials purchased for the
Town's general use amounting to $434.17 be paid, Councilman Henry
seconded it and the motion passed. Councilman Walsh informed Council
that Mrs. Lillie B. Frost had contacted him relative to the assess -
ments on her property. He had informed Mrs. Frost that the Clerk
of Council would handle the matter with her.
The report of the fire department for the year January 1 to
December 31, 1941 was read and the opinion of Council was that it
was an excellent report and that the_ohief and the men be commended
and thanked for their efforts. This report was received as information.
The Clerk was instructed to order 1942 liciences for the motor-
ized equipment used on the sewage project.
Request having been made to purchase an old water tank and fittage
Councilman Walsh moved that it be sold for one dollar, Councilman
Lovell seconded it and the motion passed.
The Mayor informed Council that he had requested various work
done by the Public Works Department over a. period of months and'that
in quite a number of cases the work had not been done. He stated
that he wished to advise Council of the condition.
Council having been informed Of the illness of Councilman Siotin
and that he was confined to the hospital in Massachusetts the Board
be
all expressed their regrets and ordered that+ }a°telegramgsent to him
wishing him a speedy recovery.
A communication was read from Councilman Daniels submitting his
resignation as Councilman. Councilman Lovell moved that the resig-
nation be accepted with regrets, Councilman Walsh seconded it and the
motion passed.
Nominations were called to fill the vacancy of Councilman Daniels
and Councilman Ferguson nominated Frank W. Leopold, Councilman Henry
seconded it. There being no other nominations the motion passed unan-
imously. Councilman -elect Leopold subscribed to the following oath
which was submitted by Mr. Dutton:

of Savannah Beach, Tybee Island, Georgia, to the best of my skill and

All the members of the Board extended well- wishes to Councilman
Leopold and also informed him how glad they were that he had become
a member of the Board. He responded in kind thanks to everyone and
stated that he hoped he %odld be of service on the board.
Councilman Ferguson submitted his resignation as Councilman and
stated that due to anticipated employment in government service, it
would be necessary that he relinquish the office of Councilman and he
expressed regrets of having to do so. Councilman Lovell moved that
Councilman Ferguson resignation be accepted with regret, Councilman
Henry seconded it and the motion passed, after which all of the Board
expressed their regrets at hie leaving and wished for him success in
his new endeavor.
Nominations were called for to fill the vacancy caused by Council-
man Ferguson resigning, Councilman Walsh moved that Mr. Thomas J. Lynch
be nominated to succeed to the vacancy caused-by the resignation of
Councilman Ferguson, Councilman Henry seconded it and the motion

passed unanimously. (Mr. Lynch was not- present to receive the oath
of office)
Councilman Walsh moved for the adoption of the following ordi-
nance, Councilman Ferguson seconded and the motion passed.
AN ORDINANCE
An ordinance to regulate dogs on the streets, lanes, highways
of the Town of Savannah Beach, Tybee Island, Georgia: To provide
a penalty for the violation; and for other purposes.
SECTION 1. Be it ordained by the Mayor and Councilmen of the
Town of Savannah Reach, Tybee Island, in Council assembled, and it
is hereby ordained by the authority of the same, that it shall be
unlawful for any dog and /or dogs to be on the streets, lanes, or
highways of the Town of-Savannah Beach, Tybee Islanyl, or loose on
vacant lots or uninclosed lots, so that said dog may freely have
access to the streets, lanes or highways of the Town of Savannah
Beach, Tybee Island, unless such dog be effectually muzzled so that
it is unable to bite or unless such dog be held firmly on a leash
held by an adult or person over sixPeen years of age; and it shall
be the duty of any owner or possessor of any persons who harbors
or keeps any dog to confine securely the same within the limits of -
his or her own premises and not permit such dog to run or have
access to run on the streets, lanes or highways of this municipality,
except under the conditions above set forth.
SECTION 2. Any person and /or.persons violating any of the
provisions of this ordinance shall, upon conviction in the Recorder's
Court of the Town of Savannah Beach, Tybee Island, be fined for
each separate offense in a sum not to exceed One Hundred Dollars
{1100.00) and imprisoned for a period of time not to exceed thirty
(30) -days, either or both or any portion of either or both in the
discretion of the court.

SECTI0'11 3. Any .ordinance or parts of ordinances conflicting
with the provisions of this ordinance be and the same are hereby
repealed.
There .being no further.business Council adjourned subject to
call of the Mayor.

The regular meeting of Council was held today at 8 :00 P.M. at
the Town Hall, and was attended by Mayor Jones, who presided, and
Councilmen Walsh, Henry, Slotin, and Leopold.- The minutes of Feb-
ruary 1 were read and approved.
Mr. Thomas F. Lynch, the newly-elected member of the Board,
was present and accepted the following oath:
I, S do solemnly swear that I will
faithfully and honestly perform the duties of Councilman of the
Town of Savannah Beach, Tybee Island, Georgia, to the best of my
skill and ability without favor or affection, S0 HELP ME GOD.
The Mayor informed Council that he had checked up and found
that approximately sixteen of the convicts were not being properly
worked and that there were numerous jobs that required attention
but had not been touched. He also stated that he had sold the
old G.M.C. trailer for $200, that he had also been requested to
locate a first aid station site and that he had contacted Mr. D. D.
Hankins with the view of getting the old.j .il and that this could
be gotten for a rental of $15 per month; that he had also offered
the Town Hall as a first aid station in the event an emergency
