A RESOLUTION OF THE CITY OF RICHLAND HILLS, TEXAS
AMENDING THF. RULES OF PROCEDURE GOVERNING THE
PROCEEDINGS OF THE CITY COUNCIL; PROVIDING FOR NOTICE;
AND PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City Council has previously adopted rules of procedure governing the
proceedings of the Council in order to more effectively conduct the business of the City; and
WHEREAS, the City Council has determined that additional rules are necessary to allow
the Council to discuss an agenda item without the necessity of the item being brought before the
Council by motion.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF RICHLAND HILLS, TEXAS:
SECTION 1.
ORDER
The City Council hereby adopts the following addition to the Rules of Procedure for
conducting City Council meetings. This policy is in addition to those Rules of Procedure
previously approved and adopted by the City Council on or about March 13, 2001:

6. MOTIONS AND VOTING PROCEDURE
A. Discussion and Motion: The City Council may consider and discuss any
item on the Agenda without the necessity of a motion bringing the item
before the Council. At the conclusion of the discussion, the Mayor will
entertain a motion bringing the item before the Council for vote.
B. Voting: All votes shall be by hand vote or by verbal "aye" or "nay" when
polled individually by the Mayor or the City Secretary.
C. Abstention from Voting: No member of the City Council shall be excused
from voting except on matters where there is a conflict of interest.

SECTION 2.
REMAINDER OF RULES UNCHANGED
The Rules of Procedure previously approved and adopted by the City Council on or about
March 13, 2001, except to the extent amended herein, shall remain unchanged.
SECTION 3.
NOTICE
Upon adoption of this Resolution, the City Secretary is directed to give notice of this
resolution in the manner required by law.
SECTION 4.
AUTHORIZATION OF NECESSARY ACTIONS
The Mayor and the City Secretary, in consultation with the City Attorney, are authorized
and directed to take all actions necessary to effectuate this resolution.
SECTION 5.
EFFECTIVE DATE
• This Resolution shall be effective upon its adoption.
